Called Meeting
Euless City Council
A p r i l 20, 1957
The City Council was called by Mayor Millican
in a special session on April 20, 1957, at 7:30 p.m.
Councilmen present for a quorum were J. S.
Anderson, S. H. Cadenhead, Paul Horton, and W. 0. Murray. Councilman G. L.
Anders was absent.
Meeting with the Council were Mr. Warren
Fuller of the Planning and Zoning Commission, Mr. Geo. P. Gleeson, City
Attorney, and Mr. A. J. Knarr, a former member of the Planning Commission.
The meeting was called to order by Mayor
M i I I i ca n and opened with prayer by Councilman Cadenhead.
Mr. Earl Stapleton was administered the
Oath of Office as Chief of Police by Mayor Mi l l ican.
councilman Anderson offered a motion,
seconded by Councilman Hortsn to move that the Council approve and adopt
Ordinance No. 73. The motion was approved by unanimous vote and Ordinance
No. 73 became effective as of this date.
A motion by Councilman Cadenhead,
seconded by Councilman Horton, proposed: City of Euless pay T. A. Kennard
$100.00 per month (salary agreement pending from date of appointment
April 6, 1957), $25.00 of this sum to be designated as expense account
and the remaining $75.00 to be a minimum sum per month Mr. Kennard is to
receive as City Secretary, Building Commissioner, Treasurer, and Court
Clerk. The proposal further provides that in the event the sale of
building permits shall increase this salary due to the former agreement with
Mr. Kennard, he shall not receive more than $150.00 per month salary and
expense account combined unless and u nti I other agreements are made. It
was agreed by Mr. Kennard that should city finances be exhausted, he would
accept a c r e d i t s l i p unti -1 such time the finances are replenished
sufficiently to pay him such arrears. This salary agreement to be retro-
active to April 1, 1957• The motion was approved by unanimous vote.

The next motion made by Councilman Cadenhead,
seconded by Councilman Anderson,
moved
that local civic organizations etc.,
be permitted
the use of the City
Hall
as a meeting place without charge,
provided that
such organizations
clean
up after each meeting. That other
organizations
desiring the use of
the
hall pay a fee of $15.00 for each
meeting. The

is to use the hall so there w i I I be no conflicting arrangements. The
motion was unanimously adopted. The City Secretary was instructed by
the Mayor to so notify any and a I I concerned.
A motion by Councilman Cadenhead,
seconded by Councilman Horton, was to the effect that W 1 1 1 Jones, now
collecting garbage within the city limits under private contracts with the
individual customer, be required to meet with the Council and give the
City the number of customers he is now serving, the amount collected
monthly and make a sufficient bond to cover damage to property or injury
to persons while in performance of work in the city limits.
The motion was withdrawn by Councilman
Cadenhead and the City Secretary was instructed by the Mayor to write
Mr. Jones to come to the City Secretary's office and give such information.
The City Secretary to give a report to the Council at the next meeting
after obtaining the information.
A motion by Councilman Horton, seconded
by Councilman Murray provided that the Council name four men, three of
which would be selected by the Mayor with the Council's consent, to audit
the books of the City Secretary beginning October 1, 1955, the day Mr.
Kennard was appointed, and ending April 30, 1957. Following the completion
of this work, a financial statement is to be publised in the Mid - Cities
News. The motion was adopted by unanimous vote and the City Council by
suggestion named Messrs. Bobby F u l l e r , B i l l Gay, A. J. Knarr, and A. D.
Dooley.
Councilman Horton offered a motion with a
second by Councilman Murray that the co- signers with the City Secretary on
checks be Mayor Ernest M i l I i c a n and /or Councilman Cadenhead.
On a final motion by Councilman Cadenhead,
seconded by Councilman Horton, unanimous Council approval was given
authorizing the City Secretary to draw on the City's account as much as
$5.00 monthly t o be used as a petty cash account. Such check to be co-
signed as a l l others and the City Secretary to keep an itemized account of
the spending of this money together with sales slips.
The City Secretary was instructed to write
Mr. Earl Harrison: "Dear Mr. Harrison: When you applied for a building permit
to build a garage, it was mutually understood and agreed that neither the
building nor the premises would be used for a junk yard. But, that it would
be kept neat and orderly at all times. At present, such agreement is not being
complied with. It would be appreciated if you would look into the matter and
correct unfavorable conditions. At present there are junk cars, parts, etc.,
scattered a l l over the premises. Yours sincerely, Ernest Millican, Mayor of
