HomeMy WebLinkAbout2021-07-31 Work SessionMINUTES OF A WORK SESSION OF THE EULESS CITY COUNCIL July 31, 2021 A work session of the Euless City Council was called to order at 8:31 a.m. on Saturday, July 31, 2021, at the Texas Star Golf Course and Conference Centre, 1400 Texas Star Parkway, Euless, Texas, for the purpose of discussing the proposed annual budget and related items for Fiscal Year 2021-2022. Those attending included: Mayor Linda Martin Mayor Pro Tern Tim Stinneford, Place 1 Council Member Jeremy Tompkins, Place 2 Council Member Eddie Price, Place 3 Council Member Perry Bynum, Place 4 Council Member Harry Zimmer, Place 5 (absent from 8:50 a.m. to 10:07 a.m.) Council Member Tika Paudel, Place 6 City Manager Loretta Getchell Deputy City Manager Chris Barker City Secretary Kim Sutter Finance Director Janina Jewell City Manager Getchell provided an overview of the budget and advised this budget will raise more total property taxes than last year's budget by $532,967 or 2.47%, and of that amount, $293,021 is tax revenue to be raised from new property added to the tax roll this year. City Manager Getchell advised that the property tax rate is proposed to increase to 47.5 cents per $100 of assessed valuation. The proposed rate is lower than the voter -approval rate, which is 47.6825 cents. Based on the average Euless residential home value of $230,354, the average homeowner will pay $913.35 in annual property taxes compared to the FY 2020-2021 average of $884.99, which equates to a monthly increase of $2.36. City Manager Getchell presented highlights of the proposed budget, including the addition of public safety personnel, restoring funding of positions previously frozen, and the recommended allocation of funding from the American Rescue Plan Act of 2021 (ARPA). Additionally, she advised she is recommending restoring the annual street improvements fund and the depreciation fund. She addressed questions from the Council related to the proposed budget. Assistant City Manager Barker presented and highlighted a few of the Capital projects, including water and the replacement of a water well, wastewater line projects, miscellaneous drainage improvements, streets repairs, and Budget Worksession Minutes Page 2 of 2 July 31, 2021 reconstruction, park projects, and a proposed future project related to the reconstruction or construction of a new Fire Station No. 2. Additionally, City Manager Getchell advised that funding has been allocated in the budget to conduct an assessment on the current police department facility. Deputy City Manager Barker advised of upcoming development, including commercial and residential, including small cell sites (eight AT&T and two New Cingular Wireless). CLOSED SESSION The City Council convened into closed session at 12:35 p.m. for deliberation regarding the following: The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • Cresthaven Addition • Kitty House Survey, Abstract 678 • William R. Loving Survey, Abstract 944 Mayor Martin recessed closed session at 1:05 p.m. City Manager Getchell advised that city staff is currently working two open code cases related to substandard housing structures.
