EULESS CITY COUNCIL
Tuesday, May 24, 2022
The Precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, May 24, 2022, in the Precouncil Conference Room at
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Mayor Martin expressed her appreciation to the City Council for their thoughts and
prayers and added that Don is coming home in a few days to continue his recovery.
➢ Mayor Pro Tern Stinneford expressed his appreciation to City Manager Getchell,
Police Chief Brown, and the Code Compliance Division for their assistance in
addressing an issue with a vacant property located in his neighborhood.
➢ Council Member Bynum stated that Mr. Michael Dean, retired Trinity High School
Choir Director, along with the Hurst -Euless -Bedford Independent School District
Board of Trustees expressed appreciation for the Mayoral Proclamation presented at
his retirement reception. Mayor Martin expressed her appreciation to Council
Member Bynum for attending in her absence.
➢ Mayor Martin highlighted some of the activities that occurred throughout the City:
• Citizen's Police Academy Graduation, Thursday, May 19, 2022, Texas Star Golf
Course and Conference Centre. Appreciation given to Chief Brown and Chris
White for making the event a success.
• She advised that she and Council Members Tompkins and Paudel attended the
HEB Reads! event held Saturday, May 21, 2022, at Pennington Field, adding
that the event was well planned and well attended.
Texas Star Golf Course and Conference Centre's 25t" Anniversary Celebration,
Sunday May 22, 2022, at Texas Star Conference Centre. Mayor Martin
recognized Deputy City Manager Chris Barker for organizing the celebration.
➢ Council Member Price mentioned that he was approached by a school crossing guard
whose post is at Lakewood Drive and Ash Lane. The guard expressed the need to
have the school crossing lines repainted on the street. After the entry of an Access
Euless request via the City's website, the guard reported that the case was closed
and the crosswalk was painted by the time he reported to work the next day. Council
Member Price also expressed his appreciation for the encouragement during the
election and stated that he looks forward to serving for the next three years.

City Manager Loretta Getchell announced the following:
• Planning and Economic Development Director Michael Warrix is in Las Vegas for
the Innovating Commerce Service Communities Conference.
• A retirement reception will be held Friday, May 27, 2022, 2 p.m. at the Texas Star
Conference Centre recognizing Chef John Aritua.
• Aquatic park opening, Saturday, May 28, 2022, with slight modification to the
hours due to a lifeguard shortage. The hours of operation will be from noon to 7
p.m.
• Police Department's Memorial to the Fallen Officers, Wednesday, May 25, 2022,
911 Memorial, 9 a.m.
• Police Department Swearing In Ceremony, Thursday, May 26, 2022, Euless
Municipal Court, 9 a.m.
• Memorial Service for O.D. Lively, Thursday, May 26, 2022, Ash Lane Methodist
Church, 1 p.m.
• HEB Chamber Expo, Tuesday, June 7, 2022, Hurst Conference Center, 2:30 p.m.
to 6:45 p.m.
• HEB Chamber of Commerce State of the District Luncheon, Thursday, June 9,
2022, 11:30 a.m. to 1 p.m.
• Town Hall Meeting, Thursday, June 9, 2022, City Hall, 7 p.m. to 9 p.m.
➢ City Manager Getchell reviewed the regular agenda.
➢ Assistant Director of Planning and Economic Development Don Sheffield presented
an update regarding the Glade Parks Planned Development. He stated that an
amendment will be presented for City Council consideration to permit six drive-
throughs in Glade Parks, Block A, which currently permits a maximum of three drive-
throughs.
➢ Communications and Marketing Manager Matt Sanders presented a Communications
update. He presented a video produced by students enrolled in the Hurst -Euless -
Bedford Independent School District (HEBISD) Arts, A/V Technology, and
Communication program. The video production is a collaborative effort between the
City of Euless and HEBISD. The video highlighted the City's 2022 Arbor Daze event
held on April 30, 2022, and will be utilized as a marketing tool for future events.
Additionally, he addressed the City Council regarding the addition of a City Hall
Facebook page. Discussion ensued regarding the proposed process for posting
content and responding to comments.
➢ Fire Chief Chanc Bennett presented the Northeast Fire Department Association
(NEFDA) update, including extending an invitation to the City Council to attend the
NEFDA Show-N-Tell event to be held Thursday, May 26, 2022, 6 p.m. at the Tarrant
County College Northwest Campus.

As a follow-up to a previous Fire Department update, Fire Chief Bennett reviewed the
response times at Temporary Station No. 1 as compared to the response times prior
to relocating for construction of the new station. He advised that the average
response times have increased by forty seconds when compared to response times
prior to the temporary relocation. He added that the response times are adequate by
national standards.
➢ Rachel Raggio, Associate Attorney, Taylor, Olson, Adkins, Sralla and Elam, L.L.P.
reviewed the proposed provisions of the short-term rental ordinance. The ordinance
will be presented at a public hearing before the Planning and Zoning Commission and
the City Council will consider their recommendation at the June 28, 2022, meeting.
➢ City Manager Getchell requested approval to reassign a vacant, funded position from
Municipal Court to the Planning and Development Department to allow the conversion
of a part-time Permit Tech to a full-time position.
➢ Deputy City Manager Barker presented the Transportation update and advised of an
Interlocal Agreement with the City of Bedford for improvements to Cheek-Sparger
Road at State Highway 121. The improvements would include medians, additional
cueing for turn lanes, coordinating light signals, and ADA approved ramps. Texas
Department of Transportation (TXDOT) has agreed to fund the construction and is
requesting Euless and Bedford fund the engineering and design of the project. The
City of Euless will serve as the lead agency. The estimated expenditure will be
approximately $410,000 to $420,000, and will require an amendment to the budget to
fund the City's share. TXDOT expects to award a contract for construction in the
Spring of 2024.
CLOSED SESSION
The City Council convened into closed session at 6:38 p.m. for deliberation regarding the
following:
Economic development negotiations as authorized by Section 551.087 of the Texas
Government Code.
• Discuss or deliberate regarding commercial or financial information that the City
has received from business prospects that the City seeks to have locate, stay, or
expand in the City and with which the City is conducting economic development
negotiations; deliberate the offer of a financial or other incentive to a business
prospect.
Mayor Martin recessed the closed session at 6:57 p.m.

Council Member Harry Zimmer led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION
OF CERTIFICATE OF ELECTION
City Attorney Wayne Olson administered the Oath of Office to Tim Stinneford, elected
Council, Place 1, and Eddie Price, elected Council, Place 3. Mayor Linda Martin
presented each with a Certificate of Election.
ITEM NO. 2. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE
Fleet and Facilities Director McAdams introduced Facility Tech II Travis Wood. Travis
was accompanied by his mother, Lori Wood; his fiance, Abby Phillips; soon to be father-
in-law, Jeff Phillips; his sister Riley; and members of the Fleet and Facilities Department.

Mayor Martin presented Travis with a plaque and certificate commemorating his selection
as employee of the month for June 2022.
ITEM NO. 3. PRESENTATION OF SCHOLARSHIP RECOGNITION TO SARA
SWANSON
City Manager Getchell recognized Sara Swanson as the recipient of a scholarship
awarded by an anonymous donor to a City of Euless employee's child. She presented
her with a one -thousand -dollar scholarship. Sara was accompanied by her parents, Scott
and Angie Gilley.
ITEM NO. 4. PRESENTATION OF THE JULIE K. FREEMAN MEMORIAL
SCHOLARSHIP TO LAUREN MOON
City Manager Getchell recognized Lauren Moon as the recipient of a scholarship
awarded in memory of Julie K. Freeman to a City of Euless employee's child. She
presented her with a one -thousand -dollar scholarship. Lauren was accompanied by her
parents, Jason and Andrea Moon, and her brothers, Landon and Luke.
ITEM NO. 5 SELECTION OF MAYOR PRO TEM
Mayor Pro Tem Stinneford motioned to nominate Council Member Price to serve as
Mayor Pro Tem.
Council Member Bynum seconded the motion.

CONSENT AGENDA (items 6 through 11)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 6
through 11.

ITEM NO. 6. APPROVED RESOLUTION NO. 22-1624
Approved Resolution No. 22-1624, suspending the June 17, 2022 effective date of Oncor
Electric Delivery Company's requested rate change in order to permit the City time to
study the request and establish reasonable rates.
ITEM NO. 7. APPROVED RESOLUTION NO. 22-1625
Approved Resolution No. 22-1625, designating authorized representatives to negotiate
and execute a lease agreement with PNC Equipment Finance, 655 Business Center
Drive, Horsham, Pennsylvania, for the lease of eighty GPS units to be installed on golf
carts for use at the Texas Star Golf Course. The lease is for a 48-month term with monthly
rental payments of $3,040. The estimated annual expenditure is $36,480.
ITEM NO. 8. APPROVED PURCHASE OF MICROSOFT SOFTWARE
Approved the purchase of Microsoft software licenses from the Microsoft Corporation
through SHI Government Solutions (SHI), 3828 Pecana Trail, Austin, Texas, through the
State of Texas Department of Information Resources contract. SHI holds the current
State of Texas contract for purchasing Microsoft software (DIR-TSO-4092.) The
estimated expenditure is $60,000.
ITEM NO. 9. APPROVED AWARD OF BID NO. 008-22
Approved award of Bid No. 008-22 for the purchase of firearm sights and accessories
from Primary Arms, 3219 South Sam Houston Parkway East, Suite 100, Houston, Texas.
The estimated expenditure is $71,048.26.
ITEM NO. 10. ACCEPTED CAPITAL IMPROVEMENTS ADVISORY
COMMITTEE SEMI-ANNUAL REPORT
Accepted the Capital Improvements Advisory Committee Semi -Annual Report for the
period of October 1, 2021 through March 21, 2022, in accordance with Section 395-058
of the Local Government Code.
ITEM NO. 11. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the regular meeting of May 10, 2022, and the special
called meeting of May 18, 2022.

ITEM NO. 12. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 22-
06-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2304
Mayor Martin opened the public hearing at 7:20 p.m.

Assistant Director of Planning and Economic Development Don Sheffield presented the
case to the City Council and advised that the applicant is seeking a Specific Use Permit
for a private elementary school to be located at 1300 Red River Drive, Suite 500. The
applicant intends to establish and operate a Montessori School operating Monday through
Friday with two sessions for students three to six years of age and tutoring service for
elementary and middle school students after 3 p.m.
The Planning and Zoning Commission held a public hearing on May 3, 2022, and voted
6-0-0 to recommend approval of the Specific Use Permit with the following conditions:
1) The Specific Use Permit is tied to the business owner, Global Star Academy, LLC;
2) The Specific Use Permit is tied to the business name, Global Star Academy; and
3) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been revoked.
Rahim Akbar, applicant and business owner of Global Star Academy, LLC, 801 Bridle
'Euless, Texas, addressed the City Council regarding the case.
Mayor mar#ih asked to hear from any proponents followed by opponents of the case.

classes are not in session.
Mr. Akbar responded that the parking places are only reserved for the school during
operating hours.
Council Member Paudel motioned to approve Ordinance No. 2304, authorizing the
issuance of a Specific Use Permit in the Glade Parks Addition, Block K, Lot 4R1, 1300
Red River Drive, Suite 500 for an elementary school (private) in a Planned Development
(PD) zoning district.
Mayor Pro Tern Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
