OF THE
EULESS CITY COUNCIL
Tuesday, March 10, 2015
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at
4:00 p.m. on Tuesday, March 10, 2015, in the Precouncil Conference Room of City Hall, 201
North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Linda
Eilenfeldt, Council Members Jeremy Tompkins, Eddie Price, and Harry Zimmer. Council
Member Tim Stinneford arrived at 4:07 p.m. Council Member Perry Bynum was not present
due to a scheduled absence.
During the Precouncil meeting:
➢ Council Member Jeremy Tompkins stated that he attended the funeral service of
Gertrude Sickler, spouse of Parks and Leisure Services Board member Roger Sickler,
and commented on Mr. Sickler's wonderful family.
He added that the City Council held a budget work session at Texas Star on
Saturday, February 28, 2015, and he was pleased with the discussion.
• Council Member Harry Zimmer stated that he and Mayor Martin attended an elected
official's update on Friday, February 27, 2015, related to the State Highway 183
Managed Lane Project (Midtown Express).
➢ City Manager Loretta Getchell provided updates on several topics:
• Requested feedback from the City Council regarding a new layout to the
Precouncil room;
• Currently researching the best solution to record the Precouncil sessions to allow
audio and the slide presentation to be synced;
• Public Works Technical Specialist Richard Ross' stepson, Michael Whiteside,
passed away; and
• Public Works Leadman Ruben Cardenas' father-in-law, Jose C. Salgado, passed
away and services have been scheduled.
• Municipal Courts Manager Teresa Alexander provided an update on the Great Texas
Warrant Round-up, which began Saturday, March 7, 2015, and runs through Sunday,
March 15, 2015.
Discussion ensued regarding contacting defendants, payment options, and the nature
of warrants issued by the Municipal Court. Council Member Perry Bynum requested
an update regarding the average amount of a warrant once the round-up has ended.
➢ Director of Parks and Community Services Ray McDonald presented the summer
camp update and detailed the three camps hosted by his department including the
Summer Adventure Camp, Teen L.I.F.E. Camp, and the Super Stars Camp.
Discussion ensued regarding the participant lottery system and charges and
expenses through the Euless Family Life Center.

➢ Fire Chief Wes Rhodes provided information on the Kids Fire Academy which will be
held Monday, June 22, 2015 through Friday, June 26, 2015.
Discussion ensued regarding personnel recruitment and a program in the City of
Arlington with the Arlington Fire Department and the Arlington Independent School
District (AISD).
➢ Police Lieutenant Brandon Zachary presented the neighborhood patrol officer update
and introduced new staff members, Senior Corporal Rocky Fimbres and Officer
Robert Bryan. He also provided an overview of the Community Services Division and
presented information regarding the Police Activities League (P.A.L.) summer camp.
Discussion ensued regarding the Hurst-Euless-Bedford Independent School District
(HEBISD) law enforcement program involving students from L.D. Bell High School
and Trinity High School.
➢ Police Chief Mike Brown presented an overview of the Police Department shared
services including the following:
• Northeast Tarrant County Area SWAT Team (NETCAST)
• Combined Reconstruction &Accident Specialists (CRASH)
• Commercial Vehicle Enforcement (CVE)
• National Academy of Professional Driving (NAPD)
• Major Case Investigative Team (MCIT)
• Child Abduction Response Team (CART)
• Tarrant County Narcotics Unit (TCNU)
• Tarrant County Auto Theft
• United States Secret Service Task Force
• Police Agency Combined Testing (PACT)
Discussion ensued regarding the origin of the CVE program, tenure of task force
members, and benefits of cost sharing.
➢ Fire Chief Rhodes discussed the Fire Department shared services including the
Northeast Fire Department Association (NEFDA).
Discussion ensued regarding the cost and benefits of NEFDA.
➢ City Manager Getchell reviewed the regular agenda.
I ➢ Code Enforcement Inspector James Patterson presented the code update and
advised of a Property Maintenance Inspection (PMI) program success story at the
Palisades at Bear Creek,
➢ Library Administrator Sherry Knight presented the Sounds of the Seasons concert
series update and stated that the concert series is being held in cooperation with the
Parks Department on certain Friday and Saturday evenings beginning Friday, March

13, 2015 through September 25, 2015. The first concert on March 13, 2015, with
Beyond the Pale will be held at the Leon Hogg Amphitheater.
➢ Finance Director Janina Jewell presented the financial update and advised the City
Council that car rental tax was up five (5) percent over last year and is within budget
projections.
➢ Public Works Director Hal Cranor presented the water update and advised that, due
to recent rains, the current water reserve levels are at 69.3 percent versus 71.1
percent during the same time period last year.
Discussion ensued regardingthe state and system wide water levels.

The City Council convened into closed session at 6:12 p.m. for deliberation regarding the

The City Council recessed closed session at 6:24 p.m.

Assistant City Manager Chris Barker gave the invocation.
PLEDGE OF ALLEGIANCE
Audrey Axton led the pledge of allegiance.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Finance Director Janina Jewell introduced Purchasing Manager Mike Lowry. Mike was
accompanied by his wife, Darla, and his daughter, Amber, and members of the Finance
Department. Mayor Martin presented Mike with a service pin commemorating his 10 years
of service with the City.
Police Chief Mike Brown introduced Senior Police Officer Justin Coffee. Justin was
accompanied by his wife, Sarah, his son, Josh, and his daughters, Jessica Morris and
Melony Welborne, and members of the Police Department. Mayor Martin presented Justin
with a service pin commemorating his 10 years of service with the City.
Police Chief Brown next introduced Police Corporal Scott Axton. Scott was accompanied by
wife, Rachel, daughters, Audrey and Avery, father-in-law, Gary Haecker, and mother-in-law,
Kathy Haecker, and members of the Police Department. Mayor Martin presented Scott with
a service pin commemorating his 20 years of service with the City.
REGULAR AGENDA
ITEM NO. 2. AUTHORIZED PURCHASE OF BULK GASOLINE AND DIESEL
FUELS
Assistant City Manager Chris Barker informed the City Council that through an Interlocal
Agreement with Tarrant County, the City can purchase various types of automotive and
equipment fuels. Martin-Eagle Oil Company, 2700 James Street, Denton, Texas, will be the
primary supplier of gasoline and diesel, and TAC Energy, 100 Crescent Court #100, Dallas,

Texas, will act as the secondary supplier. Douglas Distributing, 325 East Forest Avenue,
Sherman, Texas, will be the primary supplier of bio-diesel fuel, and Martin-Eagle Oil
Company will as the secondary supplier. Tarrant County's current contract expires April 15,
2015, and allows for three renewal options. This will be the first renewal of the three allowed
under the contract.
Mayor Pro Tem Eilenfeldt motioned to approve the purchase of bulk gasoline and diesel
fuels through an Interlocal Agreement with Tarrant County.
Council Member Stinneford seconded the motion.

ITEM NO. 3. AWARDED BID NO. 003-15
Awarded Bid No. 003-15 to Smith Lawn and Tree, 3200 Handley Ederville Road, Richland
Hills, Texas for the annual contract for mowing maintenance. The contract will be for one
year with three one-year renewal options. The estimated expenditure of $197,188 falls
below budget estimates.
Council Member Tompkins motioned to approve Bid No. 003-15, an annual contract for
mowing maintenance to Smith Lawn and Tree.
Council Member Price seconded the motion.

Tompkins, Price, and Zimmer

Mayor Martin declared the motion carried.
ITEM NO. 4. APPROVED RESOLUTION NO. 15-1457
Council Member Stinneford motioned to approve Resolution No. 15-1457, adopting the City
of Euless proposed budget calendar for FY 2015-2016, including the Crime Control and
Prevention District and the Euless Development Corporation Budgets.
Council Member Zimmer seconded the motion.

Tompkins, Price, and Zimmer

ITEM NO. 5. APPROVED RESOLUTION NO. 15-1458
Assistant City Manager Barker stated that the Department of Housing and Urban
Development (HUD) annually appropriates funds to entitlement communities through the
Home Investment Partnership Block Grant (HOME) program. These funds are targeted to
benefit low to moderate income persons and are to be used for the development of safe and
decent housing.
The City of Euless has requested grant funds in the total amount of up to $200,000. Cities
are required to provide the matching funds for activities undertaken within the city. The City
of Euless will participate by supplying the 30 percent matching funds in the form of cash and
the waiver of applicable building and inspection fees. The required match would not exceed
$60,000 and would be limited to only the projects approved and completed.
Mayor Pro Tern Eilenfeldt motioned to approve Resolution No. 15-1458, agreeing to meet all
match contribution requirements for expenditures under the Tarrant County HOME
Investment Partnerships Program for Program Year 2015.
Tompkins seconded the motion.

Tompkins, Price, and Zimmer

ITEM NO. 6. APPROVED CITY COUNCIL MINUTES
Council Member Price motioned to approve the minutes of the regular meeting of February
24, 2015.
Council Member Zimmer seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Eilenfeldt, Council Members Stinneford,
Tompkins, Price, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 7. PUBLIC COMMENTS
Darl Easton, 1005 Fayette Drive, Euless, stated that he was pleased to see construction
begin on a sidewalk along Harwood Road and also advised that he is enrolled in the Citizens
Fire Academy and recommends it to all citizens. Mr. Easton mentioned a request he had

made to the City Council regarding recording Precouncil sessions and was satisfied that he
had received responses from all members. He referenced handouts to the City Council
regarding the City's annual budget document and highlighted what he identified as
discrepancies in the document.

Mayor Martin announced several upcoming events:
• Beyond the Pale, Summer Concert Series, Leon Hogg Amphitheater, Friday, March
13, 2015, 7:00 p.m. The concert series will host 10 concerts throughout the summer
and all are free to attend;
• 3D printing demonstration, Mary Lib Saleh Euless Public Library, Wednesday, March
11, 2015, 4:00 p.m.
She announced that the next City Council meeting will be held Tuesday, March 24, 2015, in
the Council Chambers at City Hall.
