A RESOLUTION RECOMMENDING AWARD OF A CONTRACT
FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROJECT NO. B10- UC -48- 0001 -22 -50 TO HALL ALBERT
CONSTRUCTION COMPANY, BENBROOK, TEXAS IN THE
AMOUNT OF $187,978.00 FOR THE REPLACEMENT OF
SANITARY SEWER MAIN IN THE OAKWOOD TERRACE WEST
ADDITION, EULESS, TEXAS.
WHEREAS, the City Council of the City of Euless, Texas does hereby
recommend the award of contract for CDBG Project No. B10- UC -48- 0001 -22 -50
to Hall Albert Construction Company, Benbrook, Texas in the amount of
$187,978.00 for the replacement of the sanitary sewer main in the Oakwood
Terrace West Addition; and
WHEREAS, CDBG Project No. B- 10- UC -48- 0001 -22 -50 consists of the
replacement of approximately 1,973 linear feet of sanitary sewer main along
Pauline Drive, Bayless Drive, and Jones Street in the Oakwood Terrace Addition
using trenchless technology and open trench methods; and
WHEREAS, the construction funds available through Tarrant County for
this project are $323,922.95; and
WHEREAS, Staff has reviewed the bid tabulation and based on
supporting documentation from Elliott and Hughes, Inc. (Exhibit "A "),
recommends that Tarrant County award the contract to the low bidder, Hall Albert
Construction Company, Benbrook, Texas;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EULESS, TEXAS, THAT:
Section 1. The City of Euless, Texas City Council recommends award
of a contract to Hall Albert Construction Company, Benbrook, Texas for the the
replacement of the sanitary sewer main in the Oakwood Terrace Addition
(Pauline, Bayless, Jones ) in the amount of $187,978.00 of which Tarrant County
Community Development will pay the full amount
Section 2. This Resolution shall take effect immediately from and after
its passage in accordance with the Charter of the City of Euless and upon
publication, and it is accordingly so resolved.
APPROVED at a regular meeting of the Euless City Council on the 11th
day of January 2011 by a vote of 7 ayes, 0 nays, and 0 abstentions.

Dear Mr. Harts:
Our firm completed the civil engineering design, construction plans, and prepared
contract documents for the above captioned improvements. An official
"Advertisement for Bid Notice" was published and the plans and documents were
available from Tarrant County Community Development and were on file in area
plan rooms, our offices, and in the Engineering Department of the City. Sealed
bids for the construction were received in the offices of Tarrant County Community
Development, at 9:30 o'clock A.M. on Wednesday, November 3, 2010.
Three (3) sealed bids were submitted. The low bid of $187,978.00 was submitted
by Hall Albert Construction of Benbrook, Texas, with the high bid of $215,839.87
submitted by W. Brown Enterprises of Durant, Oklahoma. A copy of the Bid
Summary is enclosed for your information and file. The engineer's estimate for the
construction was $202,200.00.
We submit that a recommendation be made to Tarrant County Commissioner's
Court to award the contract to Hall Albert. The completion time was set in the
documents at 75 calendar days.
Funds are available for construction of this project through Tarrant County in the
amount of $323,922.95. Accordingly no monetary participation is required by the
City of Euless. The difference between funds available and funds actually
expended will be credited to the City of Euless account for the 38th year CDBG
Entitlement.
Our firm, Tarrant County, and the staff of the City of Euless have worked with Hall -
Albert on numerous sanitary sewer rehabilitation projects. They are one of the
pioneers of the trenchless technology methods for line replacement in the
Metroplex. They are also familiar with the area where this project is located; having
completed two (2) other projects in the Oakwood Terrace West Addition.

Representatives of Hall Albert advised us that they were satisfied with the unit
prices bid, their total bid, and the established completion time. They look forward to
working with the City, Tarrant County, and our firm in the successful completion of
this project.
