HomeMy WebLinkAbout2022-04-26MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, April 26, 2022 A regularmeeting of the Euless City Council was called to order by Mayor Linda Martin at4:30 p.m. on Tuesday,April26, 2022, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ Council MemberPrice stated thathe participated in the 6Stones Community Powered Revitalization (CPR) event held on Friday, April 22 and 23, and advised that Council Member Tika Paudel joined the KBKG team to assist with the renovations. ➢ Mayor Pro Tern Stinneford stated that the City of Euless team participating in the annual Hurst -Euless -Bedford Chamber of Commerce Golf Tournament took first place in the second flight. ➢ City Secretary Kim Sutter introduced Jessica Newman, Administrative Receptionist, and advised that Jessica joined the City Secretary's Office staff April 25, 2022. Additionally, she reported that Early voting began Monday, April 25, 2022, and will continuethrough May3, 2022. ➢ Director of Parks and Commu n ity Servi ces Ray McDonald reminded the City Council of the upcoming Arbor Daze event to be held Saturday, April 30, 2022, 10 a.m. to 9 p.m. ➢ City Manager Getchell reviewed the regular agenda. ➢ Assistant City Manager Wes Rhodes introduced Republic Waste Services representatives Jeri Harwell, Municipal Services Manager, Hunter Morgan, Operations Supervisor, and David Harwell, General Manager. Ms. Harwell presented the 2021 annual report and reviewed the contractual services with the City. Additionally, she presented statistical information related to residential, commercial, and industrial tonnage and reviewed other services offered to the residents, including curbside Christmas tree collections and landfill access. She advised that Republic Services plans to focus on environmental su stainability with a goal of protecting the environment. Discussion ensued regarding the quality of service to our residents and the possibility of working together to be proactive and advise of construction projects or other situations that might impact the waste collection. Council Minutes Page 2 of 6 April 26, 2022 ➢ Director of Planning and Economic Development Michael Warrix presented the Development update, including commercial and residential construction. ➢ Fire Chief Chanc Ben nett presented the Fire Department update, including response times, total runs, incidenttypes, new employees, extrication training atB&B Wrecker, Fire Station No. 1 construction, Fire Marshal Office activities, resuming public education following COVID-19 pandemic, and social media activity. With regard to response times, Chief Ben nett advised that response times are not a factor when determining International Services Office (ISO) ratings; however, Euless's response time goal is less than six minutes. He added that the National Standard is less than nine minutes. Mayor Pro Tern Stinneford advised that he is interested in the response times by Station. ➢ Director of Finance Janina Jewell presented the Financial Reportforthe period ending March 31, 2022. CLOSED SESSION The City Council convened into closed session at 6:09 p.m. fordeliberation regarding the following: Seek legal advice and consultwith the City Attorney as authorized by Section 551.071 of the Texas Government Code regarding any of the matters listed on the agenda and city council candidate eligibility. PLEDGES OF ALLEGIANCE Council MemberEddie Price led the pledges of allegiancetothe flagsof the United States and Texas. ITEM NO. 1. ANNOUNCEMENT OF EMPLOYEE OF THE MONTH FOR MAY Mayor Martin announced JoDan Shelton, Animal Control Officer II, Animal Services, as the May 2022 Employee of the Month. ITEM NO. 2. PRESENTATION OF PROCLAMATION Mayor Pro Tern Tim Stinneford presented a proclamation to Parks and Community Services Director Ray McDonald, proclaiming April 30, 2022, as Arbor Day. Mayor Martin announced the upcoming Arbor Daze event to be held Saturday, April 30, 2022, at Midway Park. ITEM NO. 3 PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR PERIOD ENDING MARCH 31, 2022 Finance Director Jewell presented the quarterly financial report for the period ending March 31, 2022. CONSENT AGENDA (items 4 through 6) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 4 through 6. Council Member Tompkins seconded the motion. ITEM NO. 4. APPROVED JOB ORDER CONTRACT Approved the job order contract with Payne Mechanical Services, 7223 West Bert Kouns Industrial Loop, Shreveport, LA, 71129, through The Interlocal Purchasing System (TIPS) Program for HVAC system comprehensive maintenance. The estimated expenditure is $79,979. ITEM NO. 5. APPROVED RESOLUTION NO. 22-1623 Approved Resolution No. 22-1623, authorizing submittal of an application to the Office of the Governorforthe 2023 Urban Area Security Initiative Grant Program Swift Water Boat Replacement, Grant Number4569601, in the amountof $71,100. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Approved City Council minutesofthe regularmeeting of April 12, 2022. ITEM NO. 7. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 22- 02-SUP AND CONSIDER FIRST AND FINAL READING OF ORDINANCE NO. 2301 Mayor Martin opened the public hearing at 7:16 p.m. Director of Planning and Economic Development Michael Warrix presented the case to the City Council and advised that the applicant is requesting modification to Ordinance No. 1997, a Specific Use Permit (SUP) approved by the City Council of June 25, 2013. The SUP allowed for a certain area of the place of worship to be used as a pastoral residence within the structure. Previously, the SUP conditioned that the living quarters were to be used fora single-family pastoral residence, established in a designated room, located on the second story of the structure, not to exceed 1,200 square feet. The applicant's request is to allow more than one pastoral member to reside at the facility. The residenceswould continueto be established within designated rooms,would include rooms on the firstand second floor, and continueto notexceed 1,200 squarefeet. The Planning and Zoning Commission held a public hearing on April 5, 2022, and voted 5-0-0 to recommend approval of the Specific Use Permit, with the following conditions: 1) The Specific Use Permit is tied to the Place of Worship owner, Gurdwara Sikh Sangat; 2) The Specific Use Permit is tied to the Place of Worship name, Gurdwara Sikh Sangat; Council Minutes Page 5 of 6 April 26, 2022 3) The living quarters shall be used for a pastoral residence, established in designated rooms, located on either story of the structure, not to exceed 1,200 squarefeet, and reserved for this purpose; and 4) The Specific Use Permit maybe revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Maygr•Martin asked to hear from any proponents followed by opponents of the case. -.There-bein-g none, Mayor Martin closed the public hearing at 7:19 p.m. Mr. Kul4rogal, representing the applicant and also a Sikh Temple member, expressed his appreciation to the City Council for their time and stated that he is looking forward to coctrrxiing to be a part of the commu n ity. •..•Council Member Paudel motioned to approve Ordinance No. 2301, authorizing the issuance of a Specific Use Permit in the Alexander and Cullum Addition, Lot 21 R, 200 East Euless Boulevard fora Place of Worship to provide a Pastoral Residence Use in the Texas H ighway 10 Mu lti-Pu rpose Zon ing District (TX-1 0). Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 8.
