HomeMy WebLinkAbout2022-01-11MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, January 11, 2022 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:35 p.m. on Tuesday, January 11, 2022, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Harry Zimmer, and Tika Paudel. Council Member Perry Bynum was not in attendance. During the Precouncil meeting: ➢ Council Member Harry Zimmer stated that the funeral services for Alex Cervantes were beautiful and commended Police Chief Mike Brown for his comments made at the service. City Manager Getchell advised the City Council of the following: o January Town Hall meeting has been postponed to a later date; o City Manager and City Secretary Evaluations rescheduled to Monday, January 24, 5:30 p.m.; o Annual Hurst -Euless -Bedford Chamber of Commerce awards luncheon, Friday, January 14; o Impact of COVID-19 to City's workforce; o Fire Chief has activated Critical Staffing Plan due to number of COVID cases among Fire Department personnel; o Staff is considering contracting for building review services; and o Happy early birthday to Council Member Jeremy Tompkins. ➢ City Manager Getchell reviewed the regular agenda. ➢ City Manager Getchell presented the Financial update and stated that car rental tax collections for the period ending November 2021 were up 108 percent over the same period in the prior year. ➢ Deputy City Manager Chris Barker presented the Capital Projects update and advised that a recommendation will be presented at the next regular meeting for the 48t" year CDBG project. Additionally, he provided an update on the status of the City's water wells, including the Fuller and the Far North wells, and a proposed third well; the road reconstruction projects, including Harwood Road, West Pipeline Road, South Pipeline Road, and Highland Drive; and Fire Station No. 1 construction. Mayor Martin recessed the Precouncil session at 6:24 p.m. Council Minutes Page 2 of 6 January 11, 2022 CLOSED SESSION The City Council convened into closed session at 5:57 p.m. for deliberation regarding the following: Seek legal advice form the City Attorney as authorized by Section 551.071 of the Texas Government Code related to: • Tabor v. City of Euless The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • Cresthaven Addition • Ross Cannon Addition Mayor Martin recessed the closed session at 6:52 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. ANNOUNCEMENT OF EMPLOYEE OF THE YEAR FOR 2021 Mayor Martin recognized Randi Blackstock, Administrative Secretary I, Fleet and Facilities, as the 2021 Employee of the Year. ITEM NO. 2. ANNOUNCEMENT OF EMPLOYEE SERVICE AWARDS Mayor Martin and Mayor Pro Tern Stinneford announced the employee service awards and expressed congratulations to the following employees on reaching an employment milestone with the City of Euless: 5 years of service Jodie Dunn, Administrative Secretary I, Parks and Community Services Michael Luschen, Parks Field Tech III, Parks and Community Services Robert Perez, Equipment Operator, Public Works Dwaine Streger, Public Works Field Tech II, Public Works Greg Stowe, Senior Police Officer, Police Department Naythan Steele, Firefighter II/Paramedic, Fire Department 15 years of service Danette Thorpe, Executive Secretary, Administration Brian Lord, Senior Police Officer, Police Department Beverly Williams, Dispatcher, Police Department 20 years of service Tish Chavez, Library Clerk, Library Patrick Voss, Assistant Golf Superintendent, Texas Star Golf Course Ken Rawlinson, Division Chief/Fire Marshal, Fire Department 25 years of service Mark Harris, Police Lieutenant, Police Department ITEM NO. 3. RECOGNITION OF RETIREMENT Mayor Martin read a proclamation recognizing Michael Parks upon his retirement from the City of Euless Fire Department following 33 years of dedicated service. ITEM NO. 4. ACKNOWLEDGEMENT OF CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING AWARD Mayor Pro Tem Stinneford announced that the Government Finance Officers Association (GFOA) has awarded the City of Euless the Certificate of Recognition for Excellence in Financial Reporting. He stated that this is the 34th consecutive year the City of Euless has received this honor. Council Minutes Page 4 of 6 January 11, 2022 REGULAR AGENDA ITEM NO. 5. APPROVED RESOLUTION NO. 22-1614 Mayor Pro Tern Stinneford motioned to approve Resolution No. 22-1614, calling the General Election for the Offices of City Council Members Place 1 and Place 3 and authorizing a Contract with Tarrant County to Furnish Election Services and Equipment. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Zimmer, and Paudel ITEM NO. 6. APPROVED A JOB ORDER CONTRACT Deputy City Manager Barker introduced the item and stated that the job order contract is with GFC Contracting, 1162 Security Drive, Dallas, Texas, for general construction and maintenance services through the BuyBoard Purchasing Cooperative. The estimated annual expenditure is $300,000 and actual expenditures are made on an as needed basis. Council Member Price motioned to approve the job order contract with GFC Contracting as presented. Council Member Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Zimmer, and Paudel ITEM NO. 7 AUTHORIZED PURCHASE OF SKID MOUNTED JETTER UNIT Deputy City Manager Barker introduced the item and stated that the purchase is for a skid mounted sewer jetter unit to replace the 2008 Pipe Hunter jetter unit currently mounted on the truck chasis of an existing vehicle. The purchase will be made through the Sourcewell Cooperative Purchasing Program. The approved vendor is Vactor Manufacturing, Alpharetta, Georgia, and the approved Texas supplier is Kinlock Equipment and Supply, Inc., 3320 Pasadena Boulevard, Pasadena, Texas. The total expenditure is $103,550. Council Member Paudel motioned to authorize the purchase of a skid mounted jetter unit through the Sourcewell Cooperative Purchasing Program as presented. Council Member Tompkins seconded the motion. AUTHORIZED CITY MANAGER TO EXECUTE AN ENGINEERING SERVICES CONTRACT Deputy City Manager Barker presented the item. He stated that the proposed engineering services contract with Wier & Associates, Inc., 2201 East Lamar Boulevard, Suite 200E, Arlington, Texas, is for the design of replacement sanitary sewer mains at the following locations: • Midway Park 3rd Addition Phase II o Fayette Drive and Ector Drive from Harwood Road to Lamar Drive • Green Hills Park o Along Donley Drive from a point 1000 feet north of Harwood Road to Harwood Road, and 608, 608, 1304, and 1308 Glenn Drive. The estima ted expenditure is $63,400. Mayo ProTbm Stinneford motioned to authorize the City Manager to execute an engineering design services contract with Wier & Associates, Inc., as presented. CognGil,Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Zimmer, and Paudel ITEM NO. 9. APPROVED CITY COUNCIL MINUTES Council Member Tompkins motioned to approve the City Council minutes of the regular meeting of December 14, 2021. Council Member Zimmer seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 10.
