Called Meeting
Euless City Council
May 25, 1957
The City Council met in a special session
called by the Mayor for May 25, 1957, at 7:30 p.m.
Councilman present were G. L. Anders, J. S.
Anderson, S. H. Cadenhead, Paul Horton, and W. 0. Murray. Also present was
City Secretary T.A. Kennard.
Meeting with the Council were Messrs. W. A.
Elliott, Curtis McCaffety, and M. R. Tuggle. Messrs. McCaffity and Tuggle
were interested in a garbage disposal permit. ?1r. E I I i ott as engineer
representing the Wisenbaker interests.
The primary purpose was to consider the
approval and adoption of Ordinance No. 75 and Ordinance No. 76.
Under old business, a motion was offered
by Councilman Anderson, seconded by Councilman Murray, that Ordinance No.
76, an amendment to Ordinance No. 74, Traffic Code Ordinance, be approved
and adopted. The motion was adopted by a vote of 4 ayes and one nay.
Councilman Cadenhead opposing.
Councilman Cadenhead offered a motion,
seconded by Councilman Murray, that the City send two Councilmen, expenses
paid, to Austin, Texas to appear before the proper authorities and protest
the action of the State Highway Department, locally, concerning the speed
limits through the City of Euless on Highway 183. The motion was adopted
by a vote of four for and one against. Councilman Anderson opposed the
action. Incident to the adoption of the motion, the Mayor appointed
Councilmen Cadenhead and Anders to pursue the necessary steps in carrying
out the provision of the motion.
A motion by Councilman Cadenhead, seconded
by Councilman Anderson, proposed that Ordinance No. 75, amending subsection
C of Section 12, of Ordinance No. 33 be approved and adopted. The motion
was adopted by unanimous vote .
Under new business the following motions
were offered:
Councilman Anders offered a motion,
seconded by Councilman Murray, that the City Council authorize the City
Secretary to pay Circle Communications Company $181.00 (one hundred eighty-
one dollars) representing the balance due on two -way radio equipment now in
use on the car of the Chief of Police of the City of Euless. This check
representing the amount paid for the equipment less $29.00 due the City from
Chief of Police Stapleton. The two -way radio to become the property of the
City of Euless and to be removed from one car to another in the event there
is a change in police chiefs. The motion was approved by unanimous vote.

A f i f t h motion was offered by Councilman
Anderson, seconded by Councilman Cadenhead, that the City bear the expense
of having both sides of the car used by Chief of Police lettered: POLICE
and under, EULESS. The letters to be either placed directly on the car or
made up in such a way that they w i I I make a sign which can be suspended
from the windows of the car. The letters also to be of a conspicuous
size at a reasonable distance and to be displayed at all times when the
car is being used for official police duty. The motion was- adopted by
unanimous vote. The City Secertary volunteered to secure the letters and
assist the Chief of Police in arranging them for use. Councilman Anders
was requested by the Mayor to discuss the matter with Mr. Stapleton.
On a motion by Councilman Cadenhead,
seconded by Councilman Horton, the City Secretary was instructed to write
letters to owners -of trailer houses advising them that it is contrary to
Ordinance•No. 28, Section 6, Paragraph 8, of the building code of the City
of Euless, to use a trailer house for living purposes on any lot within the
city limits of Euless and any use of a trailer house for dwelling purposes
constitutes a violation of the law punishable by a fine from $5.00 to
$100.00. However, such trailer houses can be used for dwelling purposes
when parked in an approved trailer court. The motion was adopted by
adopted by unanimous vote.
Councilman Cadenhead further proposed,
by motion, with a second from Councilman Anders, that the City Secretary
be authorized to notify property owners they are required under the health
and fire ordinances to keep lots, whether occupied or vacant, clean of weed
to I I grass and any and a I I health detriments or f i re hazards. Adopted by
unanimous vote.
Councilman Cadenhead offered a motion, with
a second from Councilman Murray, that Attorney Gleeson be asked if the City has
any specifications regarding the curbing and guttering of streets in commercial
and industrial areas. And, if not, please prepare such an ordinance for the
City. This motion also was adopted by unanimous vote.
On a final motion by Councilman Cadenhead,
seconded by Councilman Anders, Attorney Gleeson was requested to prepare an
ordinance requiring door -to -door peddlers or salesmen to secure a permit from
the City Secretary (identifying card to be issued by the Secretary) before
such agent or salesman could operate in the City. Adopted by unanimous vote.
The Mayor advised Messrs. McCaff i ty and
Tuggle that it would be necessary for them to submit applications in writing
to the City Secretary regarding a permit to collect garbage within the City.
