This is thrilling news, so I hope you will take the time to read the article about the budget. After so many unknowns the last two years, we are pleased to be able to restore annual funding that allows us to focus on the basics such as annual street maintenance, water and wastewater line replacement and saving for equipment replacement. This budget also allows us to fill the last position that has been open since the early days of the pandemic. Even with the tax rate reduction, we have some exciting plans included in this budget. For instance, we have the design and construction of a new Fire Station for District 2, improvements for the Police/Court building, upgrades to Wilshire Park and many improvements to our other parks. As always, we are focused on the needs of our residents as we seek to provide funding to maintain existing service levels and plan for the future of Euless. We believe this budget accomplishes those goals. awksy�viv�y FY2023 Budget Highlights The Euless City Council has approved a balanced budget for Fiscal Year 2022-23, which includes a 1.50 decrease in the property tax rate. This reduction from 47.5¢ to 460 per $100 of assessed valuation is occurring without any program or service cuts for Euless citizens. This budget provides funding to continue the day-to-day operations of the City including 24-hour police, fire and EMS service, public works, parks and recreation, library services, building inspections, code compliance and other essential In addition to providing for basic City services, the budget provides funding for the • Design and construction of a new Fire Station for District 2 • Design for the expansion and remodel of the Police and Courts Facility • Wilshire Park upgrades • New pickleball courts in Midway Park • Aquatic Park improvements • Kiddie Carr Park enhancements • Additional trail lighting • Parks at Texas Star North parking lot expansion • The replacement of wastewater lines on Cedar Hill Estates South Phase I and II, Euless Square/Aransas Drive and Trailwood Addition • The replacement of waterlines on Midway Park First Addition, Oakwood Terrace • Traffic signal upgrades and other street improvements, including Heritage Avenue • Two new Public Works Field Technicians • Changing one part-time Animal Shelter Attendant to full-time Euless Today is published by the City of Euless. 201 N. Although the City's tax rate is lower than last year, individual tax bills may fluctuate based on changes in home value, which is determined by the Tarrant Appraisal District. Using the average home value of $287,000 and the adopted tax rate of 460 per $100 of taxable valuation and applying the 20% homestead exemption, total City property taxes on the average home will be $1,056.16 this year. The average value of a home in Euless owned by a senior is $269,624. A senior with this home value along with the 20% homestead exemption and the $35,000 senior exemption, would pay $831.22 in taxes this year. lir COMMUNRY COLLEGE $ 0.1301 HOSMAL The City also has an over 65 tax ceiling, which means that senior citizens pay no more than they paid at age 65 even though the home value may change, excluding improvements. You, or your spouse, will qualify for the senior exemption and tax ceiling on the date you turn 65. To receive this benefit, you must check the appropriate exemption on the homestead exemption form and return it to Tarrant Appraisal District (TAD). To obtain the form you can call TAD at 817-284-0024 or visit www.tad.org. TAD applies the information on your form to all taxing entities, so you do not have to complete additional forms to receive senior benefits from the school district or county. You do not have to reapply each year. Water and wastewater rates are increasing due primarily to increased costs from Trinity River Authority to purchase water and wastewater treatment services. The residential base rate for water will increase $1 and the volume rate for water will increase 56¢ per 1000 gallons. The base rate for wastewater will increase $1 and the volume rate for wastewater will increase 190 per 1000 gallons. To help offset these increases, the City Council approved a 50¢ per 1000-gallon rebate from the rate stabilization fund for residential water usage up to 15,000 gallons. HOMESTEAD EXEMPTION Euless has a 20% residential homestead exemption. SENIOR EXEMPTION Euless has a $35,000 senior exemption on homes for those 65 and older. DISABLED VETERAN EXEMPTION Disabled veterans receive an exemption based on their disability rating from the branch of the armed service. 65- CEILING Innu" roperty taxes will never go above the amount paid to City of Euless that year, excluding improvements. SALES TAX REDUCTION f/4 cent of sales tax is used for Salesr lowering the property tax rate. The total tax bill also includes the school district, county, hospital district and the college district. Sales tax revenue is the second largest revenue source. Of the 8.25% sales tax rate, the State of Texas receives 6.25% and Euless receives 2%. Thanksgiving Trash Collection Schedule During the Thanksgiving holiday, normal Thursday trash and recycling collection will shift to Friday, November 25. SMALL BUSINESS SATURDAY November 26 For the past 12 years, Small Business Saturday has been designated as a day to shop at local small businesses. Shopping local is as crucial now as it has ever been. Euless merchants and restauranteurs are still struggling. And, the people who work for them are struggling too. Your favorite restaurants, retail stores or service providers need our help to stay afloat. There are various ways to order your favorite meal, whether it be takeout, curbside pickup, or delivery. Small business owners are the foundation of Euless' economy. Because these folks live and work in Euless, they understand the importance of providing excellent customer service. So, on Small Business Saturday (and every day), we encourage you to shop and dine locally. Our Euless businesses, their employees and our neighbors need your support. Shred Day Saturday, November 5, 9 -H a.m. Euless Municipal Complex 201 N. Ector Drive The Euless Small Business Association (ESBA) is sponsoring Shred Day. For two hours on Saturday morning, your unwanted papers are being accepted. This is a drive -through disposal. You don't even have to get out of your car! Bring your discarded papers and documents for shredding and recycling. Papers may contain thin metals, such as staples, paperclips or even rubber bands. Please do not bring CDs, jump drives, three-ring binders or plastic bags. You may bring up to 5 boxes per vehicle of paper in standard - size boxes (15" x 12" x 10") or paper grocery bags. For questions, please call 817-685-1821. Crud Day Saturday, November 5, 9 -11 a.m. Euless Municipal Complex 201 N. Ector Drive Safely dispose of hazardous waste from your home, such as paint, chemicals and oils. Space is limited so please only bring hazardous waste. The mobile collection unit can accept material from approximately 125 households. If the unit reaches its capacity before you arrive, you may deliver your materials to the Environmental Collection Center in east Fort Worth. You may also bring any small electrical appliances you would like to recycle like computers, radios, VCRs, stereos, clocks and hair dryers.
