HomeMy WebLinkAbout2022-04-12MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, April 12, 2022 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, April 12, 2022, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ Council Member Zimmer advised that he attended a luncheon hosted by the World Affairs Council March 30, 2022. The luncheon honored Marci Smith Deal as the 2022 International Educator of the Year. Ms. Deal serves as the K-12 Curriculum Coordinator with the Hurst -Euless -Bedford Independent School District (HEB ISD). ➢ Council Member Paudel expressed his appreciation to City staff for their assistance related to the construction of the Nepalese Cultural and Spiritual Center. ➢ Mayor Pro Tern Stinneford advised that he and City Manager Loretta Getchell attended a "Mix and Mingle Meet and Eat" hosted by State Representative Tony Tinderholt, Wednesday, April 6 and had the the opportunity to meet with the Representative, his Chief of Staff and District Liaison. ➢ Mayor Martin advised that she met with the Mayors of Arlington, Fort Worth, Mansfield, and North Richland Hills for the purpose of identifying ways to work together to meet the needs of the residents in the region. ➢ Mayor Martin advised that she and Communications and Marketing Manager Matt Sanders attended the Youth in Government Graduation held on Monday, April 11 at the Hurst Conference Center. She stated that 10 students graduated from the program and student feedback indicated that they program was impactful. ➢ City Secretary Kim Sutter introduced Jeanne Flores. She stated that Ms. Flores will join the City Secretary's Office and serve as the Assistant to the City Secretary. ➢ City Manager Loretta Getchell advised of several upcoming events: • City offices closed Friday, April 15, 2022, and the Euless Family Life Center and Library closed Sunday, April 17, 2022; • 6Stones CPR Blitz, April 22 and April 23, 2022; • City to receive reimbursement from Tarrant County in the amount of $410,000 for COVID-19 vaccine clinic staffing; and • Stephen Cook, Senior Planner, will be leaving the City for an employment opportunity in the private sector. His last day is May 4. Council Minutes Page 2 of 8 April 12, 2022 City Manager Loretta Getchell reviewed the regular agenda. Assistant City Manager Wes Rhodes introduced Robert Medigovich, Municipal Coordinator, and Jason Roemer, Vice President, Community Waste Disposal (CWD). Mr. Medigovich presented the CWD 2021 annual recycling report, which included an overview of the recycling options, including total tons of material collected. He reviewed the challenges that CWD has and is facing including the pandemic, labor shortage, and increased costs. He highlighted CWD's community partnership initiatives, including the paint reuse program, sponsoring a pizza party for the summer camp, participation in the City of Euless Christmas parade, Greekfest, and Arbor Daze. Mr. Medigovich presented Mayor Martin with a plaque commemorating the 30 year partnership with the City of Euless. ➢ Manager of Recreational Services Elizabeth Johnson provided an update on the Arbor Daze festival scheduled for Saturday, April 30, 2022, at Midway Park, 300 West Midway Drive. She advised of the scheduled activities that will be offered throughout the day, including Main Stage performances and many other entertainment activities. ➢ Police Lieutenant Brenda Alvarado presented the Police Department update related to the Code Compliance Division including the status of the inspections of multi -family properties in the City and other Code Compliance activity. She was joined by Code Compliance Supervisor James Patterson. ➢ Director of Finance Janina Jewell presented the Financial update and stated that sales tax collections for the period ending February 28, 2022, was up 16.9 percent and car rental tax collection was up 77 percent over the same period last year. ➢ Deputy City Manager Chris Barker provided a Capital Projects update. He advised that additional testing is being performed on the water wells before they are put in service. He provided road construction updates for Harwood Road and South Pipeline Road. CLOSED SESSION Although posted, no closed session was held. Seek legal advice and consult with the City Attorney as authorized by Section 551.071 of the Texas Government Code regarding any of the matters listed on the agenda and city council candidate eligibility. PLEDGES OF ALLEGIANCE April 12, 2022 Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS Finance Director Janina Jewell introduced Carrie Redwine, Office Technician, Finance Department. Carrie was accompanied by husband, Robin, and members of the Finance Department. Mayor Martin presented Carrie with a service pin commemorating her five years of service with the City. Assistant Fire Chief Mark Williams introduced Cody Hughes, Firefighter II/Paramedic. Cody was accompanied by wife, Beth; his dad, Billy; and his father-in-law and mother-in- law, Mike and Lori. Mayor Martin presented Cody with a service pin commemorating his 10 years of service with the City. Assistant Fire Chief Williams introduced Robert "Rob" Butler, Firefighter II/Paramedic. Rob was accompanied by his wife, Kristy and his children, Bailey and Brody. Mayor Martin presented Rob with a service pin commemorating his 10 years of service with the City. Council Minutes Page 4 of 8 April 12, 2022 Police Chief Mike Brown introduced Brandon Zachary, Police Lieutenant. Brandon was accompanied by his wife, Susan, his children, Ella and Ethan, and members of the Police Department. Mayor Martin presented Brandon with a service pin and clock commemorating his 25 years of service with the City. ITEM NO. 2. PRESENTATION OF PROCLAMATION Mayor Martin presented a proclamation proclaiming April as Child Abuse Prevention Month. Katia Gonzalez, Director of Community Engagement, Alliance for Children, received the proclamation and expressed her appreciation to the Mayor and City Council. CONSENT AGENDA (items 3 through 5) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 3 through 5. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. AUTHORIZED CITY MANAGER TO EXECUTE A CONSTRUCTION CONTRACT Authorized the City Manager to execute a construction contract with A & B Construction, LLC, 3001 Sale Street, Suite 117, Dallas, Texas, for the emergency replacement of a sanitary sewer main located between South Pipeline Road and State Highway 10. The estimated expenditure is $165,340 with an owner -controlled contingency of five percent of the contractual amount. ITEM NO. 4. AUTHORIZED PURCHASE OF BULK GASOLINE AND DIESEL FUELS Authorized the purchase of various types of automotive, and equipment fuels through an interlocal agreement with Tarrant County. Jack Ray Oil Company, 3310 Gilbert Road, Grand Prairie, Texas, will be the primary supplier of gasoline, and diesel, and Douglas Distributing, 325 East Forest Avenue, Sherman, Texas, will be the secondary supplier. The award will be for one year with three renewal options. The estimated annual expenditure is $280,000. Council Minutes Page 5 of 8 April 12, 2022 ITEM NO. 5. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of March 22, 2022. REGULAR AGENDA ITEM NO. 6. APPROVED SITE PLAN NO. 21-06-SP Director of Planning and Economic Development Michael Warrix presented the item to the City Council and advised that the applicant is seeking approval for a commercial development located on 0.326 acres at Farmingdale Center Addition, Block A, Lots 1 and 2, 600 Block North Main Street. He advised that an existing convenience store with fuel sales is located at the corner and an undeveloped parcel is located to the north. The applicant is proposing to construct a 4,016 square foot leasable retail building on the northern tract. Additionally, the Planning and Zoning Commission considered the site plan at their March 15, 2022, and recommended approval by a vote of 7-0-0. Bassam Alnoubani, the property owner, was present to address any questions regarding the request. Council Member Tompkins asked the applicant about the plans for a trailer that is currently parked on the property. Additionally, he expressed his appreciation to the applicant for maintaining the grass on the north side of the property. Mr. Alnoubani responded that the trailer will be removed. Mayor Pro Tern Stinneford asked if the property would be occupied by one or multiple tenants. Planning and Economic Development Director Warrix responded that the zoning would allow for multiple tenants. Council Member Paudel motioned to approve Site Plan No. 21-06-SP, for a commercial development to be located on 0.326 acres at Farmingdale Center Addition, Block A, Lots 1 and 2, 600 Block of North Main Street. HELD PUBLIC HEARING AND CONSIDERED FIRST AND FINAL READING OF ORDINANCE NO. 2300 Mayor Martin opened the public hearing at 7:30 p.m. Council Minutes Page 6 of 8 April 12, 2022 Director of Parks and Community Services Ray McDonald presented the item to the City Council and advised that the Parks and Community Services Department, the Police Department, and the Fire Department routinely offer elementary aged day camps for children during the summer. The Texas legislature requires that certain municipal programs for elementary aged children (5-13 years old) meet day care licensing requirements, or file for an exemption (Section 42.041(b)(14)) of the Human Resources Code. In order to receive exempt status, a municipality must submit a copy of the program standards, notice of public hearing for the programs, and the ordinance adopting the standards. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:31 p.m. Council Member Bynum motioned to adopt Ordinance No. 2300, renewing the Youth Programs Standards of Care for the operation of the youth -based programs. Mayor Pro Tem Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 8. DECLARED A VACANCY AND CONSIDER APPOINTMENT OF BOARD AND COMMISSION MEMBER TO THE ANIMAL SHELTER ADVISORY BOARD Mayor Martin introduced the item and advised that the City Council is being asked to declare a vacancy on the Animal Shelter Advisory Board for the position designated for a representative of an animal welfare organization, and appoint Chris Chenevert, Animal Shelter Supervisor, City of Hurst to fill the vacant position.
