OF THE
ANIMAL SHELTER ADVISORY BOARD
APRIL 17, 2014
ITEM 1 — CALL TO ORDER
A meeting of the Animal Shelter Advisory Board was called to order by Chairman Dr.
Gayla Maas at 11:05 A.M. at the City of Euless Animal Shelter, 1517 Westpark Way,
Euless, Texas 76040.
The following members were in attendance:

Staff Support: Hal Cranor, Larry James, James Whitt & Cynthia Daniel
ITEM 2 — REVIEW AND APPROVE MINUTES FROM MEETING OF JANUARY 30,
2014
Chairman Maas asked if there were any questions regarding the minutes of January 30,
2014. Chairman Maas entertained motion to accept. Leon Hogg made a motion to
approve the Minutes of January 30, 2014. JT seconded the motion. Motion approved.
ITEM 3 — STAFF REPORT— SHELTER OPERATIONS
A Public Works employee is temporarily covering the front counter at the shelter while
he is recovering from a foot injury.
ITEM 4 — SHELTER STATISTIC REPORT
Animals picked up were down, calls for service were down, euthanasias were down
(mostly feral/wildlife animals), and adopted out more than euthanized. Noted that some
citizens bring in their animal to be euthanized because the animal is too sick or too old.
ITEM 5 — DOG DAZE EVENT
Prices for veterinarian services will stay the same as last year's prices. Larry will post
flyers at city facilities.

Chairman Maas stated for the record that the group of veterinarians that provide
services at the Trinity High School GAP Club fundraisers is legally a 501(c)(3) tax
exempt group. They get donations, tax breaks and tax dollars and that is why they can
provide rabies vaccinations at a lower price than Dr. Maas who has to buy everything.
Chairman Maas said that in the past the entire package of veterinarian services she
offers at Dog Daze, i.e. heartworm test, prevention, & vaccinations costs less than
theirs; but their cost for individual vaccinations like rabies is less than her cost. If
someone just wants the rabies vaccination for their dog, then it is cheaper at the GAP
Club event. Chairman Maas doesn't think the two events can be combined because
she can't compete on veterinarian costs. Chairman Maas wants the purpose of Dog
Daze to be known in the advertising — that it is a fundraiser for the shelter's injured
animal fund. She donates any excess money she gets over her expenses. She also
noted that turn out at Dog Daze has dropped since 2008 and that weather and the GAP
Club event have affected attendance at Dog Daze. She explained it takes about eight
(8) weeks of serious planning and is a lot of work, but it is worth it if it helps the shelter
raise money. It used to be a fun city event with hot dogs & drinks donated by stores and
raised money for the injured animal fund. Larry and James will talk to Betsy about
advertising Dog Daze. Advertising needs to say why we are having event — for the
animals and to raise funds for the shelter. It's already on the city's website. It needs to
be posted that credit cards are not accepted.
ITEM 6 — SHELTER FACILITY REPORT
Kyle at Facilities has a painter under contract to paint the dog and cat runs. Mentioned
that the city has done a good job of maintaining the shelter since the major renovation
was done about ten years ago.
ITEM 7 — RABIES VACCINATION REQUIREMENT
The city council has received requests from some citizens to go to a three year rabies
vaccine. Chairman Maas said she has no issue with this one way or the other and will
abstain from voting on this. Studies have been done that show that after three years
the level of protection drops way low but varies with each animal. With a three year
protocol, people tend to forget when a rabies vaccination was last done. If the city
changes to a three year vaccination requirement, the city will need to try to educate the
public to the fact that one day after the three years expires from the date of vaccination
the animal is considered to be unvaccinated. Board members suggested that the city
go to a two year requirement and if that works, in a year or two they could change to a
three year requirement. Discussed pros and cons of changing. There is a one year and
a three year vaccine. Some veterinarians only give the one year vaccine. If an animal

gets the three year vaccine and city requires vaccination every two years, there is an
overlap in vaccination. The State has a three year vaccination requirement.
Present Board members voted to recommend the city go to a two year rabies
vaccination requirement. Leon made the motion, JT seconded it and Chairman Maas
favored with an aye.
ITEM 8 — BOARD MEMBERS OR CITIZENS REQUESTS OF ITEMS TO BE
ADDRESSED BY STAFF AND/OR PLACED ON FUTURE AGENDAS
Board will wait until after the May council election to elect officers. Chairman Maas
thanked Leon for his service on the Board and commented on how the shelter facility
has improved since she and Leon have been on the Board since 1996/1997.
ITEM 9 —ADJOURN
The meeting was adjourned at 11:40 A.M.
