PLANNING AND ZONING COMMISSION
JUNE 21, 2022
MINUTES
The pre-session meeting of the Planning and Zoning Commission was called to order by
Chairman Steve Ellis at 5:45 p.m. on June 21, 2022, in the Pre-Session Conference Room
of City Hall, 201 North Ector Drive. Those present included Chairman Steve Ellis, Vice
Chairman LuAnn Portugal and Commission Members: Curtis Brown, David Brown, Eric
Owens and Ronald Dunckel. Commissioner Richard Barker was absent.
During the Pre-Session Meeting:
➢ Director of Planning and Economic Development, Michael Warrix reviewed
agenda item number two and presented a brief Development Update.
➢ City Attorney, Rachel Raggio review agenda item number three and review some
of the changes that were made from the previous version of the short-term rental
ordinance.
PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS
— COUNCIL CHAMBERS
The regular meeting of The Euless Planning and Zoning Commission was called to order
by Chairman Ellis at 6:30 p.m. in the Council Chambers at City Hall, 201 North Ector
Drive.

Commissioner C. Brown gave the invocation.
THE PLEDGE OF ALLEGIANCE
Vice Chairman Portugal led the pledge of allegiance.
ITEM 1. APPROVED PLANNING AND ZONING MINUTES
Vice Chairman Portugal made a motion to approve the minutes of the regular meeting of
May 17, 2022.

Commissioner C. Brown seconded the motion. The vote was as follows:
Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: C.
Brown, D. Brown, Owens, and Dunckel.
Nays: None
Abstention: None
Chairman Ellis declared the motion carried. (6-0-0)
ITEM 2. PUBLIC HEARING FOR PLANNED DEVELOPMENT CASE NO 22-01-
PD AND RECOMMENDED AN ORDINANCE
Chairman Ellis opened the public hearing at 6:32 p.m.
Director of Planning and Economic Development Michael Warrix presented the case to
the Planning and Zoning Commission and advised that the applicant is requesting that
Chapter 84 Section 4.2.1.2 of the Unified Development Code be amended to allow up to
six (6) drive-through eating establishments within Block A of the Glade Parks
development. Currently, the section limits the number of drive-through eating
establishments to three (3) within Block A.
The Development Services Group (DSG) reviewed, discussed, and certified the
application at its June 7, 2022 meeting.
The Commission was advised that the applicant was not present.
Chairman Ellis asked in there were any proponents/opponents that wished to speak.
Seeing none, Chairman Ellis closed the public hearing at 6:36 p.m.
Commissioner Owens inquired if the number of drive-through eating establishments was
requested by the applicant or the City.
Michael Warrix stated that the request to change the number from three drive-throughs
to up to six was stated in the application and had staff approval. Currently there are two
drive-through restaurants and if they are allowed three more that would make a total of
five (5) drive-throughs with a possibility of one more at a future time.
Commissioner D. Brown requested clarification on if the maximum number of drive-
throughs were to be changed to six if it would be possible for one building to have a drive-
through on each side.
Michael Warrix stated that could be a possibility, however, it would be difficult with the
configuration and size of buildings at are presented at this time.
There were no further questions or comments presented by the Commission.
Commissioner D. Brown made a motion to recommend approval of Planned Development
Case No. 22-01-PD to amend Chapter 84, Section 4.2.1.2 of the City of Euless Unified
Planning and Zoning Commission Minutes Page 3 of 4 June 21, 2022
Development Code with the condition to only allow up to five (5) drive-through eating
establishments with Block A of the Glade parks development.
Vice Chairman Portugal seconded the motion. The vote was as follows:
Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: C.
Brown, D. Brown, Dunckel, and Owens.
Nays: None
Abstention: None
Chairman Ellis declared the motion carried. (6-0-0)
ITEM 3. PUBLIC HEARING FOR CASE NO 22-04-CC AND RECOMMENDED AN
ORDINANCE
Chairman Ellis opened the public hearing at 6:41 p.m.
City Attorney Rachel Raggio presented the case to the Planning and Zoning Commission
and advised that the proposed ordinance would establish a formal short-term rental
program for the City of Euless. The intent of the proposed ordinance would provide a
procedure to allow the rental of private residences to visitors on a short-term basis, while
ensuring that such rental uses do not create adverse impacts within the residential
neighborhoods in which they are located.
Staff recommends approval.
Chairman Ellis asked in there were any proponents/opponents that wished to speak.
Seeing none, Chairman Ellis closed the public hearing at 6:47 p.m.
Chairman Ellis inquired if this request was similar to other surrounding cities and if cities
were to ban short-term rentals, could they find themselves in lengthy and costly legal
suits.
Rachel Raggio confirmed.
There were no further questions or comments presented by the Commission.
Commissioner D. Brown made a motion to recommend approval of Case No. 22-04-CC
for the proposed ordinance regulating the use and operation of short-term rental
properties within the city of Euless, amend Chapter 30 (Fees)to provide for administrative
fees associated with the permitting and inspection of short-term rental properties and
amending Section 84-84 (permitted Uses Table and 84-85 (Special Conditions by Use
Type) of the Unified Development Code.
Commissioner Dunckel seconded the motion. The vote was as follows:
Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: C.
Brown, D. Brown, Dunckel, and Owens.

ITEM 4. PUBLIC COMMENTS
Director of Planning and Economic Development Warrix introduced Lisa Payne, the new
Senior Planner, to the Commission.

There being no further business, the meeting was adjourned at 6:49 p.m.
