HomeMy WebLinkAbout2022-05-03 P&Z MinutesCITY OF EULESS PLANNING AND ZONING COMMISSION May 3, 2022 MINUTES A regular meeting of the Planning and Zoning Commission was called to order by Chairman Steve Ellis at 6:00 p.m. on May 3, 2022, in the Pre -Council Conference Room of City Hall, 201 North Ec+.or Drive. Those present included Chairman Ellis, Vice Chairman LuAnn Portugal and Commission Members: Richard Barker, Curtis Brown, David Brown, and Ronald Dunckel. Commissioner Eric Owens was absent. During the Pre -Session Meeting: ➢ Building Official Don Sheffield reviewed the regular agenda and gave a brief Development Update. PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless Planning and Zoning Commission continued their meeting in the Council Chambers at 6:30 p.m. for consideration of scheduled items. STAFF PRESENT: Michael Warrix, Director of Planning and Economic Development Don Sheffield, Building Official Yvonne Garcia, Administrative Secretary Drew Washington, Fire Marshal VISITORS PRESENT: Rahim Akbar INVOCATION Commissioner D. Brown gave the invocation. THE PLEDGE OF ALLEGIANCE Commissioner Barker led the pledge of allegiance. ITEM 1. APPROVED PLANNING AND ZONING MINUTES Vice Chairman Portugal made a motion to approve the minutes for the regular meeting of April 19, 2022. Commissioner R. Brown seconded the motion. The vote was as follows: Ayes: Chairman Ellis, Vice Chairman LuAnn Portugal and Commission Members: Barker, C.Brown, D. Brown, and Dunckel. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO 22- 06-SUP Chairman Ellis opened the public hearing on Specific Use Permit Case No 22-06-SUP at 6:46 PM. Building Official Don Sheffield gave a brief description of the case. The applicant is requesting a Specific Use Permit (SUP) to operate a Montessori School in a leased space in Glade Parks. An elementary school (private) is a permitted use within the Glade Parks Planned Development (PD) zoning district with the issuance of a Specific Use Permit. The space the applicant intends to use is located on the southwest corner of the building(s)? adjacent to Belk. There is adequate parking for this use on the west side of the building. The intention of the applicant is to offer a class in the morning and one in the afternoon with all classes ending by 3 p.m. The classes will focus on children from ages three to six. Occupancy of the space will be limited by the building code based on the number of occupants and the type of occupancy that a school requires. In the afternoons, the business intends to provide individual tutoring sessions. The Development Services Group reviewed the Specific Use Permit application and recommends approval of the SUP with the following conditions: a. The Specific Use Permit is tied to the business owner, Global Star Academy, LLC; b. The Specific Use Permit is tied to the business name, Global Star Academy; and, c. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Rahim Akbar, the applicant and business owner, gave a presentation about Global Star Academy. He advised that the private school will offer two sessions a day with a maximum number of students per session of 15. Mr. Akbar stated that in about a year they will offer tutoring for elementary, junior high and high-school students after 3:00 p.m. Mr. Akbar also explained the traffic plan they will utilize for their drop off and pick up locations. Chairman Ellis asked to hear from any proponents/opponents who wished to speak. Seeing none, Chairman Ellis closed the public hearing at 6:40 p.m. Commissioner D. Brown stated his concern of no crosswalk marking from the overflow parking that is going to be used for their drop off and pick locations. Mr. Akbar replied that he has studied the area numerous times and spoken with another tenant, who offers student programs and they have no parking issues. Commissioner Dunkel asked how many staff will be onsite. Mr. Akbar answered that there will be two staff members at this time. Brown made a motion to approve Case No. 22-06-SUP for a Specific Use Permit Glade Parks Addition, Block K, Lot 4R1, 1300 Red River Drive, Suite 500 for an Elementary School (Private) use in the Planned Development (PD) zoning district with the conditions as presented. Commissioner D. Brown seconded the motion. The vote was as follows: Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker, C. Brown, D. Brown, and Dunckel. Nays: None Abstention: None Chairman Ellis declared the motion carried. (6-0-0). ITEM 3. PUBLIC COMMENTS There were no public comments presented. ITEM 4.
