WHEREAS, City Councilman Billy Owens was first elected to
serve on the Euless City Council in April, 1961, and
WHEREAS, City Councilman Owens Was regularly and faithfully
attended Council meetings and performed those duties assumed by him
upon acceptance of the responsibilities of Councilmen;
WHEREAS, Councilman Owens has made personal sacrifice in
terms of time, effort and energy expended on behalf of Euless muni-
cipal business and affairs, and
WHEREAS, Councilman Owens has met with honor and honesty
the difficult decisions required of public servants, in every instance
voting by conviction, in spite of criticism inherent in civic and
community service, and
WHEREAS, during his period of service the City of Euless has
made rapid strides in effecting improved and increased municipal ser-
vices, including, but not limited to the adoption of a City Managerial
form of government, the adoption of a Home Rule Charter, the accomplish-
ment of substantial progress toward acquisition of City owned water and
sewer systems and presentation to the voters of Euless their first muni-
cipal street improvement bond proposal, and
WHEREAS, Councilman Owens is in April, 1965, retiring from ser-
vice as City Councilman for the City of Euless, and
WHEREAS, Councilman Owens has served the people of Euless with
dedication, sincerety and a great sense of public responsibility,
NOW, THEREFORE, BE IT RESOLVED by the Euless City Council elect
of April, 1965, that public tribute be paid and gratitude expressed to
Councilman Owens for his devotion to the City of Euless and that this
Resolution be spread upon the minutes of this regular council meeting on
this 13th day of April, 1965.
