EULESS CITY COUNCIL
Tuesday, January 25, 2022
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:30 p.m. on Tuesday, January 25, 2022, in the Precouncil Conference Room at City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem
Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, and Tika
Paudel. Council Member Harry Zimmer arrived at 4:50 p.m.
During the Precouncil meeting:
➢ City Manager Loretta Getchell advised that the City has and will continue to host
private employee retirement receptions in an effort to mitigate the possible spread of
COVID-19.
➢ City Manager Getchell reviewed the regular agenda.
➢ Planning and Development Director Michael Warrix presented the Development
update. He provided an update on commercial and residential development as well
2021 statistics related to the issuance of permits and certificates of occupancy.
➢ Deputy City Manager Chris Barker outlined the process City staff goes through to
identify and select the proposed Community Development Block Grant (CDBG)
projects.
Planning and Development Director Warrix presented information regarding the 48'h
year CDBG funding and advised that the City of Euless is eligible to receive
approximately $389,000. He advised that staff is proposing two wastewater line
replacement projects:
1) 525-foot wastewater line replacement
o Through Raider Drive and south along the west side of Raider Drive to
West Euless Boulevard; and
2) 675-foot wastewater line replacement
o From 503 Douglas Street to 1104 Aransas Drive
➢ Finance Director Janina Jewell presented the financial report for the period ending
December 31, 2021 (pre -audit).
➢ Deputy City Manager Barker presented the Capital Projects update and stated that
progress is continuing on the FY2019 street reconstruction projects. Additionally, he
advised that the Northern Trinity Groundwater Conservation District will consider the
City's permit request January 26, 2022, for the City to drill a third well.

CLOSED SESSION
The City Council convened into closed session at 5:48 p.m. for deliberation regarding the
following:
Purchase, exchange, lease, or value of real property as authorized by Section 551.072
of the Texas Government Code related to:
• Cresthaven Addition
Personnel matters as authorized by Section 551.074 of the Texas Government Code
related to:
• City Manager
• City Secretary
Mayor Martin recessed the closed session at 6:41 p.m.

The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m.
for consideration of scheduled items.

ITEM NO. 1. ANNOUNCEMENT OF EMPLOYEE OF THE MONTH FOR
FEBRUARY
Mayor Martin recognized Nick Alvarez, Signal Technician I, Public Works, as the
February 2022 Employee of the Month.
ITEM NO. 2. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR
PERIOD ENDING DECEMBER 31, 2021
Finance Director Jewell presented the quarterly financial report for the period ending
December 31, 2021 (pre -audit).

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 3
through 8.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins,
Price, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 3. AWARDED REQUEST FOR PROPOSAL NO. 001-22 AND
AUTHORIZED CITY MANAGER TO EXECUTE CONTRACT
Awarded Request for Proposal (RFP) and authorized the City Manager to execute a
contract for Emergency Medical Services (EMS) billing and EMS report writing services
with Wittman Enterprises, 1193 Sun Center Drive, Rancho Cordova, California.
ITEM NO. 4. APPROVED JOB ORDER CONTRACT
Approved a Job Order Contract with Humphrey and Associates, Inc., 1501 Luna Road,
Dallas, Texas, for routine electrical and emergency repair services through the BuyBoard
Purchasing Cooperative Program Contract No. 638-21. Actual expenditures will be on
an as needed basis and the estimated expenditure is $90,000.
ITEM NO. 5. ACKNOWLEDGED RECEIPT OF FY2021 ANNUAL INVESTMENT
REPORT
Acknowledged receipt of FY2021 Annual Investment Report as required by state law.

ITEM NO. 6. APPROVED RESOLUTION NO. 22-1615
Approved Resolution No. 22-1615, approving the City's Investment Policy for funds
invested for the City of Euless.
ITEM NO. 7 APPROVED REVISIONS TO THE CITY'S FISCAL POLICIES
Approved revisions to the City's Fiscal Policies.
ITEM NO. 8. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the regular meeting of January 11, 2022.

ITEM NO. 9. APPROVED EXTENSION OF CONTRACT FOR CITY MANAGER
Council Member Paudel motioned to approve an extension of the City Manager's contract
to January 31, 2024.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 10. APPROVED EXTENSION OF CONTRACT FOR CITY
SECRETARY
Council Member Stinneford motioned to approve an extension of the City Secretary's
contract to January 31, 2024.
Council Member Zimmer seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins,
Price, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
