EULESS CITY COUNCIL
Tuesday, September 9, 2014
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at
4:02 p.m. on Tuesday, September 9, 2014, in the Precouncil Conference Room of City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Linda
Eilenfeldt, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, and Perry
Bynum.
During the Precouncil meeting:
Mayor Pro Tem Linda Eilenfeldt advised that she and several council members
attended the ribbon cutting and open house of the Viridian Elementary School on
September 6, 2014, and stated that it is a beautiful facility.
Council Member Jeremy Tompkins announced that he attended the Bone Doggie
Concert, hosted by the City of Euless and part of the Masterworks Concert Series, on
September 8, 2014, and stated that he really enjoyed the concert.
City Manager Gary McKamie announced the following:
• Euless Library Foundation (ELF) Fall Book Sale, September 12 through 14,
2014;
• ELF Annual meeting and an evening with the Artist Lisa McNamara,
September 25, 2014, 7 p.m.; and,
• 6Stones Sporting Clay Shooting fundraiser, September 19, 2014, 8 a.m.
Police Chief Mike Brown presented the quarterly Police Department update for the
quarter ending August 31, 2014, and reported on the average response times for
priority one, two, three, and four calls, and for all call types, as well as statistics related
to crimes against persons, and property crimes. He reported on officers combined
patrol time statistics and the addition of police personnel.
Code Compliance Inspector James Patterson presented the code update related to
the apartment inspection program and the food handler card process. He explained
who is required to have a food handler card, how to receive one, and what is taught in
the class.
Discussion ensued regarding the possibility of posting restaurant health inspection
results on the City website.
City Secretary Kim Sutter provided an update related to the upcoming Board and
Commission Appointment process, and advised that the submission deadline for
applications is September 19, 2014, and interviews will be scheduled for October 13,
2014.
Discussion took place regarding which boards and commissions to include in the
interview process.

Director of Planning and Economic Development Mike Collins presented the
residential update for the proposed Hearthstone and Griffith Parc developments, and
advised that the proposed developments will be presented for consideration at the
September 23, 2014, City Council meeting.
At the request of Council Member Tompkins, City Attorney Wayne Olson outlined the
zoning notification process. City Manager McKamie advised that staff will explore
options to address notification to adjacent property owners of residential zoning
cases.
Texas Star General Manager Glenda Hartsell-Shelton provided an update related to
the Texas Star Golf Course renovations, including marketing avenues and upcoming
events related to the re-opening of the golf course on October 1, 2014.
City Manager McKamie reviewed the regular agenda.
Finance Director Janina Jewell advised of an upcoming bond refunding opportunity.
CLOSED SESSION
The City Council convened into closed session at 6:30 p.m. for deliberation regarding the

Seek legal advice from the City Attorney as authorized by Section 551.071 of the
Texas Government Code related to:
• Council Vacancy
Deliberate the purchase, exchange, lease or value of real property as authorized by

Mayor Linda Martin gave the invocation.
PLEDGE OF ALLEGIANCE
Council Member Tim Stinneford led the pledge of allegiance.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Fleet and Facility Administrator Kyle McAdams introduced Fleet and Facility Services Tech
III Jason Farris. Jason was accompanied by his wife, Rosie. Council Member Price
presented Jason with a service pin commemorating his 10 years of service with the City.
Fire Chief Wes Rhodes introduced Fire Inspector III Vernon Gilmore. Vernon was
accompanied by his wife, Cindy, and members of the Fire Department. Council Member
Bynum presented Vernon with a service pin commemorating his 10 years of service with the
City.
Texas Star General Manager Glenda Hartsell-Shelton introduced Texas Star Golf Course
Kitchen Manager/Chef John Aritua. John was accompanied by his wife, Rochelle,
daughters, Sofia and Elizabeth, and members of the Texas Star Golf Course. Council
Member Stinneford presented John with a service pin commemorating his 15 years of
service with the City.
Police Chief Mike Brown introduced Police Office Technician Amber Fanning. Amber was
accompanied by her husband, Dudley, son, Brendon, and members of the Police
Department. Mayor Pro Tem Eilenfeldt presented Amber with a service pin commemorating
her 15 years of service with the City.

City Manager McKamie introduced Director of Parks and Community Services Ray
McDonald. Ray was accompanied by his wife. Denise, daughter, Katelyn, son, Ray, and
members of the Parks and Community Services Department. Council Member Tompkins
presented Ray with a service pin commemorating his 20 years of service with the City.
CONSENT AGENDA (items 2 through 5)
Mayor Martin read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 5.
Council Member Tompkins seconded the motion.

ITEM NO. 2. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE A
PROFESSIONAL SERVICE AGREEMENT
Authorized the City Manager to negotiate and execute a Professional Service Agreement
with Dean International, Inc., 8080 Park Lane #600, Dallas, Texas, to provide professional
consulting services.
Deputy City Manager Getchell advised that the agreement will provide transportation
consulting services primarily to assist the City in protecting the interests of Euless citizens
related to the Highway 183 expansion from FM 157 to Dallas.
ITEM NO. 3. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE A
CONTRACT
Authorized the City Manager to negotiate and execute a contract with Swagit Productions,
LLC, Plano, Texas, for the purchase of audio-visual equipment and related video production
services and archiving.
Deputy City Manager Getchell stated that Swagit Productions, LLC is a sole source vendor
who will design and install a system for the City Council Chambers allowing staff to remotely
capture meetings for either live or future broadcast.
ITEM NO. 4. AWARDED RFP NO. 013-14
Awarded RFP No. 013-14 for Supervisory Control and Data Acquisition (SCADA) upgrade to
RLC Controls, Inc., 8115 Hicks Hollow, McKinney, Texas.

Deputy City Manager Getchell explained that the system will allow the remote operation and
monitoring of the City water and reclaimed water systems as well as include a chlorine
monitoring system.
ITEM NO. 5. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the regular meeting of August 26, 2014, and the special
called meeting of September 2, 2014.
REGULAR AGENDA
ITEM NO. 6. AUTHORIZED MAYOR TO EXECUTE INSTRUMENTS CREATING
TRINITY RIVER AUTHORITY (TRA) EASEMENT
Mayor Martin informed the City Council that the easements will include an Amended
Easement and Right-of-Way, Permanent Meter Station Easement, and Temporary
Construction Easement.
Council Member Bynum motioned to authorize the Mayor to execute instruments creating
Trinity River Authority (TRA) easements.
Mayor Pro Tem Eilenfeldt seconded the motion.

Tompkins, Price, and Bynum

ITEM NO. 7. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 14-10-
SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2033
Mayor Martin opened the public hearing at 7:22 p.m.
Director of Planning and Economic Development Mike Collins presented the item to the City
Council and stated that the applicant, Chic Tails Pet Boutique and Spa owner Karen
Rodriguez-Rivera, is requesting a renewal of a Specific Use Permit for a pet grooming salon
at 801 E. Mid-Cities Boulevard, Suite 600. He provided details of business operating days
and hours and services provided. Additionally, the Planning and Zoning Commission held a
public hearing on August 19, 2014, and recommended approval of the Specific Use Permit
by a 6-0-0 vote with the following conditions:
1) Tied to the business owner, Ms. Karen Rodriguez-Rivera;
2) Tied to the business name, Chic Tails Pet Boutique and Spa;
3) No animals may be kenneled overnight within the facility; and,
4) The Specific Use permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.

Karen Rodriguez-Rivera, owner and applicant, was present to address any questions.
Mayor Martin asked to hear from any proponents followed by opponents wishing to speak
regarding the case. Seeing none, the public hearing was closed at 7:24 p.m.
Mayor Martin and Mayor Pro Tem Eilenfeldt both expressed their happiness in seeing the
business performing well and wished Ms. Rodriguez-Rivera luck in her future endeavors.
Council Member Tompkins motioned to approve the first and final reading of Ordinance No.
2033 for a request for a Specific Use Permit in the Villages of Bear Creek Addition, Block 2,
Lot 8, 801 East Mid-Cities Boulevard, Suite 600 for Pet Grooming Use in the Community
Business District (C-2) with the conditions presented and recommended by the Planning and
Zoning Commission.
Council Member Stinneford seconded the motion.

ITEM NO. 8. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 14-08-
SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2034
Mayor Martin opened the public hearing at 7:25 p.m.
Director of Planning and Economic Development Mike Collins presented the item to the City
Council and stated that in 2013, James Hartman, Sr. was issued a Specific Use Permit to
allow an auto repair shop at 230 Vine Street under the name JR's Euless Transmission. Mr.
Hartman, Sr. has since passed away and his son, applicant James Hartman, Jr., is the new
owner and is seeking a Specific Use Permit to operate the business in the same manner and
under the same conditions as the previous Specific Use Permit. Additionally, the Planning
and Zoning Commission held a public hearing on August 19, 2014, and recommended
approval of the Specific Use Permit by a 6-0-0 vote with the following conditions:
1) The Specific Use Permit is tied to the Business Owner: James Hartman, Jr.;
2) The Specific Use Permit is tied to the Business Name: JR's Euless Transmission;
3) All repairs of vehicles, including but not limited to: mechanical repair and
maintenance operations will be conducted within the building. No work will be
conducted exterior to the building;
4) Outdoor storage of vehicles or exterior display of merchandise is not permitted
within view of the public right-of-way;
5) The services allowed at this facility are as follows: Brake Replacement, Timing
Belt Replacement, Water Pump Replacement, Power Steering Pump
Replacement, Belts and Hoses Replacement, Fuel Pump Replacement,

Transmission Rebuild, Strut Replacement, Shock Replacement, Distributor
Replacement, Tune Ups, Front and Rear Suspension Repair, Axle Replacement,
Rack & Pinion Replacement, Air Conditioning Service, Heater Core Replacement,
Instrument Cluster Replacement, Window Motor and Regulator Repair,
Transmission Control Module Repair, Engine Control Module Repair, Differential
Service, Head Gasket Replacement, Intake Gaskets, 0/2 Sensor Replacement,
Fuel Filter Service, Oil Changes, Transmission Service, and Computerized
Diagnostics. Auto services not listed here are thereby prohibited;
6) The term of this Specific Use Permit shall be granted for a period of one year in
order to gauge the further appropriateness of the use at the specific location; and,
7) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
James Hartman, Jr., owner and applicant, was present to address any questions.
Mayor Martin asked to hear from any proponents followed by opponents wishing to speak
regarding the case. Seeing none, the public hearing was closed at 7:27 p.m.
Mayor Pro Tern Eilenfeldt thanked Mr. Hartman, Jr. for carrying on his family's business.
Council Member Bynum motioned to approve the first and final reading of Ordinance No.
2034 for a request for a Specific Use Permit in the Oakwood Terrace Addition, Block 1, Lot
A43R, 230 Vine Street for an Automotive Repair Shop in the Texas Highway 10 Multi-Use
District (TX-10) with the conditions presented and recommended by the Planning and Zoning
Commission.
Mayor Pro Tern Eilenfeldt seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Eilenfeldt, Council Members Stinneford,
Tompkins, Price, and Bynum

Mayor Martin declared the motion carried.
ITEM NO. 9. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2038
Mayor Pro Tern Eilenfeldt motioned that the property tax rate be increased by the adoption
of a tax rate of $0.4675, which is effectively a 3.50 percent increase in the tax rate, by
adoption of Ordinance No. 2038.
Council Member Price seconded the motion.
Council Member Stinneford stated, for the record, that while the motion as read conforms to
state law, it appears that the tax rate was increased when in fact, it was lowered. The tax
rate for fiscal year 2013-14 was $0.47 and the tax rate for fiscal year 2014-15 is $0.4675.

ITEM NO. 10. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2039
Council Member Bynum motioned to approve the first and final reading of Ordinance No.
2039, adopting the Tax Roll for 2014.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Eilenfeldt, Council Members Stinneford,
Tompkins, Price, and Bynum
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 11. ACCEPTED RESIGNATION OF MEMBER OF THE PLANNING AND
ZONING COMMISSION
Mayor Martin stated that Planning and Zoning Commission member Troy Mennis has had to
resign his position due to increased work commitments.
Council Member Tompkins thanked Mr. Mennis for his service to the City.
Mayor Pro Tern Eilenfeldt motioned to accept the resignation of Troy Mennis, Place 6, of the
Planning and Zoning Commission effective immediately.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Eilenfeldt, Council Members Stinneford,
Tompkins, Price, and Bynum
Nays: None
Mayor Martin declared the motion carried.

Council Member Stinneford stated that applications are currently being accepted to serve on
the City's boards and commissions and is a great way to serve the City.
Mayor Pro Tem Eilenfeldt added to Council Member Stinneford's comments stating that
applications are due by Friday, September 19, 2014.
Mayor Martin announced several upcoming events:
• September 11 Memorial Service, 9:00 a.m. Thursday, September 11, 2014, Fire
Administration Building;
• Euless Library Foundation Book Sale, September 12-14, 2014;
• Heritage Park tour, 1:00-5:00 p.m. Saturday, September 13, 2014;
• "Music Under the Stars" concert, 7:00 p.m. Saturday, September 13, 2014, Texas
Star Outdoor Pavilion featuring Graceland Ninjaz and Fruitcake Superbeing;
• Water University discussing composting, 6:30-8:30 p.m. Tuesday, September 16,
