PLANNING AND ZONING COMMISSION
SEPTEMBER 20, 2022
MINUTES
The pre -session meeting of the Planning and Zoning Commission was called to order by
Chairman Steve Ellis at 6:00 p.m. on September 20, 2022 in the Pre -Session Conference
Room of City Hall, 201 North Ector Drive. Those present included Chairman Steve Ellis, Vice
Chairman LuAnn Portugal, and Commission Members: Richard Barker, Curtis Brown, David
Brown, Eric Owens and Ronald Dunckel.
During the Pre -Session Meeting:

The regular meeting of The Euless Planning and Zoning Commission was called to order by
Chairman Steve Ellis at 6:30 p.m. in the Council Chambers at City Hall, 201 North Ector
Drive.

Commissioner C. Brown gave the invocation.
THE PLEDGE OF ALLEGIANCE
Vice Chairman Portugal led the pledge of allegiance.
ITEM 1. APPROVED PLANNING AND ZONING MINUTES
Commissioner Dunckel made a motion to approve the minutes of the regular meeting of
September 6, 2022.
Commissioner Owens seconded the motion. The vote was as follows:
Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker,
C. Brown, D. Brown, Owens, and Dunckel.

Nays: None
Abstention: None
Chairman Ellis declared the motion carried. (7-0-0)
ITEM 2. RECOMMENDED APPROVAL OF REPLAT CASE NO 22-03-RP
Senior Planner, Lisa Payne gave a brief description of the case. A replat is utilized to record
changes of lot lines and easements on presently subdivided property. The purpose of this
replat is to create one lot from two previously platted lots, and to correct property lines due
to the Texas Department of Transportation's (TxDOT) acquisition of the northern part of both
properties. In addition, a variable width Mutual Emergency Access, Drainage, & Utility
Easement (MEADUE) was added to provide access to State Highway 183 and Byers Street.
This property is to be developed as a combination retail building and Captain D's drive-thru
restaurant.
The Development Services Group (DSG) has reviewed and certified the application as it
meets all requirements for consideration by the City of Euless Planning and Zoning
Commission. Staff recommends approval of the replat.
Commissioner D. Brown questioned if TXDOT will have any future changes to the northern
property line. Payne replied that at this time there will be no changes and the applicant will
need to receive a TXDOT permit to pave part of the driveway in TXDOT ROW.
There were no further questions or comments presented by the Commission.
Vice Chairman Portugal made a motion to approve Case No. 22-03-RP for a Replat of the
J.P. Halford Addition, Lot 3R, Block D being 0.794 acres located on the southeast corner of
State Highway 183 and Byers Street.
Commissioner D. Brown seconded the motion. The vote was as follows:
Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker,
C. Brown, D. Brown, Dunckel, and Owens.
Nays: None
Abstention: None
Chairman Ellis declared the motion carried. (7-0-0)
ITEM 3. RECOMMENDED APPROVAL OF REPLAT CASE NO 22-05-RP
Senior Planner, Lisa Payne gave a brief description of the case. A replat is utilized to record
changes of lot lines and easements on presently subdivided property. The purpose of this
replat is to combine two existing lots into a single lot, abandon easements, and dedicate
new easements. Service Master is expanding their building on this property over the old
common lot line and over old easements. Therefore, this replat will remove the common lot
line between the two existing lots to create one new lot, and will abandon portions of three

easements that the expansion is being constructed over. In addition, a new 24-foot Mutual
Emergency Access, Drainage, & Utility Easement (MEADUE) is being dedicated to connect
to the portion of the remaining MEADUE so there's access all the way around the entire
structure.

Applicant, Daniel Fry, was present to answer any questions.
There were no questions or comments presented by the Commission.
Commissioner D. Brown made a motion to approve Case No. 22-05-RP for a Replat of the
Mad Triangle Addition, Lot 1 R, Block A being 4.13 acres located north of W. Euless
Boulevard and east of Debra Drive.
Commissioner Owens seconded the motion. The vote was as follows:
Ayes: Chairman, Ellis, Vice Chairman Portugal and Commission Members: Barker,
C. Brown, D. Brown, Dunckel, and Owens.
Nays: None
Abstention: None
Chairman Ellis declared the motion carried. (7-0-0)

There were no public comments presented.
