HomeMy WebLinkAbout2014-11-11 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, November 11, 2014 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:01 p.m. on Tuesday, November 11, 2014, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Linda Eilenfeldt, Council Members Jeremy Tompkins, Eddie Price, and Perry Bynum. Council Member Tim Stinneford arrived at 4:06 p.m. During the Precouncil meeting: Council Member Perry Bynum announced that he attended the 2014 Veterans Fair, hosted by United States Congressman Kenny Marchant, on November 8, 2014, and stated that he was presented with his father's military service medals for his service during World War II. Council Member Jeremy Tompkins announced that he attended the Halloween Trunk or Treat Celebration on October 31, 2014, and stated that he had a great time. Mayor Pro Tem Linda Eilenfeldt stated she, Mayor Linda Martin, and Council Member Tompkins attended the Greater Fort Worth Builders Association 2014 Municipal Awards Night on October 30, 2014, and congratulated Director of Planning and Economic Development Mike Collins for being nominated for the Spirit of Cooperation award. Additionally, she stated that she attended the Grapevine Colleyville Independent School District Education Foundation Galaxy Team breakfast on October 30, 2014, as well as the Hurst-Euless-Bedford Independent School District Hall of Fame banquet on November 8, 2014. Mayor Martin recognized the Euless Citizens Police Academy Alumni Association (ECPAAA) for hosting the ECPAAA Seventh Annual barbeque dinner on November 8, 2014. She expressed her appreciation to Faye Stinneford and the entire volunteer team for hosting a successful event. City Manager Gary McKamie provided the following updates: • Temporary relocation of Human Resources and Water Utility Billing due to water damage; and • AvidGolfer magazine ranked Texas Star Golf Course No. 2 in the 2014 DFW Public Golf Rankings, stating the renovations were "almost perfect". Assistant City Manager Chris Barker advised that the Texas Water Development Board (TWDB) has approved the City's loan request for financial assistance. The funding will be used toward water system improvements. Additionally, the TWDB will consider approval of funding in December for the Phase II reclaimed water system expansion. Director of Parks and Community Services Ray McDonald provided an update related to the annual Christmas Parade of Lights that is scheduled for December 6, 2014, including a proposed change to the parade route. Council Minutes Page 2 of 9 November 11. 2014 Robert Connell, 414 Arbor Creek Drive, Euless expressed his desire to keep the same parade route for an additional year. Discussion took place related to relocating the parade in future years due to anticipated developments within the City. • Director of Parks and Community Services McDonald provided an update regarding proposed changes to the Arbor Daze 2015 event, including changes to the date and hours of the event. Code Compliance Inspector James Patterson presented the code update related to residential and commercial code issues, including illegal dumping, sewer line installation, guy wires, vacant properties, and illegal auto sales. • Director of Planning and Economic Development Mike Collins addressed the City Council regarding a proposed amendment to the Code of Ordinances, Chapter 42, "Health and Sanitation", Article IV, "Regulation of Smoking". He advised that the proposed changes include amending the definition of smoking and adding a definition for electronic vaping devices, and will be presented for consideration at the November 25, 2014, City Council meeting. Discussion ensued related to regulating the sale of vapor products at retail stores selling gasoline. City Manager McKamie reviewed the regular agenda. Police Chief Mike Brown announced that there will be a ceremony for the dedication of a segment of the City Hall Campus Drive in honor and memory of Officer Michael R. Williamson on November 26, 2014, at 10 a.m. (Regular Item No. 7). CLOSED SESSION The City Council convened into closed session at 5:32 p.m. for deliberation regarding the following: Concerning personnel matters as authorized by Section 551.074 of the Texas Government Code related to: • Municipal Court Judge Evaluation • Crime Control and Prevention District Board • Euless Development Corporation Board Concerning economic development as authorized by Section 551.087 of the Texas Government Code related to: • Discuss or deliberate regarding commercial or financial information that the City has received from business prospects that the City seeks to have locate, stay, or expand in the City and with which the City is conducting economic development negotiations; deliberate the offer of a financial or other incentive to a business prospect. t_ 4. November 11. 2014 The City Council recessed closed session at 6:30 p.m. Fire Chief Wes Rhodes presented the Fire Department update, which included the following: • Fire/EMS emergency response time analysis; • Response times; • Mutual Aid provided; • Operations statistics; • Fire Marshal's Office statistics; • Apartment smoke detector inspection program; • Truck 553 recall repairs; • Reserve Quint repair; • 2015 Pierce Pumper; • Newly hired Fire Inspector Drew Washington and Firefighter/Paramedic Scott Bischofhausen; • Social media pages (Facebook and Twitter); • Muscular Dystrophy Association fill the boot program; and • Safety Troop Clown program. INVOCATION Deputy City Manager Loretta Getchell gave the invocation. PLEDGE OF ALLEGIANCE Mayor Pro Tem Linda Eilenfeldt led the pledge of allegiance. Mayor Martin provided a brief history of Veterans Day originally known as Armistice Day and asked all veterans in attendance to stand and be recognized. A video tribute was played in honor of Veterans Day. ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS Texas Star General Manager Glenda Hartsell-Shelton introduced Texas Star Golf Course PGA Head Golf Professional Dan Walden. Dan was accompanied by his sons, Parker and Caleb, and daughter, Addie. Mayor Martin presented Dan with a service pin commemorating his five years of service with the City. Council Minutes Page 5 of 9 November 11, 2014 Director of Public Works Cranor introduced Public Works Field Tech II Hal Sinclair. Hal was accompanied by his girlfriend, Amanda, and best friend, Neal. Mayor Martin presented Hal with a service pin commemorating his 10 years of service with the City. Police Chief Mike Brown introduced Police Public Service Officer Alisha Johnson. Alisha was accompanied by members of the Police Department. Mayor Martin presented Alisha with a service pin commemorating her 15 years of service with the City. Police Chief Brown introduced Senior Police Officer David M. Chaney. David was accompanied by his wife, Amanda, son, Mitchell, and members of the Police Department. Mayor Martin presented David with a service pin commemorating his 20 years of service with the City. ITEM NO. 2. PRESENTATION OF CERTIFICATES TO FIRE PREVENTION POSTER WINNERS Fire Marshal Paul Smith gave a brief history of the Fire Safety Poster Contest and introduced the grand prize winners for each grade level: First Grade: Brenden Box (Bear Creek Elementary) Second Grade: Ethan Rawlinson (Lakewood Elementary) Third Grade: Tristan Cockrell (South Euless Elementary) Fourth Grade: Tala Majd (Midway Park Elementary) Fifth Grade: Kalli Tualau (South Euless Elementary) Sixth Grade: Jasmine Smith (Oakwood Terrace Elementary) Mayor Martin, Fire Chief Rhodes, and Battalion Chief Bill VerSteeg presented each grand prize winner with a certificate, their poster, and a goodie bag. CONSENT AGENDA (items 3 through 6) Mayor Martin read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 6. ITEM NO. 3. AUTHORIZED PURCHASE OF HEART MONITORS/DEFIBRILLATORS Council Minutes Page 6 of 9 November 11. 2014 Authorized the purchase of three heart monitors/defibrillators from Physio-Control, 11811 Willows Road NE, Redmond, Washington. Deputy City Manager Getchell stated that these devices are carried on all ambulances and fire trucks to help to restore a normal heartbeat to a patient. Physio-Control is a sole source vendor and the estimated cost of $118,163.20 falls within budget estimates. ITEM NO. 4. AUTHORIZED PURCHASE OF GROUNDS MAINTENANCE EQUIPMENT FOR TEXAS STAR GOLF COURSE Authorized the purchase of grounds maintenance equipment for Texas Star Golf Course from Professional Turf Products, 1010 N. Industrial Boulevard, Euless, Texas, through the BuyBoard Cooperative Purchasing Contract. Deputy City Manager Getchell informed the City Council that this purchase of seven pieces of ground maintenance equipment is part of the fiscal year 2014-2015 scheduled replacement cycle and the estimated expenditure of $256,773.23 falls within budget estimates. ITEM NO. 5. AUTHORIZED PURCHASE OF AN ASSET INSPECTION CAMERA AND RELATED EQUIPMENT Authorized the purchase of an asset inspection camera and related equipment for Wastewater Collection System Pipeline Video Inspection from Green Equipment Company, 2563 Gravel Road, Fort Worth, Texas, through the Houston Galveston Area Cooperative (HGAC) Purchase Program. Deputy City Manager Getchell explained that the cameras are used to determine the condition and identify issues within the wastewater pipelines. The estimated expenditure of $80,938.22 falls within budget estimates. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of October 28, 2014. REGULAR AGENDA ITEM NO. 7. APPROVED RESOLUTION NO. 14-1448 Mayor Martin stated that this resolution is to dedicate a segment of the City Hall Campus Drive as the "Officer Michael R. Williamson Memorial Drive" in honor and memory of Officer Michael Ray Williamson who was killed in the line of duty on November 28, 1982. Police Chief Brown read the resolution into the record. Officer Ron Williamson introduced the members of his family in attendance including, his mother, Donna Williamson, Michael's widow, Becky Waddle, and her husband, Don, Don's father, Jimmy Waddle, Michael's daughter, Stephanie Gaines, and her husband, Cody. Finally, he introduced his wife, Debby, and their daughter, Christine Helms. • Council Minutes Page 7 of 9 November 11, 2014 Mrs. Williamson stated that she had five children, 29 grandchildren, 77 great grandchildren, and two great great grandchildren. Mayor Pro Tern Eilenfeldt motioned to approve Resolution No. 14-1448, dedicating a segment of the City Hall Campus Drive in honor and memory of Officer Michael R. Williamson. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Eilenfeldt, Council Members Stinneford, Tompkins, Price, and Bynum Nays: None Mayor Martin declared the motion carried. Mayor Martin announced that a dedication ceremony will be held on Wednesday, November 26, 2014, at 10:00 a.m. in front of the Fire Administration Building. ITEM NO. 8. APPROVED EXTENSION OF CONTRACT FOR MUNICIPAL COURT JUDGE Council Member Stinneford motioned to approve the extension of the contract for Municipal Court Judge Lacy Britten for a one (1) year term to expire December 31, 2015. Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Eilenfeldt, Council Members Stinneford, Tompkins, Price, and Bynum Nays: None Mayor Martin declared the motion carried. PUBLIC COMMENTS Darl Easton, 1005 Fayette Drive, Euless, stated that Tuesday, November 4, 2014, was Election Day for State and Federal elections and he served as the election judge at the Mary Lib Saleh Euless Public Library for Precinct 3036. He explained that there was confusion among voters regarding their Election Day polling place and estimated that approximately 1,000 voters were redirected from the library. He commended the City Secretary's Office for posting election information on the City's website and thanked City Secretary Kim Sutter for her assistance in redirecting voters until the polls closed. ITEM NO. 11. REPORTS City Manager City Manager McKamie expressed his appreciation to the Williamson family for attending and commended Don Waddle for becoming a father to six children when he did not have to and stated the family is blessed because of him. City Attorney No report given. City Council Council Member Bynum stated that Veterans Day is an important day to him personally as his father served in World War II but had never received the medals he earned. He recognized Congressman Kenny Marchant and the Congressman's staff who researched and were able to secure his father's medals for his family and thanked them for going above and beyond the call of duty. Mayor Martin announced that a Special Election will be held on Tuesday, December 9, 2014, to fill the unexpired term for Council, Place 5 and introduced candidates Darl Easton and Harry Zimmer in the audience.
