A RESOLUTION SUPPORTING A FREEWAY INCIDENT
MANAGEMENT PROGRAM WITHIN THE CITY OF EULESS AND THE
C.R.A.S.H. UNIT OF HEB
WHEREAS, the Regional Transportation Council (RTC) of the North Central
Texas Council of Governments (NCTCOG) adopted "Resolution R08 -10 Supporting a
Comprehensive, Coordinated, Interagency Approach to Freeway Incident Management"
on October 9, 2008; and
WHEREAS, such an approach to freeway incident management responds to the
Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users
(SAFETEA -LU) and addresses the fact that commuters have experienced an increase
in travel time due to congestion, resulting in unacceptable levels of vehicle emissions
and lost productivity due to traffic congestion; and
WHEREAS, reducing traffic congestion and related impacts on air quality,
energy, safety, and quality of life are primary goals of "Mobility 2030: The Metropolitan
Transportation Plan for the Dallas Fort Worth Area;" and
WHEREAS, congestion mitigation is an integral element of The Metropolitan
Transportation Plan, with a total program cost of about $3.1 billion, and congestion
mitigation strategies are intended to decrease congestion in the Dallas Fort Worth
Metropolitan Area; and
WHEREAS, multi- agency coordination and implementation of "best practices"
Freeway Incident Management techniques reduce congestion on affected roadways
and improve the safety of incident responders.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT:
SECTION 1
The City of Euless supports the quick detection and clearance of traffic incidents
using state -of- the -art traffic surveillance, traveler notification, crash investigation
equipment, specialized training, and specialized operating procedures.
SECTION 2
The City of Euless supports enhanced geographic information systems (GIS)
based incident location that will aid incident reporters and responders in the timely
detection and verification of incidents.
SECTION 3
The City of Euless, along with the cities of Hurst and Bedford, entered into an
Interlocal Agreement on November 3, 1999, and created the C.R.A.S.H. UNIT of HEB
(Combined Reconstruction & Accident Specialists of Hurst - Euless- Bedford), with the
objective of creating a specialized traffic accident investigation unit responsible for
investigating major motor vehicle accidents within their city limits, have established an
operating procedure as a guideline, have been sending their personnel to specialized
training for these skills, and have been successfully operating this program since 1999.
SECTION 4
The CRASH UNIT of HEB creates a specialized accident investigation and
response unit in order to make efficient use of available resources and to help
accomplish the recommendations of the North Central Texas Council of Governments
Regional Transportation Council in order to address air quality, freeway congestion, and
the safety of incident responders and citizens.
SECTION 5
The City of Euless Police and Fire Departments attend specialized training at
NCTCOG to better familiarize themselves with the Freeway Incident Management goals
and to address the safety of incident responders and travelers while minimizing freeway
clearance time.
AND BE IT FURTHER RESOLVED THAT a copy of this resolution be
transmitted to the North Central Texas Council of Governments for their distribution as
needed for the quality and safety of the Dallas Fort Worth Metroplex Region.
APPROVED AND ADOPTED at a regular meeting of the Euless City Council on
the 9th day of June, 2009, by a vote of 7 ayes, o nays, and o abstentions.
