HomeMy WebLinkAbout2022-02-19 Mid-Winter WorksessionCITY OF EULESS CITY COUNCIL MID -WINTER WORKSESSION FEBRUARY 19, 2022 TEXAS STAR CONFERENCE CENTER EULESS,TEXAS Mayor Martin called the worksession to order at 8:30 a.m. at the Texas Star Conference Center in Euless, Texas. Those present included: Mayor Linda Martin Mayor Pro Tern Tim Stinneford Council Member Jeremy Tompkins Council Member Eddie Price Council Member Perry Bynum Council Member Harry Zimmer City Manager Loretta Getchell Deputy City Manager Chris Barker Assistant City Manager Wes Rhodes Director of Finance Janina Jewell City Secretary Kim Sutter Parks and Community Services Director Ray McDonald (a.m. only) Absent: Council Member Tika Paudel _Guest: Sam Jones, GSBS (8:37 a.m. to 9:03 a.m.) City Manager Loretta Getchell welcomed everyone. Parks Update Parks and Community Services Director Ray McDonald introduced Sam Jones, Landscape Architect, GSBS Architects. Mr. Jones presented the update of the design plan for Wilshire Park and addressed questions from the City Council. Parks and Community Services Director McDonald continued the Parks update. He advised of the status and plans for Blessing Branch Trail Connection improvements; renovations for the offices at the Parks at Texas Star North for the park projects; Carr Park Trail Connection; Kiddie Carr Park; Parks at Texas Star (PATS) Phase VIII; lighting upgrades at PATS, aquatic parks updates; South Euless Park reconfiguration; marque signs; added amenities, including pickleball courts, rugby, disc golf, and sand volleyball courts. Capital Improvements Plan Deputy City Manager Chris Barker reviewed the Capital Improvements Plan projects, including the construction of Fire Station No. 1; street reconstruction; status of water wells and process to bring back online; Council Mid -Winter Worksession Minutes Page 2 of 2 February 19, 2022 City Manager Getchell advised the Council of the funding needs for facility upgrades, including renovations to the Police and Courts building and Fire Station No. 2. Additionally, she advised the Council of the status of the improvements to Heritage Avenue and advised that the project was not funded in the County Bond Project, however, other County funding options might be available. The Council was advised that the solid waste and recycling franchise agreements are set to expire in 2023. Staff will evaluate the options including entering into negotiations with the existing providers. FY 2021-2022 Financial Update Finance Director Janina Jewell reviewed the financial update for fiscal year 2022 and stated that the City is in a strong financial position going into the the next budget season. Development Update City Manager Getchell provided a development update related to the Watercolors development and advised that the developer is requesting substantial incentives. Additionally, she provided updates related to the parking lot lighting for two businesses as well as continued redevelopment in the southern portion of the city (Cresthaven and Urban Logistics).
