HomeMy WebLinkAbout65-107 09-14-1965RESOLUTION NO. 107 WHEREAS, the City of Euless has acquired Midway Park and anticipates the acquisition of additional park sites and facilities, and WHEREAS, the City of Euless has contracted with the Hurst- Euless- Bedford Independent School District to conduct summer recreation programs on public school sites located in and about the City of Euless, and WHEREAS, the City of Euless has determined that a policy of park operation should be adopted and made a matter of public record; NOW, THEREFORE, BE IT RESOLVED BY THE EULESS CITY COUNCIL: SECTION I: CITY RECREATION DIRECTOR, There shall be employed by the City a City Recreation Director who shall, with the advice and counsel of the City Recreation Board, formulate, operate and maintain a municipal recreation program for the citizens and youth of the City of Euless. The City Recreation Director shall be selected by the City Manager. In the absence of the City Recreation Director, the City Manager or his duly authorized representative may perform the various duties and policies set forth in this Resolution. SECTION II: RESERVATION OF FACILITIES. Municipally owned or controlled ball diamonds, tennis courts and swimming pools must be reserved in advance with the City Recreation Department which has the responsibility for operation of the City Recreation Program and the scheduling thereof. Item V- Council Minutes September 14, 1965 SECTION III: FEES FOR BALL DIAMONDS. There shall be charged in advance a $5.00 maintenance fee for each reservation of a municipally operated ball diamond. There shall be an additional advance fee charge of $2.00 per hour for light expenses at Midway Park ball diamond and $4.00 per hour for light expenses at the Bell High School ball diamond. SECTION IV: RESERVATION OF SWIMMING POOLS AND FEES THEREFOR, Midway Park pool may be reserved for private parties of forty (40) persons or less at other than regular hours of operation. The City life guards must be on duty continuously during such use. The pool shall be closed promptly at 12:00 p.m. The pool will not be reserved on Wednesday and Sunday evenings. A reservation fee of $15.00 per hour shall be paid in advance to the City. Five or more responsible adults shall be present continuously during such use. The City Recreation Director or his duly authorized representative shall have broad discretion in determining proper use of municipal swimming pools. SECTION V. TENNIS COURTS. Municipally owned or controlled tennis courts may in the discretion of the City Recreation Director be reserved for private dances by parents of teenagers who reside in the City of Euless. Three responsible adults must make the reservation with the City Recreation Department and be present continuously during such use of municipally owned or controlled tennis courts. No foreign or slick substances shall be applied to the surface of tennis courts without express consent of the City Recreation Director. There shall be charged in advance a $2.00 per hour use fee for the reserva- tion of tennis courts for such purposes. SECTION VI. LIABILITY OF PERSONS RESERVING FACILITIES. Persons reserving municipal recreation facilities shall agree in writing to save and hold the City harmless from any and all claims, suits, and demands asserted against City as a result of such use. Defective or damaged equipment and facilities must be reported forthwith to City by persons reserving facilities. SECTION VII, ALCOHOLIC BEVERAGES PROHIBITED. Alcoholic beverages are prohibited in City parks, playgrounds and pools. Persons violating this rule will be required to leave the recrea- tion area forthwith and may in the discretion of the City Recreation Director be prohibited from future use of City park facilities. SECTION VIII. RESPONSIBILITY FOR DAMAGE TO FACILITIES. City shall be reimbursed by the responsible parties for all damages inflicted to municipal recreational facilities. A written acceptance of responsibility shall be executed upon reservation of municipal facilities. SECTION IX. FUND RAISING ACTIVITIES MUST BE EXPRESSLY AUTI-DRIZED BY THE CITY COUNCIL. No person, group or organization shall reserve or make use of City recreation facilities for fund raising activities or gain without express consent of the Euless City Council. • SECTION X.
