MEETING OF JANUARY 16, 2014

The Teen Court Advisory Board of the cities of Hurst, Euless and Bedford, Texas met at 6:00
p.m. at Bedford City Hall on the 16th day of January 2014, with the following members present:
HURST: Phoebe Soward, Cecilia Vaughn, Tim Beard
EULESS: Priscilla Cauley, Warren Wilson, Renu Sloan
BEDFORD: Janet Key, Kathleen Toms, Toby Givens, Jeanne Owers

CALL TO ORDER
Chairperson Renu Sloan called the meeting to order at 6:03 p.m. with a quorum of ten Board
Members present.
APPROVAL OF MINUTES
1. Consider approval of the following Teen Court Advisory Board minutes:
a) November 7, 2013 regular meeting.
Minutes of the November 7, 2013 Regular Board Meeting were reviewed. Jeanne Owers made
a motion to accept the minutes and Janet Key seconded the motion. The motion passed
unanimously.
2. Introductions
Everyone that was present introduced themselves.
OFFICER ELECTIONS
3. Hold election and vote for 2014 officer positions of Chairperson, Vice-Chairperson, and
Secretary.
Board Member Jeanne Owers nominated Renu Sloan for Chairperson but Ms. Sloan declined. Board
Member Warren Wilson nominated Phoebe Soward for Chairperson and she accepted. This was a
unanimous vote. Board Member Phoebe Soward nominated Priscilla Cauley for Vice-Chairperson but
Ms. Cauley declined. Board Member Phoebe Soward then nominated Warren Wilson for Vice-
Chairperson and he accepted. This was a unanimous vote. Board Member Janet Key nominated
Kathleen Toms for Secretary and she accepted. There were no other nominations. This was a
unanimous vote.
OLD BUSINESS
4. Discuss ideas for fundraisers.
Board member Kathleen Toms mentioned that Marco's Pizza in Bedford was still willing to assist in a
fundraiser. Kathleen Toms said the manager mentioned that 20% of the sales from that day would go
to Teen Court when it was mentioned verbally or by coupon. Ms. Toms also mentioned the manager
was willing to have a deal with Family Video, located next door to Marco's Pizza. This would be on a
Saturday in the near future possibly with a tent in the parking lot. The thought was to have the teen
volunteers and Advisory Board members at this event. Kathleen Toms mentioned she would get
something in writing from the manager by the next meeting. Board member Phoebe Soward mentioned
to possibly have coupons or a flier to announce at the banquet. A concern about time was brought up.
Board Member Toby Givens brought up a point wondering if the Advisory Board has set a goal amount
for fundraising. Kathleen Toms made a suggestion of raising $2000.00 within the 2014 calendar year.
Ms. Toms then made a motion to set the goal of raising $2000.00 within the 2014 calendar year and
Priscilla Cauley seconded the motion. This was a unanimous vote.
5. Discuss and possibly take action on items as they relate to the 2014 annual Teen Court
Banquet.
Teen Court Coordinator Mindy Eichorst advised all Board Members that due to some conflicting
meetings and events, the banquet will not be able to be held on Thursday, April 10, 2014. She did
check with the Texas Star Conference Centre Manager and she mentioned the dates of Thursday,
March 27 or Thursday, April 3, 2014 were still available. After discussing the different dates, the Board
Members decided April 3, 2014 would work with their schedules. Kathleen Toms made a motion for
April 3, 2014 at Texas Star Conference Centre to be the Annual Teen Court Scholarship Banquet date
and location and Board Member Warren Wilson seconded the motion. This was a unanimous vote.
Board Member Phoebe Soward asked if there was going to be table sponsors or even sponsors in
general. Ms. Eichorst advised she was going to send out the new sponsor sheets with the correct date
of the banquet along with a letter explaining about the HEB Teen Court Program. Renu Sloan
mentioned to Ms. Eichorst that an address needed to be added to the sponsor sheet so donations can
be mailed directly to Teen Court.
Board member Kathleen Toms suggested a possible speaker for the banquet. She suggested newly
retired Bedford Police Department Technical Sergeant Randy Gardner, who was over the Citizen's
Police Academy. Ms. Toms advised Sergeant Gardner was the first to start a DARE Program in the
state of Texas, along with several other firsts. She then mentioned that she would check on the date
and his schedule and see if there were any conflicts. She also mentioned he would not charge a
speaking fee either. Ms. Toms made a motion to have Sergeant Gardner be the speaker at the April 3
banquet and Jeanne Owers seconded the motion. All Board Members voted and this was a unanimous
vote.
6. Discuss and possibly take action on a sponsorship/information flier for Advisory
Board Members.
This item was tabled.
NEW BUSINESS
7. Set the date for the next Teen Court Scholarship Application Committee to meet and review
applications.
Teen Coordinator Mindy Eichorst advised that all applications will be turned in by the teens by the end
of the day on January 27. The following Board Members will be on this committee: Janet Key, Tim
Beard, Renu Sloan, and Cecilia Vaughn. A date of Thursday, February 6, 2014 at 4:15 pm will work for
all of them. Janet Key made a motion to have the meeting on this date and Cecilia Vaughn seconded
the motion. This was a unanimous vote.
8. Set the date for the Teen Court Scholarship Banquet Committee to meet and discuss items
as they relate to the annual Teen Court Scholarship Banquet.
The following Board Members will be on this committee: Phoebe Soward, Kathleen Toms,
Warren Wilson, Priscilla Cauley, Jeanne Owers and Jason Bess. The members present
suggested meeting on Thursday, January 23, 2014 at 5:30 pm at Bedford City Hall. Board
Member Kathleen Toms made a motion and Priscilla Cauley seconded the motion. All voted in
favor.
9. Set the date for the next Teen Court Advisory Board Meeting.
The next HEB Teen Court meeting will be held on Thursday, February 6 at 6:00 p.m. at the Bedford
City Hall upstairs conference room, 2000 Forest Ridge Drive.
REPORTS
Mindy Eichorst presented the Coordinator's Report and Financial Report for the months of November
and December 2013.
ADJOURNMENT
Warren Wilson entered a motion for the meeting to be adjourned. Phoebe Soward seconded the motion
and all voted in favor. The meeting was adjourned at 7:12 p.m.
