HomeMy WebLinkAbout2022-06-27 Work SessionBUDGET WORK SESSION OF THE EULESS CITY COUNCIL June 27, 2022 A budget work session of the Euless City Council was called to order at 5:38 p.m. by Mayor Linda Martin on Monday, June 27, 2022, in the precouncil meeting room of the Euless City Hall, 201 North Ector Drive, Euless, Texas. Those attending included: Mayor Linda Martin Mayor Pro Tem Eddie Price Council Member Tim Stinneford Council Member Jeremy Tompkins Council Member Perry Bynum Council Member Harry Zimmer (arrived at 6:06 p.m.) Council Member Tika Paudel City Manager Loretta Getchell Deputy City Manager Chris Barker Assistant City Manager Wes Rhodes City Secretary Kim Sutter Finance Director Janina Jewell Assistant Finance Director Jackie Theriot Budget — Treasury Manager Diana Ayala Accounting Manager Ross Fairclo Deputy City Manager Barker outlined the purpose of the budget worksession. He advised that staff is proposing the reallocation of the American Rescue Plan Act (ARPA) funds to fund additional water and wastewater projects in Fiscal Year 2023. The funds were initially dedicated to the drilling of a third water well. Deputy City Manager Barker reviewed the preliminary Capital Improvements Program (CIP) for FY2023 and reviewed the proposed projects including funded drainage, street, water, wastewater, and - Texas Star Complex Phase VII - Entry monument sign program - Redevelopment - Municipal Plaza Projects Phase II - EDC Incentive Fund other projects, including: - EDC Contingency - Midtown Development - ADA/TAS facility improvements - Fire Station No. 1 construction - Texas Star Golf Course (TSGC) miscellaneous improvements - Texas Star Slope Wall Protection Phase I Budget Worksession Minutes Page 2 of 2 June 27, 2022 - Bear Creek Elementary School drainage channel improvements - East Harwood Road extension - FY 2022 street improvements - Miscellaneous park improvements - FY 2022 Roof Replacement and Preventative Maintenance - Park irrigation projects - Blessing Branch Park Improvements - Senior Center Canopy CDBG-CV - ADA Improvements to Mid -Cities / Cheek Sparger and SH 121 intersection Deputy City Manager Barker reviewed the unfunded projects including the priority rankings for each. City Manager Getchell and Deputy City Manager Barker addressed questions from the City Council related to the topics discussed.
