CRIME CONTROL AND PREVENTION DISTRICT
MINUTES OF BOARD MEETING
June 14, 2021
ITEM 1. CALL TO ORDER
A meeting of the Crime Control and Prevention District (CCPD) Board was called to order
by President Ron Shields on Monday, June 14, 2021, at 5:00 p.m. in the Council
Chambers in City Hall, 201 North Ector Drive, Euless.
Board members present:

City Council Member Perry Bynum (arrived at 5:08 p.m.)

ITEM 2. ELECTION OF OFFICERS
Upon motion by Council Member Tompkins and second by Citizen Member Pruitt, Ron
Shields was appointed to serve as the President. The motion carried by a unanimous
vote.
Upon motion by Council Member Price and second by Council Member Tompkins, Rusty
Brown was appointed to serve as Vice President of the Board. The motion carried by a
unanimous vote.
ITEM 3. APPROVED MINUTES OF AUGUST 10, 2020 AND NOVEMBER 12, 2020
MEETINGS
Upon motion by Citizen Member Pruitt and second by Citizen Member Brown, the minutes
of the August 10, 2020, were approved by a unanimous vote.

Upon motion by Council Member Tompkins and second by Council Member Zimmer, the
minutes of the November 12, 2020, were approved by a unanimous vote with the
correction to the title for Rusty Brown as Vice -President
ITEM 4. ACCEPTED ANNUAL AUDIT FOR EULESS CRIME CONTROL AND
PREVENTION DISTRICT FISCAL YEAR ENDING SEPTEMBER 30, 2020
Director of Finance Janina Jewell referred to the Comprehensive Annual Financial Report
(CAFR) for Fiscal Year Ending September 30, 2020, for the City of Euless, which had
been previously distributed. She advised that the external auditors, Weaver, L.L.P.,
conducted the audit and issued an Unmodified Opinion, which is the highest level of
assurance that can be provided.
Ms. Jewell presented the total revenues, expenditures, and ending fund balance for the
fiscal year:

General sales tax and interest earnings $2,771,485
Total Expenditures $2,983,821
Ending Fund Balance $1,083,533
Ms. Jewell advised that the ending fund balance exceeded the FY 2020 projected fund
balance by $297,541 for the year, due mainly to reduction in expenditures and stronger
than expected sales tax collections.
Upon motion by Council Member Zimmer and second by Citizen Member Pruitt, the audit
for the Euless Crime Control and Prevention District budget for Fiscal Year 2020 was
accepted by unanimous vote.
ITEM 5. HELD PUBLIC HEARING ON EULESS CRIME CONTROL AND
PREVENTION DISTRICT PROPOSED BUDGET FOR FISCAL YEAR
2021-2022
President Shields opened the public hearing at 5:09 p.m. to receive input on the proposed
Crime Control and Prevention District (CCPD) Budget for Fiscal Year 2021-2022.
Finance Director Jewell presented a summary of the current year's budget and reviewed
the projected revenues and expenditures for Fiscal Year 2021.

Police Chief Mike Brown reviewed and addressed questions related to the proposed
capital requests items for fiscal year 2021-2022, which includes funding for the following:

- Simunitions Equipment and Ammunition $3,600
- High Visibility Jackets for Sworn Law Enforcement $41,860
- Three (3) Patrol Vehicles and Equipment $247,200
- 9mm Pistols $14,000
- Transfer to Equipment Replacement $62,775
- Lump Sum Payment $56,600
Total $439,235
Police Chief Brown responded to questions regarding the proposed capital request items.
President Shields asked for any comments from the audience.
There being no one requesting to speak, President Shields closed the public hearing at
5:27 p.m.
ITEM 6. APPROVED EULESS CRIME CONTROL AND PREVENTION DISTRICT
BUDGET FOR FISCAL YEAR 2021-2022
Upon motion by Citizen Member Brown and second by Citizen Member Pruitt, the Crime
Control and Prevention District Budget for Fiscal Year 2021-2022 was approved as
presented by unanimous vote.

Upon motion by Citizen Member Brown and second by Citizen Member Pruitt to adjourn
the meeting, President Shields adjourned the meeting at 5:28 p.m.
