B21-UC-48-0001-22-50 TO A & B CONSTRUCTION, LLC LOCATED IN DALLAS, TEXAS IN THE AMOUNT OF $343,865.00 FOR THE REPLACEMENT OF SANITARY SEWER MAIN ALONG PAULA LANE, DAVID DRIVE, SUSAN STREET, AND RAIDER COURT. WHEREAS, the City Council of the City of Euless, Texas does hereby recommend the award of contract for CDBG Project No. B21-UC-48-0001-22-50 to A & B Construction, LLC located in Dallas, Texas in the amount of $343,865.00 for the replacement of the sanitary sewer main along Paula Lane, David Drive, Susan Street, and Raider Court; and WHEREAS, CDBG Project No. B21-UC-48-0001-22-50 consists of the replacement of approximately 2,558 linear feet of sanitary sewer main along Paula Lane, David Drive, Susan Street, and Raider Court using trenchless technology and open trench methods; and WHEREAS, the City Council recommends including the authorization for the City of Euless staff and Tarrant County to issue change order(s) totaling an amount not to exceed five (5%) of the base contract amount ($17,193.25) without requiring formal action by the City Council; and WHEREAS, the construction funds available through Tarrant County for this project are $327,060.04; and WHEREAS, Staff has reviewed the bid tabulation and based on supporting documentation from Parkhill / Schrickel Rollins (Exhibit A), recommends that Tarrant County award the contract to the low bidder, A & B Construction, LLC located in Dallas, Texas. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS, THAT: SECTION 1. The City of Euless, Texas City Council recommends award of a contract to A & B Construction, LLC located in Dallas, Texas for the replacement of the sanitary sewer main along Paula Lane, David Drive, Susan Street, and Raider Court in the amount of $343,865.00 of which Tarrant County Community Development will pay $327,060.04. The remaining cost will be paid for by the City of Euless. SECTION 2. This Resolution shall take effect immediately from and after its passage in accordance with the Charter of the City of Euless and upon publication, and it is accordingly so resolved. Senior Civil Engineer RE: Fairmont and Bell Hi Additions Sanitary Sewer Rehabilitation Project Community Development Project No. B-21-UC-48-001-22-50 Dear Mr. Harts: Parkhill/ Schrickel Rollins completed the engineering design and construction plans and prepared contract documents for the above referenced project. An official "Advertisement of Bid Notice" was published and the plans and documents were available from Tarrant County and were on file in area plan rooms. Sealed bids for the project were received and publicly opened and read aloud at 10:30am on February 2, 2022. A copy of the Bid Summary Sheet is attached. Six (6) sealed bids were submitted. They ranged from a low bid of $343,865.00 submitted by A & B Construction, LLC of Dallas, Texas; to a high bid of $1,003,990.00 submitted by Atkins Brothers Equipment Co. of Midlothian, Texas. The engineer's opinion of probable construction cost was $400,165.00. Completion time was established in the bid documents at 120 calendar days. We submit that a recommendation be made to the Tarrant County Commissioner's Court to award the project to A & B Construction, LLC in the amount of $343,865.00. Funds are available for construction through Tarrant County in the amount of $327,060.04. A & B Construction, LLC has performed satisfactorily on projects of similar size and scope for other municipalities in the DFW area (including the City of Euless) and have to the best of our knowledge completed same without incident. A & B Construction were sub -contractors on a reclaimed water project for the City of Euless in 2020 and they are currently working for the City of Euless on water line replacements along Alexander Lane and Dickey Drive. We have verified with A & B Construction, LLC that they have reviewed the tabulation of bids and they are comfortable with the bid they submitted. The project is located in the Fairmont and Bell Hi Additions, generally East of Raider Drive, North of Needles Street, West of Paula Lane and South of West Pipeline Road.
