HomeMy WebLinkAbout2022-09-27MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, September 27, 2022 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, September 27, 2022, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry Zimmer, and Tika Paudel. Mayor Pro Tern Eddie Price was absent from the meeting. During the Precouncil meeting: ➢ Council Member Tompkins advised that he and his wife, Lori Tompkins, represented the City of Euless in the GrapeFest Annual Mayoral GrapeStomp and were presented the award for `Best Costume Depicting Your Community' for dressing as baseball players to promote The Parks at Texas Star and finished third overall in the grape stomp competition. Mayor Martin expressed her appreciation to Council Member Tompkins for representing the City at the event. ➢ Council Member Zimmer advised that he attended the Euless Library Foundation (ELF) Murder in the Stacks fundraising and enjoyed observing the interactions of the guests as they worked to solve the mystery. Mayor Martin also attended the ELF fundraiser and advised that there have been a number of new people that have joined the ELF. Library Director Sherry Knight announced that the ELF recognized Mrs. Diana Zimmer as a director emeritus. ➢ Mayor Martin expressed her appreciation to the nurses who cared for her husband while he was in a rehabilitation facility. She advised that most were from Nepal and cared for Don in a kind, gentle, and professional manner. Additionally, she recognized those who attended the CWD Driver Appreciation Luncheon, and those who attended and helped host the City of Euless Employee 2022 Retiree and Quarter Century Dinner. ➢ Council Member Paudel expressed his appreciation to the Library staff for their assistance with the Non -Resident Nepali Association Regional Spelling Bee held Saturday, September 3, 2022. Additionally, he expressed his appreciation to Assistant City Manager Wes Rhodes for his assistance with helping a local business with their concerns. Council Minutes Page 2 of 8 September 27, 2022 ➢ City Manager Loretta Getchell expressed her appreciation to Council Member Paudel for representing the City of Euless at the HEB Chamber of Commerce Honky Tonk event held Saturday, September 24, 2022. Additionally, she welcomed Director of Public Works and Engineering Major Jones and Fire Marshal Drew Washington to their first meeting while serving in their new roles. ➢ City Manager Getchell advised of several upcoming events: • Northeast Fire Department Association Media Night at Tarrant County College and will conduct a Mass Casualty Drill, Tuesday, September 27, 2022 • Euless Public Safety Open Houses, Saturday, October 1, 2022, 10 a.m. to 2 p.m., Police and Courts Building and Fire Station No. 3 • Flu Shots, Wednesday, September 28 and Thursday, September 29, 2022, City Hall, 9:00 a.m. to 11:00 a.m. • Euless Tongan Community Committee Family Day, Saturday, October 15, 2022, Villages at Bear Creek Park, 1 p.m. to 5 p.m. ➢ City Manager Loretta Getchell reviewed the regular agenda. ➢ Senior Planner Lisa Payne addressed the City Council regarding a proposed development to be located at the northeast corner of South Industrial Boulevard (FM 157) and South Pipeline Road and presented a site layout for the proposed development. The applicant, Leon Capital Group, was represented by Brad Secrist, Director, and Ray Abraham, Acquisition Manager. She advised that the applicant hosted neighborhood meetings with the Creek Bend Subdivision to address questions and concerns and will be submitting plans once those concerns have been evaluated. ➢ Assistant Director of Planning and Economic Development Don Sheffield and Fire Marshal Drew Washington addressed the City Council regarding the proposed amendments to the building and fire codes. They advised the proposed amendments will be presented for City Council consideration at the October 11, 2022 regular meeting. ➢ Director of Finance Janina Jewell presented the financial report for the period ending August 31, 2022. She advised that the car rental tax was up six percent compared to last year, up 53 percent year to date, and up 20 percent from three years ago. ➢ Deputy City Manager Chris Barker presented an Oncor rate case update and advised that the Oncor Steering Committee is advising to deny the proposed rate increase. A resolution will be presented for City Council approval at the October 11, 2022 meeting to deny the rate increase. ➢ Fire Chief Chanc Bennett provided a Euless Farmers Market update. PRESENTATION OF EMPLOYEE OF THE MONTH Facilities Supervisor Blake Cloud introduced Mechanic II Wesley Scott. Wesley was accompanied by Fleet and Facilities Administrative Secretary Randi Blackstock. Mayor Martin presented Wesley with a plaque commemorating his selection as Employee of the Month for October 2022. CONSENT AGENDA (items 2 through 14) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 2 through 14. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 2. AUTHORIZED THE MAYOR TO NEGOTIATE AND EXECUTE CONTRACT AND CONVEYANCE DOCUMENTS Authorized the Mayor to negotiate and execute contract and conveyance documents for the sale and exchange of properties located at Cresthaven Addition, Block 2, Lot 20, 914 Highland Drive and a portion of Ross Cannon Addition, Lot 9. ITEM NO. 3. AUTHORIZED THE CITY MANAGER TO EXECUTE CONTRACTS FOR CITYWORKS SOFTWARE Authorized the City Manager to execute contracts with NewEdge Services, LLC, 9191 Kyser Way, Suite 103, Frisco, Texas, and SHI Government Solutions, 3828 Pecana Trail, Austin, Texas, for the annual subscription, implementation, and annual hosting of Cityworks Software through The Interlocal Purchase System as approved in the FY2023 budget. AUTHORIZED PURCHASE OF PRINT AND MULTIMEDIA LIBRARY MATERIALS Authorized the purchase of library print and multimedia materials from Ingram Library Services, Inc., 1 Ingram Boulevard, La Vergne, Tennessee, through the State of Texas CO-OP Program. The estimated expenditure is $191,000. ITEM NO. 5. AUTHORIZED PURCHASE OF DIGITAL LIBRARY MATERIALS Authorized the purchase of digital library materials (e-books and e-audiobooks) from Bibliotheca, Inc., 403 Hayward Avenue North, Oakdale, Minnesota. The estimated expenditure is $70,000. ITEM NO. 6. AUTHORIZED PURCHASE OF DIGITAL LIBRARY MATERIALS Authorized the purchase of digital library materials (e-books, e-audiobooks, video, and music) from Midwest Tape, Inc., 1417 Timberwolf Drive, Holland, Ohio, for the Hoopla digital circulation platform. The estimated expenditure is $50,000. ITEM NO. 7. AUTHORIZED PURCHASE OF KITCHEN EQUIPMENT Authorized the purchase of kitchen equipment and supplies from Mission Restaurant Supply, 2524 White Settlement Road, Fort Worth, Texas, through the Texas Local Government Purchasing Cooperative also known as the Texas BuyBoard Program for the Euless Family Life Senior Center as approved in the FY2023 budget. The estimated expenditure is $53,682.46. ITEM NO. 8. AUTHORIZED CONSTRUCTION OF OUTDOOR PICKLEBALL COURTS Authorized the construction of four VersaCourt outdoor pickleball courts by Turf Green Courts of Frisco, 5030 Southern Hills Drive, Frisco, Texas, through the Sourcewell Cooperative Purchasing Agreement as approved in the FY2023 CIP Budget. The estimated expenditure is $182,910. ITEM NO. 9. AUTHORIZED PURCHASE OF SANITARY SEWER CAMERA INSPECTION SYSTEM Authorized the purchase of a sanitary sewer camera inspection system from Green Equipment Company, 2563 Gravel Drive, Fort Worth, Texas, through the Houston Galveston Area Cooperative Purchasing Program. The estimated expense is $96,924. ITEM NO. 10. AUTHORIZED PURCHASE OF TRAFFIC SIGNAL CABINETS AND DEVICES Authorized the purchase of traffic signal cabinets, school zone timers, and battery replacements from Paradigm Traffic Systems, Inc., 2201 East Division Street, Arlington, Council Minutes Page 6 of 8 September 27, 2022 Texas, through the Texas BuyBoard Program as approved in the FY2023 budget. The estimated expenditure is $312,220. ITEM NO. 11. AUTHORIZED PURCHASE OF VIDEO DETECTION AND TRAFFIC SIGNAL UPGRADE MATERIALS Authorized the purchase of video detection and traffic signal upgrade materials from Iteris, Inc., 1700 Carnegie Avenue, Suite 100, Santa Ana, California, through the Texas BuyBoard Program as approved in the FY2023 budget. The estimated expenditure is $179,787.40. ITEM NO. 12. AUTHORIZED PURCHASE OF PUBLIC SAFETY SUPPLIES Authorized the purchase of Fire Department public safety supplies through Casco Industries, Inc., 1517 West North Carrier Parkway, Suite 118, Grand Prairie, Texas, through the Texas BuyBoard Program. The estimated expenditure is $160,000. ITEM NO. 13. APPROVED RESOLUTION NO. 22-1628 Approved Resolution No. 22-1628, approving the Trinity River Authority Resolution (TRA) authorizing the issuance, sale, and delivery of Trinity River Authority of Texas (Tarrant County Water Project) Improvement Revenue Bonds. ITEM NO. 14. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of September 13, 2022. REGULAR AGENDA ITEM NO. 15. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2322 Deputy City Manager Barker advised that on April 1, 2022, Atmos filed a Rate Review Mechanism (RRM) request for an annual increase in systemwide revenue of $141.3 million. The Atmos Cities Steering Committee (ACSC) reviewed and negotiated a reduction of the company's requested amount to $115 million. The impact of the settlement on average residential rates is an increase of $4.60 on a monthly basis. The increase for average commercial usage will be $14.34. The increase will become effective October 1, 2022. Council Member Stinneford motioned to approve Ordinance No. 2322, approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corporation, Mid -Tex Division regarding the company's 2022 Rate Review Mechanism (RRM) filings. Council Member Paudel seconded the motion. APPROVED THE CIVIL SERVICE PROVISIONS AS AMENDED City Manager Loretta Getchell outlined the proposed amendments to the Civil Service Provisions as recommended by the Civil Service Commission. Amendments include substantive changes related to a pay cycle change for firefighters, amendments to the official holiday schedule, and sick leave usage as well as non -substantive revisions for the purpose of consistency and modernizing certain terms. Council Member Tompkins motioned to approve the Civil Service Provisions as amended. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 17. PUBLIC COMMENTS No public comments. ITEM NO. 18. REPORTS City Manager No report given. City Attorney No report given. City Council Mayor Martin recognized Cara Leahy White who served as legal counsel in the absence of City Attorney Wayne Olson.
