HomeMy WebLinkAbout2022-03-22MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, March 22, 2022 A regu lar meeting of the Euless City Council was called to order by Mayor Pro Tem Tim Stinneford at4:30 p.m. on Tuesday, March 22, 2022, in the Precou ncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry Zimmer, and Tika Paudel. Mayor Linda Martin arrived at 5:30 p.m. During the Precouncil meeting: ➢ Council Member Zimmer stated that he has had a number of interactions with City departments and the experiences have been positive. He commended City staff for their response in meeting the needs of the residents. ➢ Council Member Paudel expressed his appreciation to City Staff for meeting with members of the Nepalese community related to the construction of the Nepalese Cultural and Spiritual Center. ➢ Council Member Price expressed his appreciation to Director of Planning and Economic Development Michael Warrix and Senior Planner Stephen Cook for scheduling toursfor him and his colleagues to tourthe Fire Station No. 1 construction site and Urban Logistics. ➢ Police Chief Mike Brown provided an updated on the storm that came through the City the evening of March 21, 2022. The damage included down powered lines along Trojan Trail, downed trees and fences, and loss of power for approximately 1,700 households. ➢ Assistant Fire Chief Mark Williams advised that Texas Task Force 2 (TX-TF2) was mobilized in responseto the WestTexas fires andoneof our personnel wasdeployed. The Task Force has since been demobilized and members are on standby. ➢ City Manager Loretta Getchell advised that the City's water wells are nearing completion. As has been done in the past, the well water will be blended with the City's water supply. ➢ City Manager Getchell provided an update related to the Harwood Road extension. She advised that federal approvals have been delayed. The project is expected to be sent outfor bid in December with construction to begin in March 2023. Council Minutes Page 2 of 6 March 22, 2022 ➢ Director of Public Works and Engineering Hal Cranor advised the City Council that Glade Road is closed east of State Highway 360. The contractor for the project has indicated that the reconstruction of the roadway is expected to take eight months. ➢ City Manager Getchell reviewed the regularagenda. ➢ Assistant Director of Public Works Major Jones presented the Public Works update, including the addition of water and wastewater infrastructure related to new development, capital improvement projects, traffic preemption installations, pavement assessment project, water well improvements, storm water maintenance, retirements, and new staff. Additionally, he provided an evaluation of the water and wastewater systems infrastructure, including the age of lines and projected life expectancy. CLOSED SESSION The City Cou ncil convened into closed session at 6:28 p.m. fordeliberation regarding the following: Seek legal advice and consultwith the CityAttomey as authorized by Section 551.071 of the Texas Government Code regarding any of the matters listed on the agenda and city council candidate eligibility. Mayor Martin recessed the closed session at 6:48 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS —COUNCIL CHAMBERS The Euless City Council continued theirmeeting in the Council Chambers at 7:01 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Mayor Pro Tern Tim Stinneford led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR APRIL Mayor Martin recognized Javier Resio, Field Tech III, as the April 2022 Employee of the Month. CONSENT AGENDA (items 2 througgh 7) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 2 through 7. Council MemberTompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 2. AUTHORIZED CITY MANAGER TO EXECUTE FIRST AMENDMENT TO INTERLOCAL AGREEMENT BY AND BETWEEN THE CITIES OF BEDFORD, EULESS,AND HURST Authorized the City Managerto negotiate and execute a first amendmentto an Interlocal Agreement by and between the Cities of Bedford, Euless, and Hurst. Essentially, the amendmentwill dissolve the Teen CourtAdvisory Board. ITEM NO. 3. APPROVED AWARD OF BID NO. 005-22 Approved award of Bid No. 005-22 for the annual contract for fertilizer and chemicals to be used at Texas Star Golf Course, The Parks at Texas Star, and various other City parks Council Minutes Page 4 of 6 March 22, 2022 and properties to SimplotAB Retail, Inc., 1625 Wallace Drive, Carrollton. The estimated expenditure is $99,500. ITEM NO.4. APPROVED JOB ORDER CONTRACT Approved a Job Order Contract (JOB) with GFC Contracting,3816 Binz-Engleman Road, San Antonio, Texas, for general construction and maintenance services through the BuyBoard Purchasing Cooperative. The estimated expenditure is $300,000. ITEM NO. 5. AUTHORIZED THE PURCHASE OF ASPHALT MILLING SERVICES Authorized the purchase of asphalt milling services with TexOp Construction, LP, 8525 Thompson Road, Justin, through an Interlocal Agreement with Tarrant County. The estimated expenditure is $100,000. ITEM NO. 6. APPROVED RESOLUTION NO. 22-1622 Approved Resolution No. 22-1622, agreeing to meet all match contribution requirements for the expenditures underthe Tarrant County Home Investment Partnerships Program (HOME) for program year 2022. The match contribution amountwillnotexceed $60,000. ITEM NO. 7. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regularmeeting of March 8, 2022. REGULAR AGENDA ITEM NO. 8. APPROVED SITE PLAN NO. 21-08-SP Director of Planning and Economic Development Michael Warrix presented the item to the City Council. He advised that the applicant is seeking approval for a commercial development located on two acres at First National Addition, Block A, Lot 1, 1010 West Euless Boulevard. The proposed facility will be a one-story, 3,680 square foot building and will house a bank office. The existing building will remain while the new building is u n der con stru ction so that the bank can continue to operate. The Planning and Zoning Commission considered this item at their March 1, 2022 meeting and voted 7-0-0 to recommend approval of the Site Plan. Mr. Carlos Iglesias, representing the applicant, Euless Consolidated Group LLC, 1304 West Walnut Hill Lane, Suite 212, Irving, was present to address questions regarding the request. Council Member Paudel motioned to approve Site Plan No. 21-08-SP, for a commercial development to be located on two acres at First National Addition, Block A, Lot 1, 1010 West Euless Boulevard. APPROVED BOARD AND COMMISSION APPOINTMENT Council Member Bynum motioned to appoint Patsy Hoover and Keith Jernigan to the Historical Preservation Committee. Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 10. PUBLIC COMMENTS No public comments. ITEM NO. 11. REPORTS City Manager No report given. City Attorney No report given. City Council Mayor Martin recognized Cara White and Girraud Stephens. Ms. White served as legal counsel in the absence of City Attorney Wayne Olson and was joined by Girraud Stephens, Associate Attorney. Council Member Tompkins expressed his appreciation to Chase Bank for making an investmentin their business in the Highway 10 corridor by enhancing theirlandscape plan which will make a beautiful addition to the area. Council Minutes Page 6 of 6 March 22, 2022 Mayor Martin stated that she wash on ored to attend the historical marker dedication at the American Legion Post369, 1245 Industrial Boulevard, Bedford.
