HomeMy WebLinkAbout2022-06-14MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, June 14, 2022 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, June 14, 2022, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry Zimmer, and Tika Paudel. During the precouncil meeting: ➢ Council Member Tompkins recognized Assistant City Manager Wes Rhodes for serving as the moderator for the Town Hall meeting. Mayor Martin agreed and recognized Deputy City Manager Chris Barker and the staff for preparing for the meeting. ➢ Council Member Paudel along with Council Member Tompkins, attended the Northeast Fire Department Association Show-N-Tell Event held at the Tarrant County College NorthwestCampus and expressed appreciation to Fire Chief Chanc Bennett for hosting. He also recognized Police Chief Mike Brown and his staff for their assistance in responding to a citizen inquiry. Council MemberPaudel inquired aboutthe clean-upwork on Highway 10 and Cullum Drive. Director of Public Works and Engineering Hal Cranor stated that utility contractors with Atmos are expected to complete the project within the nextweek and the City will monitorthe progress. ➢ Council Member Stinneford expressed concern about the possibility of people living and/or sleeping under the overpass along the park trail and State Highway 121. Police Chief Brown stated hewill investigate the situation. Council Member Stin neford complimented the landscaping around the new Valvoline located at State Highway 121, however, he expressed his concern regarding the condition of the area adjacent to the lot near the sidewalk and access road. Director of Planning and Economic Development Michael Warrix advised he will contact the developer to address the concern. ➢ Council Member Bynum recognized Police Chief Brown for responding to questions regarding traffic issues along Mid -Cities Boulevard which were raised at the Town Hall meeting and recognized him for monitoring and enforcing the traffic throughout the City. ➢ Police Chief Brown provided an update regarding a situation that occurred over the weekend at the intersection of Midway Drive and North Main Street. He advised that Council Minutes Page 2 of 7 June 14, 2022 hewill be meeting with othersurrounding Police Departments about possible ways to control this kind of activity. ➢ City Manager Loretta Getchell introduced Ms. Cara White who will serve as the legal counsel in the absence of City Attorney Wayne Olson. ➢ City Manager Getchell advised of several upcoming events: • Tarrant County Vaccine Clinic, Wednesday, June 15, 2022, Euless City Hall, 9:00 a.m. to 1:00 p.m. • Euless Citizens Fire Academy Class #28 Graduation, Wednesday, June 15, 2022, Euless Family Life SeniorCenter, 7:00 p.m. • Th u rsday, Ju n e 16, 2022: ■ CCPD Board meeting, 5 p.m. ■ City Council special called meeting, 6 p.m. ■ City Council pre-budgetworksession, 6:15 p.m. ➢ City Manager Getchell reviewed the regular agenda. ➢ Assistant Director of Public Works Major Jones presented an Animal Shelter Update and advised of proposed changes to the shelter's operating hours. He stated thatthe shelterwill open to the public at 9:00 a.m. Monday through Friday and 10 a.m. on Saturdays. The proposed changeswill have no impact to the Trinity High School's Girls Awareness Program (GAP). The new hours will allow staff time to clean and prepare for the day before the shelter is open to the public. ➢ Director of Parks and Community Services Ray McDonald presented a Parks and Community Services update including summer programs, youth summer camps, adult and senior programs, special events, completed park improvements, and Parks at Texas Star spring and summer athletic programs. He advised that the Splash Pad is currently closed due to necessary repairs which includes the replacement of the water testing equipment. Director of Parks and Community Services McDonald responded to an inquiryfrom Mayor Pro Tem Eddie Price aboutthe possible impactthe opening of the new Bedford facilities may have on the Parks at Texas Star. City Manager Getchell advised the Council of a verbal agreement between the Creekwood Estates Homeowners Association (HOA) and the City. The HOA granted a public access easement to the City for the trail placement and in return the City agreed to maintain the area. This agreement has been in place for a n umberof years. ➢ Director of Finance Janina Jewell presented a Financial update and stated that sales tax collections for the month of April were up 14 percent over last year and up 42 Council Minutes Page 3 of 7 June 14, 2022 percent from two years ago and car rental tax collection was up 21 percent over last year and up 77 percent year-to-date. PLEDGES OF ALLEGIANCE Council MemberTika Paudel led the pledgesof allegiancetothe flagsof the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Mike Brown introduced Senior Police Officer James "Jay" Blount. Jay was accompanied by members of the Euless Police Department. Mayor Martin presented Jay with a service pin and clock commemorating his 25 years of service with the City. ITEM NO. 2. PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION AWARD Finance Director Janina Jewell, also serving as the Texas State Representative to the National Government Finance Officers Association of the United States and Canada (GFOA), announced that the GFOA has awarded the City of Euless the Certificate of Recognition for Budget Preparation. The award is presented to those who have been instrumental in their government unit achieving a Distinguished Budget Presentation Award. Finance DirectorJewell stated th is is the 31 st consecutive year the City has received the award and recognizes that the budget document is understandable to the community, acts as a planning documentand as a guide into the new budget year for staff. She acknowledged the entire Finance Department for their assistance in the budget preparation process. Appreciation was also expressed to the Department Heads, City Manager's office, and the City Council fortheirguidance and assistance in preparing the City's budget. REGULAR AGENDA ITEM NO. 3. AUTHORIZED CITY MANAGER TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE CITY OF BEDFORD (Secretary's Note: This item is a companion item to Agenda Item #4) Director of Public Works and Engineering Hal Cranor introduced the item and advised that the City has been working with the Texas Department of Transportation (TXDOT) and the City of Bedford to address needed improvements to ADA accessibility and traffic congestion issues at the intersection of Mid -Cities Boulevard/Cheek Sparger Road and Council Minutes Page 5 of 7 June 14, 2022 State Highway 121. TXDOT has agreed to fully fund the construction of the project (currently estimated at approximately $2,000,000) if the two Cities fund the engineering design portion of the project ($205,000 Euless and $205,000 Bedford). The City of Bedford will considerth is item at their June 28, 2022 City Council meeting. Council Member Stinneford motioned to authorize the City Manager to execute an Interlocal Agreement with the City of Bedford relating to the roadway and ADA improvements at the intersection of Mid -Cities Boulevard/Cheek Sparger Road and State Highway 121. Council Member Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford, Tompkins, Bynum,Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 4. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2305 AMENDING THE BUDGET FOR THE CITY OF EULESS FOR THE FISCAL YEAR BEGINNING OCTOBER1, 2021 AND ENDING SEPTEMBER 30, 2022 City Manager Getchell introduced the item as a companion item to agenda item #3 and advised that the budget amendment provides for the use of excess fund balance in various funds for the joint engineering and design costs of the roadway and ADA improvements at the intersection of Mid -Cities Boulevard/Cheek Sparer Road and State Highway 121 (total cost projected to be $410,000). The City of Euless plans to pay for these project costs and then be reimbursed by the City of Bedford through an interlocal agreement for their portion. Council Member Bynum motioned to approve Ordinance No. 2305, amending the official Capital Budget for fiscal year begin n ing October 1, 2021 and ending September30,2022. RATIFIED CITY MANAGER ACTION TO PROCEED WITH EMERGENCY REPAIRS RELATED TO THE CITY'S WATER DISTRIBUTION SYSTEM Director of Public Works and Engineering Cranor introduced the item and advised that City staff recently discovered the source of a water leak emanating from a failed patch repair on the 24-inch water main adjacent to the northeast traffic signal pole at the intersection of East Harwood Road and Fuller Wiser Road. Circle C Construction, 500 West Trammell Avenue, Fort Worth, Texas, was hired to perform a temporary fix to the leak; however, a permanent correction will be required to completely replace a section of the existing waterline. The estimated expenditure is $125,000. Council Member Tompkins motioned to ratify the City Manager's action to proceed with emergency repairs related to the City's water distribution system and finding that the procurement is necessary due to unforeseen damage to public equipment and finding that the repair is necessary to preserve the public health and protect the safety of the City's residents. Council Member Tompkins seconded the motion. TOPICS OF DISCUSSION Assistant City Manager Wes Rhodes introduced the panel. Attendees were given an opportunity to address questions to the City Council and city staff. Staff addressed questions from the audience related to park improvements, car rental tax recovery, speeding along Mid Cities Boulevard, requirements for solicitors, construction of drainage culvert at Bear Creek Elementary School, tree limbs blocking right turn only signage at Mid Cities and Main Street, status of Harwood Road improvements, new businesses, redevelopment, and the configuration of the library. Deputy City Manager Chris Barker presented a development update including new additions to the Glade Parks development, redevelopment along Euless Boulevard as well as FM 157. The Mayor and City Council expressed their appreciation to those in attendance for their questions and comments.
