HomeMy WebLinkAbout2015-04-14 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, April 14, 2015 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:00 p.m. on Tuesday, April 14, 2015, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Linda Eilenfeldt, Council Members Jeremy Tompkins, Eddie Price, Harry Zimmer, and Perry Bynum. Council Member Tim Stinneford arrived at 4:06 p.m. During the Precouncil meeting: D Mayor Pro Tern Linda Eilenfeldt stated that she, Council Member Eddie Price, and Deputy City Manager Bob Freeman attended a recent Meals on Wheels event and learned that 78 Euless residents are currently provided daily meals. She commended Council Members Perry Bynum and Harry Zimmer as well as Police Chief Mike Brown and Recreation Assistant Ofa Faiva-Siale for representing the City at the retirement of Trinity High School football coach Steve Lineweaver. She also praised the Public Works Department for their work on the recently completed sidewalk on the north side of Harwood Road at FM 157. D Council Member Perry Bynum stated that Coach Lineweaver means a lot to him personally and mentioned the impact he has had on the community. D Council Member Jeremy Tompkins advised that he attended the Texas Trash Off and Community Work Day at the Villages of Bear Creek Park on Saturday, April 11, 2015, where he helped serve hot dogs to volunteers who picked up trash throughout the park, cleaned the park grills, and painted picnic tables. D City Manager Loretta Getchell advised that staff is conducting a trial run of new audio equipment to record the Precouncil session. Additionally she asked staff to provide updates on several topics: • Communications and Marketing Manager Betsy Deck stated that 14 volunteers helped to offload material from 156 cars during the Household Hazardous Waste Collection Day. • Library Administrator Sherry Knight reported that the Euless Library Foundation (ELF) raised $1,530 during the annual library book sale and thanked Kathy Conlin who heads the book sale committee for ELF. • Director of Public Works Hal Cranor advised that the Trinity GAP Club raised $12,000 during the GAP Club Walk-a-Thon for the Animal Shelter. • Director of Parks and Community Services Ray McDonald stated that approximately 100 volunteers helped clean up trash during the Texas Trash Off and Community Work Day. • Police Chief Brown advised that 140 pounds of prescription medications were collected during the Drug Take Back event. Council Minutes Page 2 of 9 April 14, 2015 > GIS Manager David Allen presented the Emergency GIS Response Team update and discussed the purpose of the team and detailed the number of people and counties the team serves. Discussion ensued regarding utilizing GIS after a natural disaster such as Hurricane Katrina or a disaster such as the explosion in West, Texas. Council Member Bynum commended David for his work throughout the years at both the regional and state levels. ➢ Director of Parks and Community Services McDonald presented the trail marker signs update where he provided an overview of the signs in progress and how they will be placed along the trails as well as improvements to emergency response in the parks. He estimated that the sign installation will begin in approximately one month. Discussion ensued regarding the placement of different colored signs. ➢ Recreation Manager Suzanne Hendrickson presented the Arbor Daze update and stated that the Parks and Community Services Department will give away 3,500 trees to attendees. She discussed the musical acts during the event as well as other activities including the Kiddie Carnival, Home Depot Kidz Zone, and the petting zoo. Arbor Daze will be held Friday, April 24, 2015, from 5:00 to 10:00 p.m. and Saturday, April 25, 2015, from 9:00 a.m. to 10:00 p.m. ➢ Municipal Courts Manager Teresa Alexander provided an update on the Great Texas Warrant Round-up held March 7 through March 15, 2015. She reported that 1,240 warrants were cleared resulting in approximately $220,000 collected with an average cost per warrant of approximately $400. Discussion ensued regarding the warrant round-up process. ➢ Police Lieutenant Brandon Zachary presented the code update and introduced new code officer George Paongo. He provided an update of the sign ordinance. Discussion ensued regarding human signs and prohibited signs. > Director of Planning and Economic Development Mike Collins presented the development update, including commercial development at Glade Parks and a concept for an assisted living center on Glade Road. Discussion ensued regarding the proposed assisted living center at the corner of Glade Road and State Highway 360. > Director of Public Works Cranor presented the quarterly Public Works update and provided details of an upcoming HA5 asphalt street resurfacing treatment project occuring April 29, 2015 through May 2, 2015, treating 70,000 square yards. A mass mailing has gone out to affected residents and the Public Works Department will be distributing project information flyers door-to-door. Additionally, the Public Works Department has coordinated with the school districts, trash service, and are addressing the issues of any citizens with special needs. Council Minutes Page 3 of 9 April 14, 2015 Discussion ensued regarding the cost of slurry seal versus the HA5 treatment, emergency response needs, and how the streets were chosen for the treatment. D Finance Director Janina Jewell presented the financial update and advised the City Council that sales tax collection is down 13.74 percent over the same month last year and up 4.43 percent year to date. Car rental tax was up three percent for the month and one percent year to date. Collections are for the period ending February 28, 2015. D Director of Public Works Cranor provided the water update and advised that local reservoirs are at 76.5 percent versus 71.4 percent one year ago and 61.8 percent three months ago. Richland Chambers reservoir is at 77.7 percent versus 72.7 percent one year ago and 62.7 percent three months ago. Cedar Creek reservoir is at 100 percent capacity versus 81.4 percent one year ago. The Fort Worth reservoir is at 76.5 percent today and the Dallas reservoir is at 81.6 percent. D City Manager Getchell provided the transportation update and stated that the traffic committee has reviewed requests to create eastbound and westbound dedicated right turn only lanes at the intersection of Mid-Cities Boulevard and Main Street and has recommended the change be made. The change does not require Council approval. D Assistant City Manager Chris Barker provided an update on the Water Forum held Thursday, April 2, 2015, and advised of a pilot program offered by the Tarrant Regional Water District (TRWD) which would allow residents to receive an irrigation audit at no cost to the homeowner or City. D City Manager Getchell reviewed the regular agenda. CLOSED SESSION The City Council convened into closed session at 6:16 p.m. for deliberation regarding the following: Seek legal advice from the City Attorney as authorized by Section 551.071 related to: • Clinnetta W. PRESENTATION OF EMPLOYEE SERVICE PINS Council Minutes Page 5 of 9 April 14, 2015 Fire Chief Wes Rhodes introduced Firefighter II Jarrod Goodman. Jarrod was accompanied by his wife, Audrey, his daughter, Georgia, son, Jayce, and members of the Fire Department. Mayor Pro Tern Eilenfeldt presented Jarrod with a service pin commemorating his 10 years of service with the City. Fire Chief Wes Rhodes next introduced Firefighter II Shawn Soule. Shawn was accompanied by members of the Fire Department. Mayor Pro Tem Eilenfeldt presented Shawn with a service pin commemorating his 10 years of service with the City. Fire Chief Wes Rhodes next introduced Firefighter Aaron Schmidt. Aaron was accompanied by members of the Fire Department. Mayor Pro Tem Eilenfeldt presented Aaron with a service pin commemorating his 10 years of service with the City. Deputy City Manager Bob Freeman introduced Fleet and Facility Services Administrator Kyle McAdams. Kyle was accompanied by his wife, Jill, and his son, Justin and his girlfriend, Christina, son, Christopher and his girlfriend, Amber, granddaughter, Mackenzie, and members of the Fleet and Facility Services Department. Mayor Martin presented Kyle with a service pin and clock commemorating his 25 years of service with the City. Police Chief Mike Brown introduced Corporal Jerry Cook. Jerry was accompanied by his wife, Noriko, and members of the Police Department. Mayor Martin presented Jerry with a service pin commemorating his 30 years of service with the City. ITEM NO. 2. PRESENTATION OF LIFE SAVING AWARD Police Chief Brown introduced Corporal Chuck Skiles. Chuck was accompanied by his wife, Debbie, stepson, Jeff, family friend, Tanya, and members of the Police Department. Chief Brown described the event that led to Corporal Skiles being recognized. Mayor Martin presented a Life Saving Award to Corporal Skiles for administering CPR to a woman while waiting for paramedics to arrive. ITEM NO. 3. PRESENTATION OF PROCLAMATION Council Member Tompkins presented a proclamation to Parks and Community Services Director Ray McDonald, proclaiming April 24, 2015, as Arbor Day. ITEM NO. 4. PRESENTATION OF PROCLAMATION Council Member Bynum presented a proclamation to Cindy Hammond proclaiming the month of April 2015 as National Autism Awareness Month. Ms. Hammond announced that the 'Walk Now for Autism Speaks" walk will be held on Sunday, September 27, 2015 and stated that it is not too late to "light it up blue" for Autism Awareness in April. ITEM NO. 5. PRESENTATION OF TEXAS COMPTROLLER LEADERSHIP CIRCLE PLATINUM AWARD Council Minutes Page 6 of 9 April 14, 2015 Finance Director Jewell presented the Texas Comptroller Leadership Circle Platinum Award and stated that the award is given to local governments who strive to meet a high standard of financial transparency online. The Platinum Award is the highest of four levels awarded and has been awarded to 18 entities so far this year. CONSENT AGENDA Mayor Martin asked Assistant City Manager Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 6 and 7. Mayor Pro Tem Eilenfeldt seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Eilenfeldt, Council Members Stinneford, Tompkins, Price, Zimmer, and Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 6. AUTHORIZED PURCHASE OF A PASSENGER TRANSPORTATION BUS Authorized the purchase of a 25 passenger transportation bus for the Parks and Community Services Department from National Bus Sales, 15580 Texas 114, Justin, Texas, through the Houston-Galveston Area Cooperative Purchase Program (HGAC). This purchase is for the replacement of unit #653, a 2001 Ford/Goshen Coach and was approved as part of the FY2015 budget. The estimated expenditure of $98,072 is greater than the budgeted expenditure of$78,000. ITEM NO. 7. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of March 24, 2015. REGULAR AGENDA ITEM NO. 8. AUTHORIZED CITY MANAGER TO EXECUTE AN INTERLOCAL AGREEMENT BY AND BETWEEN THE CITY OF EULESS AND CITY OF BEDFORD Assistant City Manager Barker stated that the Interlocal Agreement with the City of Bedford is for the development of land located along the common boundary of Euless and Bedford which is proposed to be developed as a unified development with a portion of the development in each city. The properties to be developed encompass approximately 14.5 total acres with approximately six acres located in Bedford and approximately 8.5 acres located in Euless. Council Minutes Page 7 of 9 April 14, 2015 The agreement describes the duties and responsibilities between the two cities in matters such as platting, zoning, sales tax revenues, property tax, infrastructure, building plans review, permits, inspections, law enforcement, and fire protection and prevention. Mayor Pro Tem Eilenfeldt motioned to authorize the City Manager to execute an Interlocal Agreement by and between the City of Euless and the City of Bedford for the development of land located within Euless and Bedford. Council Member Zimmer seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Eilenfeldt, Council Members Stinneford, Tompkins, Price, Zimmer, and Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 9. APPROVED CHAPTER 380 AGREEMENT BY AND BETWEEN THE CITY OF EULESS AND HARWOOD AND MAIN, LTD AND AUTHORIZED CITY MANAGER TO EXECUTE THE AGREEMENT Assistant City Manager Barker informed the City Council that the Chapter 380 Agreement between the City of Euless and Harwood and Main, Ltd., provides a financial incentive related to a major remodel and expansion of the Kroger Signature store and Harwood Crossing Shopping Center located at the southeast corner of Harwood Road and North Main Street. The Kroger Signature store will be expanded and renovated from its current 47,000 square feet to approximately 74,500 square feet and an exterior renovation of the southern section of the shopping center will be completed. This agreement provides for a 10 year period of time that 100 percent of the new property taxes that are collected above the amount that was being generated before the improvements were completed be rebated to Harwood and Main, Ltd and 50 percent of the new one cent general sales tax revenues collected above the amount being collected before the improvements were completed will be rebated as well. The 10 year period of time will not begin until after the final inspections of these improvements have been performed by the City. Council Member Zimmer motioned to approve a Chapter 380 agreement by and between the City of Euless and Harwood and Main, Ltd. and authorized the City Manager to execute the agreement. Council Member Stinneford seconded the motion. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO. 15- 04-CC Director of Planning and Economic Development Collins presented the item to the City Council. He explained that the Pride of Texas Music Festival is partnering with iT'Z for the second year in a row for a festival to be held Saturday, May 9, 2015 through Friday, May 15, 2015. A 40 foot by 80 foot tent will be erected behind iT'Z for a daily rotating schedule of bands, choirs, and orchestras from elementary, middle schools, and high schools between 9:00 a.m. and 6:00 p.m. Participants will have use of iT'Z food and facilities during the event. Council Member Tompkins motioned to approve the Temporary Use Permit No. 15-04-CC for the Pride of Texas Music Festival to be held on Euless Towne Center property, 1201 W. Airport Freeway, Euless, Texas, Saturday, May 9, 2015 through Friday, May 15, 2015. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Eilenfeldt, Council Members Stinneford, Tompkins, Price, Zimmer, and Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 11. APPROVED SITE PLAN NO. 14-14-SP Director of Planning and Economic Development Collins presented the item to the City Council and advised that the applicant, Ferguson Plumbing Supply, is seeking to construct an additional 29,938 square feet of interior storage for their location on West Euless Boulevard. The City Council previously approved a Planned Development ordinance on March 24, 2015, related to this property with provisions regarding masonry requirements for any new construction. The new addition would be constructed as an extension to the primary structure. The Planning and Zoning Commission considered this site plan at their regular meeting of April 7, 2015 and voted to recommend approval with a vote of 7-0-0. Council Member Tompkins inquired about current and new elevations and building materials for the new addition. Mr. Collins stated that the new addition will not be visible from a public right of way and will be constructed out of metal building materials per the previously approved Planned Development ordinance. Council Member Bynum motioned to approve Site Plan No. 14-14-SP for commercial development to be located on Ferguson Addition, Block 1, Lot 1, and John A. Groves Survey, Portions of Tracts 3G, 3K, and 3K1, 2683 West Euless Boulevard. Council Member Stinneford seconded the motion. ITEM NO. 12. PUBLIC COMMENTS Dad Easton, 1005 Fayette Drive, Euless, complimented the City Council and the Finance Department for their award for transparency. Mr. Easton stated that he was watching the meeting online on his phone during the meeting and thought it was a good tool for families of those being honored to view the meeting. He expressed his desire that the audio that was recorded during the Precouncil session be uploaded online soon and highlighted information he would like to see online including purchase card transactions and electronic transfers. ITEM NO. 13. REPORTS City Manager No report given. City Attorney No report given. City Council Council Member Bynum welcomed Euless resident Iris Elliott back to the Council meetings. Mayor Martin announced that early voting for the May 9, 2015 general election begins on Monday, April 27, 2015 for Council, Place 5 and Council, Place 6. She introduced Place 5 incumbent Harry Zimmer and acknowledged George Moore who was not in attendance and introduced Place 6 incumbent Perry Bynum and acknowledged Tim St. Clair who was not in attendance. She announced that the next City Council meeting will be held Tuesday, April 28, 2015, in the Council Chambers at City Hall. ITEM NO. 9.
