HomeMy WebLinkAbout2021-02-27 Mid-Winter Work SessionCITY OF EULESS CITY COUNCIL MID -WINTER WORKSESSION FEBRUARY 27, 2021 TEXAS STAR CONFERENCE CENTER EULESS,TEXAS Mayor Martin called the worksession to order at 8:30 a.m. at the Texas Star Conference Center in Euless, Texas. Those present included: Mayor Linda Martin Mayor Pro Tern Salman Bhojani Council Member Tim Stinneford Council Member Jeremy Tompkins Council Member Eddie Price Council Member Perry Bynum Council Member Harry Zimmer (excused at 10:38 a.m. and returned 12 noon) City Manager Loretta Getchell Deputy City Manager Chris Barker Director of Finance Janina Jewell City Secretary Kim Sutter Parks and Community Services Director Ray McDonald (a.m. only) Guest: Eric Owens City Manager Loretta Getchell welcomed everyone and provided an update following the winter storm the week of February 14, which left a number of residents without electricity and/or water for a number of hours and days. She advised that city staff stood up a "warming station" at the Euless Recreation Center and provided overnight accommodations and meals for those negatively impacted by the storm, and staff continues to provide water and facilities for those in need. She advised that staff is recommending that the permitting fees for home repairs be waived for work needed as a result of the storm. Parks Update Parks and Community Services Director Ray McDonald presented the update for the park projects, including the Parks at Texas Star Phase VII, Wilshire Park, Carr Park Trail Connection, Kiddie Carr Park, Blessing Branch Trail Connection. He also reviewed the proposed future development plans for The Parks at Texas Star Phase VIII and South Euless Park. Parks Master Planning/Requests Parks and Community Services Director Ray McDonald addressed the City Council regarding the park amenities, including the following: • Tennis courts at Bob Eden Park and Lakewood Elementary; • Cricket Fields (PATS Phase VIII); • Soccer Fields; Council Mid -Winter Worksession Minutes Page 2 of 3 February 27, 2021 Practice Baseball Fields; Mid Cities Trail Lighting; and Recreation Center Hours of Operation Capital Improvements Plan Deputy City Manager Chris Barker reviewed the Capital Improvements Plan projects, including the construction of Fire Station No. 1, street reconstruction, status of the construction of the water wells, and the construction of the outside cover for the senior center (CDBG project). City Manager Getchell presented an update on the Tarrant County Bond Program projects, including South Pipeline Road, Heritage Avenue (from Guadalupe Trail to Cheek Sparger), and Mid Cities Boulevard and Cheek Sparger at State Highway 121 (SH121) and Farm to Market 157 (FM 157). City Manager Getchell outlined the future facility needs, including: • Renovation of the Police department facility; • Renovation or reconstruction of Fire Station No. 2 and possible relocation; and • Animal Services facility. Council Member Tompkins mentioned the expansion of Fire Station No. 3 and Mayor Pro Tern Bhojani asked about the aquatics center. Development Update City Manager Getchell presented the development, including the Riverwalk development (aka Watercolor), Cresthaven, and the Redi-Mix expansion. FY 2020-2021 Financial Update Finance Director Janina Jewell reviewed the financial update for fiscal year 2020. Discussion ensued regarding the waiving of permit fees related to repairing damage caused by the winter storm. City Manager Getchell advised the City Council of a Tarrant County Bond proposition that will appear on the November 2021 election ballot related to improving the traffic flow and reducing traffic congestion throughout the County. Mayor Martin expressed her appreciation to the City Council for their attendance. The City Council convened into closed session at 1:10 p.m. for deliberation regarding the purchase, exchange, lease, or value of real property as authorized by Section 551.072 of the Texas Government Code related to the Cresthaven Addition.
