EULESS CITY COUNCIL
Tuesday, February 24, 2015
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at
4:00 p.m. on Tuesday, February 24, 2015, in the Precouncil Conference Room of City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Linda
Eilenfeldt, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, and Harry
Zimmer. Council Member Perry Bynum arrived at 4:04 p.m.
During the Precouncil meeting:
D Mayor Pro Tern Linda Eilenfeldt commended the Public Works Department for their
service to the community during the recent freezing weather.
D Council Member Jeremy Tompkins announced that he attended the unveiling of the
new Euless Timeline Mural at the Euless Heritage Museum that was held on
Saturday, February 14, 2015, and stated that the mural is wonderful.
D Mayor Linda Martin stated that she attended the unveiling of the Euless Timeline
Mural and agreed with Council Member Tompkins that the mural is beautiful.
D City Secretary Kim Sutter provided updates on several topics:
• Rescheduling of the Boards and Commissions dinner to Monday, March 16, 2015,
due to inclement weather;
• Rescheduling of the Euless Development Corporation meeting to Monday, March
16, 2015, at 5:45 p.m. due to inclement weather;
• Rescheduling of a Boy Scout breakfast to Tuesday, March 17, 2015, at 7:00 a.m.;
• HEB Chamber Expo, Hurst Conference Center, Friday, March 6, 2015, from 10:00
a.m. to 3:00 p.m.;
• Advised of City Council candidate filings to date.
D City Manager Loretta Getchell provided updates on several topics:
• Thanked Police Chief Mike Brown for hosting the Police Banquet on Friday,
February 20, 2015;
• Online streaming of the City Council regular session will go live during tonight's
meeting. The cable channel will need additional time for live viewing;
• She expressed her appreciation to the Public Works, Fleet, Parks, Police, and Fire
Departments for their tireless response during the recent inclement weather;
• Euless Tongan Committee event honoring retiring Trinity High School head
football coach Steve Lineweaver, Saturday, March 28, 2015 from 2:00 to 4:00 p.m.
Mayor Martin asked Council Member Perry Bynum to attend the Tongan Committee
event on behalf of the City as a Trinity High School alumni.
D Police Chief Mike Brown thanked the Mayor and City Council for their support and
kind words following the passing of his father, Billy Bob Brown.

Chief Brown presented the quarterly Police Department update for the quarter ending
December 31, 2014, and reported on average response times, patrol statistics, crime
data, and new police personnel.
Discussion ensued regarding crime rates, training new employees, and thefts of third
row seats in sport utility vehicles.
D Fire Chief Wes Rhodes presented the Fire Department update and reported on
average response times, mutual and automatic aid statistics, status of equipment,
public education programs, and eligibility testing.
Discussion ensued regarding recent fires.
D Director of Planning and Economic Development Mike Collins presented the
development update, including residential and commercial development.
D Finance Director Janina Jewell presented the financial update for the period ending
January 31, 2015.
D. Director of Public Works Hal Cranor presented the water update and stated that water
reserves are at 63.2 percent as opposed to 74 percent for the same time period one
year ago. Stage II water restrictions are estimated to take effect in June.
D Assistant City Manager Chris Barker presented the capital projects update and stated
that the sanitary sewer rehabilitation on El Camino Real and the Cullum Drive projects
are near completion and a sidewalk extension along Harwood Road will begin soon.
D Mr. Barker presented the transportation update and informed the City Council that the
Midtown Express public meeting that was mentioned during a recent Town Hall
meeting has been rescheduled for Thursday, March 19, 2015, 4:00 to 7:00 p.m., First
Baptist Church Euless.
D. City Manager Getchell announced that she and Mayor Martin met with State Senator
Konni Burton's General Counsel/District Liaison Nelson Spear regarding proposed
legislation and he has an interest in continuing to meet with City officials.
D City Manager Getchell reviewed the regular agenda.
CLOSED SESSION
The City Council convened into closed session at 5:55 p.m. for deliberation regarding the

551.072 of the Texas Government Code related to:

The City Council recessed closed session at 6:50 p.m.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR MARCH
Police Chief Mike Brown introduced Police Sergeant Scott Peterson. Scott was
accompanied by his wife, Corrie, daughter, Kynleigh, father, Tom, and step-mother, Suzy,
and members of the Police Department.
Mayor Martin presented Scott with a plaque and certificate commemorating his selection as
employee of the month for March 2015.
CONSENT AGENDA (items 2 through 7)
Mayor Martin asked Assistant City Manager Chris Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 7.

ITEM NO. 2. AUTHORIZED PURCHASE OF A DUMP TRUCK
Authorized the purchase of a single axle dump truck for the Public Works Department from
Houston Freightliner, 9550 North Loop East Freeway, Houston, Texas, through the Houston-
Galveston Area Council Cooperative Purchasing Program. The purchase was approved in
the FY2015 budget and the estimated expenditure of $84,896 exceeds budget estimates by
$5,896.
ITEM NO. 3. AWARDED BID NO. 002-15
Awarded Bid No. 002-15 for an annual contract for asphalt street repairs, overlays,
materials, and street maintenance services to Reynolds Asphalt and Construction Co., 701
South Industrial Boulevard, Euless, Texas as the primary supplier and to Peachtree
Construction LTD, 5801 Park Vista Circle, Fort Worth, Texas, and Oldcastle Pavement
Solutions, 12801 North Central Expressway, Suite 460, Dallas, Texas, as the secondary
suppliers. Bids were received from eight companies and the contract establishes fixed
prices for one year with options for two additional one year renewals. The actual quantities
ordered and used will determine the funds expended.

ITEM NO. 4. ACCEPTED THE CAPITAL IMPROVEMENTS ADVISORY
COMMITTEE SEMI-ANNUAL REPORT
Accepted the Capital Improvements Advisory Committee Semi-Annual Report for the period
of April 1, 2014 through September 30, 2014. The report details the impact fees collected
during this period, the funds expended, and the available balance.
ITEM NO. 5. APPROVED RESOLUTION NO. 15-1455
Approved Resolution No. 15-1455, authorizing City representatives to perform activities
associated with the City's investment accounts at TexPool specifying individual members of
City staff who are authorized to make investment transactions on behalf of the City with
TexPool.
ITEM NO. 6. APPROVED RESOLUTION NO. 15-1456
Approved Resolution No. 15-1456, authorizing City representatives to perform activities
associated with the City's investment accounts at TexStar specifying individual members of
City staff who are authorized to make investment transactions on behalf of the City with
TexStar.

ITEM NO. 8. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Council Member Tompkins motioned to authorize the Mayor to execute conveyance
documents for the purchase of commercial property located at Cresthaven Addition, Block 2,
Lot 12, 903 Cresthaven Drive, Euless.
Council Member Price seconded the motion.

Tompkins, Price, Zimmer, and Bynum

ITEM NO. 9. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE

ITEM NO. 10. HELD PUBLIC HEARING AND APPROVED RECOMMENDED
PROJECT SELECTION FOR THE 41st YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROJECT FOR FISCAL
YEAR 2015-2016
Mayor Martin opened the public hearing at 7:11 p.m.
Director of Planning and Economic Development Collins explained that the Department of
Housing and Urban Development (HUD) annually appropriates funds to entitlement
communities through the Community Development Block Grant (CDBG) program. Funds
benefit low to moderate income persons and are to be used for the development of viable
urban communities by providing decent housing, a suitable living environment, and
expanded economic opportunities.
The City has identified two projects for funding through CDBG which include the
replacement of a six inch water main, which was originally installed in the 1950s, with an
eight inch waterline on North Ector Drive from Midway Drive to Trojan Trail and the
installation of 17 sidewalk accessibility ramps along West Harwood Road. The installation of
these ramps would provide transitions from sidewalks to street pavement grades that are
compliant with the Americans with Disabilities Act and sidewalk accessibility ramp
installations are eligible for CDBG funding regardless of their location within the community.
Total funding allocation for the 41st Year CDBG program has not yet been finalized. Tarrant
County Community Development (TCCD) has indicated that the City's estimated available
allocation should be approximately $280,274. There is approximately $90,000 in CDBG
funds remaining from the 39th Year CDBG program. The total estimated cost of the phase
one of the project is $310,925, utilizing both 41st year CDBG funds and 39th year rollover
CDBG funds.
Mayor Martin asked to hear from any proponents followed by opponents of the case, seeing
none the public hearing was closed at 7:13 p.m.
Council Member Stinneford motioned to approve the recommended project selection for the
41st Year Community Development Block Grant (CDBG) project for Fiscal Year 2015-2016.
Council Member Bynum seconded the motion.

Mayor Martin stated that she served on a committee tasked with ranking the projects and
reiterated that Euless does not have to compete with smaller cities for funds.
ITEM NO. 16. PUBLIC COMMENTS
Darl Easton, 1005 Fayette Drive, Euless, commended the City Council and staff for live
streaming the City Council meetings on the City's website. He stated that he was able to
view the last City Council meeting as well and was glad to have this option available to
citizens.
ITEM NO. 17. REPORTS
City Manager
Deputy City Manager Bob Freeman advised that one to three inches of snow is expected
after midnight tonight per the National Weather Service with temperatures around 32
degrees. Temperatures are expected to warm up by noon, Wednesday, February 25, 2015.

Mayor Martin announced several upcoming events:
• Candidate filing for the May 9, 2015 General Election ends Friday, February 27, 2015,
at 5:00 p.m. One candidate has filed to run in Place 5, Harry Zimmer, and two
candidates have filed to run in Place 6, Perry Bynum and Tim St. Clair;
• Dallas Stars will hold a practice on Saturday, February 28, 2015, 11:00 a.m. — 12:00
p.m., Dr. Pepper Stars Center. The practice is free to the public and will include
activities for fans.
She announced that the next City Council meeting will be held Tuesday, March 10, 2015, in
the Council Chambers at City Hall.
