EULESS CITY COUNCIL
Tuesday, March 8, 2022
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, March 08, 2022, in the Precouncil Conference Room at City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern
Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry
Zimmer, and Tika Paudel.
During the Precouncil meeting:
Council Member Tompkins stated that he recently attended a celebration of life for
Betty Overstreet and a memorial service for Sheli Godbold. He expressed his
appreciation to the city staff who were able to attend.
Council Member Zimmer shared that he came across a man in distress and he called
the non -emergency number and requested assistance. Council Member Zimmer
stated that he was touched by the response and the kindness shown to the man by
Police Sergeant Rocky Fimbres.
City Manager Loretta Getchell advised of several upcoming events:
• Hurst -Euless -Bedford Chamber of Commerce luncheon, March 10, 11 a.m.
• HEB ISD Education Foundation Awards of Excellence, March 10, 6:30 p.m.
• Fire Department Badge Pinning, March 18, 3 p.m.
• Police and Fire Department Awards, March 28, 6:30 p.m.
• Presidents Volunteer Service Awards — March 31, 7 p.m.
➢ City Manager Getchell reviewed the regular agenda.
y City Manager Getchell addressed the City Council regarding the proposed dissolution
of the Teen Court Advisory Board. She advised that each of the three cities have held
discussions with regard to the purpose of the advisory board. Additionally, she stated
that the City of Bedford has advised of their desire to dissolve the advisory board
while the City of Hurst did not express a strong position either way. Based on City
Council discussion, City Manager Getchell advised that she will inquire about the plan
to distribute the remainder of the scholarship funds. An amendment to the Interlocal
Agreement will be presented to the City Council at the March 22, 2022 meeting for
consideration.
City Manager Getchell presented the Communications update. She stated that she
is proposing to establish a Facebook page to push out information such as inclement
weather closures, garbage and recycling pick up delays, Town Hall meeting notices,
and highlight city recognition. She stated that the intent is not to post content daily,
but simply to push information out to our residents in a timely manner. She will ask
Marketing and Communications Manger Matt Sanders to bring forward

recommendations such as a social media policy and proposed procedures for
establishing and updating the social media site.
➢ Finance Director Janina Jewell presented the Financial update and advised that car
rentals tax collections for rentals in January were up 74 percent over the same period
in the prior year and down 2.5 percent from two years ago.
➢ Deputy City Manager Chris Barker presented the Capital Projects update:
• Infrastructure Management Services (IMS) in the process of surveying city
streets.
• Harwood Road construction
• Highland Drive and South Pipeline Road construction
• West Pipeline Road construction
CLOSED SESSION
The City Council convened into closed session at 5:58 p.m. for deliberation regarding the
following:
Seek legal advice and consult with the City Attorney as authorized by Section 551.071 of
the Texas Government Code regarding short term rentals and any of the matters listed
on the agenda.
Mayor Martin recessed the closed session at 6:45 p.m.

Mayor Linda Martin led the pledges of allegiance to the flags of the United States and
Texas.
ITEM NO. 1. PRESENTATION OF AWARD
Mayor Martin presented Library Director Sherry Knight with the 2021 Texas Achievement
in Library Excellence Award presented to the Mary Lib Saleh Euless Public Library. Ms.
Knight explained the requirements for receiving the award as well as detailed
accomplishments of the library including that the library has received this award for 17
consecutive years. She expressed her appreciation to library staff for their efforts. Ms.
Knight was accompanied by Assistant Library Director Angela Jones, Senior Librarian
Kelsea Ciavaglia, and library board members Barney Snitz and Jorge Chac.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Mayor Martin presented a proclamation to Fraser Hay, President of Texas Health Harris
Hospital Methodist Hurst -Euless -Bedford, declaring March 8, 2022, as Texas Health
Harris Methodist Hospital Hurst -Euless -Bedford Appreciation Day in recognition of the
efforts and many accomplishments by the staff to ensure our residents were provided the
critical care needed in response to the COVID-19 pandemic.
ITEM NO. 3 RECOGNITION OF CITY OF EULESS/PARKS AT TEXAS STAR
(FORMERLY SOFTBALL WORLD)
Mayor Martin advised that this item will be postponed to the March 22, 2022 meeting.
ITEM NO. 4. PRESENTATION OF EMPLOYEE SERVICE PINS
Fire Chief Chanc Bennett introduced Firefighter II/Paramedic Toby Clower. Toby was
accompanied by his wife, Kelly, daughters, Hannah and Lily, his parents, and members
of the Fire Department. Mayor Pro Tern Stinneford presented Toby with a service pin
commemorating his 10 years of service with the City.

Police Chief Mike Brown introduced Senior Police Officer Lynette "Lyn" Gilliam. Lyn was
accompanied by her husband, Chris, and members of the Police Department. Mayor Pro
Tern Stinneford presented Lyn with a service pin commemorating her 10 years of service
with the City.
Police Chief Brown introduced Senior Police Officer David Norvell. David was
accompanied by members of the Police Department. Mayor Pro Tern Stinneford
presented David with a service pin commemorating her 10 years of service with the City.
Police Chief Brown introduced Code Compliance Inspector 1 Paul Schafer. Paul was
accompanied by his wife, Trish, daughter, Kysa, and members of the Police Department.
Mayor Martin presented Paul with a service pin commemorating his 15 years of service
with the City.
Fire Chief Bennett introduced Firefighter II/Paramedic James "Cliff" Moore. Cliff was
accompanied by his wife, Abby, and members of the Fire Department. Mayor Martin
presented Cliff with a service pin commemorating his 25 years of service with the City.
CONSENT AGENDA (items 5 throu_gh 8)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 5
through 8.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins,
Price, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 5. AUTHORIZED AN INCREASE OF OWNER -CONTROLLED
CONTINGENCY
Authorized an increase of owner -controlled contingency for the FY2019 Street
Reconstruction Project Phase I (PS1902) from five percent to six percent of the
contractual amount. The one percent increase totals $100,783.31, and can be
accommodated within the existing overall project budget with no additional funding being
requested.

Approved renewal of Bid No. 006-19 to Smith Lawn and Tree, 3200 Handley Ederville
Road, Richland Hills, Texas, and to GI Mow, 5128 Jennings Drive, North Richland Hills,
Texas, for the annual contract for mowing maintenance. GI Mow is awarded section 1

(City Hall) and Smith Lawn and Tree is awarded sections 2 (Police and Courts), 3
(Medians), 4 (Right -of -Ways), 5 (Parks), 6 (Facilities), and 7 (City -owned Lots). This
represents the third and final one-year renewal option. The estimated expenditure is
$238,333.
ITEM NO. 7. APPROVED RESOLUTION NO. 22-1621
Approved Resolution No. 22-1621, amending the early voting schedule for the General
Election to be held Saturday, May 7, 2022.

REGULAR AGENDA
ITEM NO. 9. PRESENTATION OF AWARD
Pam Cochrane, President of Arts DFW, introduced two Euless based theatre
organizations. She introduced representatives from the Upright Theater and The Hopeful
Theatre Project.
Jessica Cope, President and Co-founder of The Hopeful Theatre Project, 504 East
Denton Drive, Euless, presented information about the organization.
Megan Guerra, Managing Director, Upright Theatre Company, 2501 North Main Street,
Euless, presented information about the organization.
ITEM NO. 10. PUBLIC COMMENTS
Charlie Miller, 608 Creekside Drive, Euless, expressed his appreciation to the Mayor, City
Council, and city staff, for doing such a great job to keep the city up and running during
the COVID-19 pandemic.
Jorge Chac, 806 Bell Drive, Euless, recognized Library Director Sherry Knight for her
leadership in overseeing the library operations.
