EULESS CITY COUNCIL
Tuesday, October 11, 2022
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:34 p.m. on Tuesday, October 11, 2022, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor
Pro Tem Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Mayor Martin expressed her appreciation to Council Member Paudel and the Euless
Fire Department for attending the Euless Junior High 60th Anniversary Celebration
held Saturday, October 8, 2022. Additionally, she recognized Mayor Pro Tem Price
for participating in the Airport Area YMCA Annual Campaign Kickoff and participating
in the cupcake eating contest and also for representing the City in the Colleyville
Heritage High School Homecoming Parade. She advised that the Public Safety Open
Houses held October 1, 2022, were successful and well attended as were the National
Night Out events hosted by many neighborhoods throughout the City on October 4,
2022.
➢ City Manager Loretta Getchell wished a belated happy birthday to Council Member
Zimmer, and she recognized the Parks Department for hosting a successful Junk in
the Trunk event, Saturday, October 8, 2022. Additionally, she reviewed the following
upcoming events:
• Employee Burger Bash and Car Show, October 14, 11:00 a.m. to 1:30 p.m.,
Parks at Texas Star
• Float `n Flicks + Pumpkin Splash, Friday, October 14, 5:30 p.m., Euless Family

➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Municipal Court Manager Claudia Quintero presented a Municipal Court update
including staff introductions and achievements, team development goals,
implementation of new software, and community outreach. She also reviewed case
volumes and advised that there is a noticeable downward trend over a five-year period
for Citywide and Statewide cases.
➢ Director of Finance Janina Jewell presented a Financial update and advised that car
rental tax collections for August 2022 were up 22 percent over the same period in the
prior year.
➢ Director of Public Works and Engineering Major Jones presented a Capital Projects
update and advised of the progress of the FY2019 street projects, traffic signals
repairs at Mid Cities Boulevard and Industrial Boulevard (FM 157), and the water well
treatment process.
Deputy City Manager Chris Barker advised that a meeting is scheduled with Spectrum
representatives to discuss concerns with temporary cable placement related to
Spectrum services.
Director of Parks and Community Services Ray McDonald advised that an item will
be included on the next meeting agenda that will address trail lighting at Bob Eden
Park.
CLOSED SESSION
The City Council convened into closed session at 6:11 p.m. for deliberation regarding the
following:
Concerning economic development as authorized by Section 551.087 of the Texas
Government Code related to:
Discuss or deliberate regarding commercial or financial information that the City
has received from business prospects that the City seeks to have locate, stay, or
expand in the City and with which the City is conducting economic development
negotiations; deliberate the offer of a financial or other incentive to a business
prospect.

Council Member Jeremy Tompkins led the pledge of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Deputy City Manager Chris Barker and Director of Public Works and Engineering Major
Jones introduced Executive Secretary Stacy Rodriguez -Duke. Stacy was accompanied

by her daughter, Brooklyn. Mayor Martin presented Stacy with a service pin
commemorating her five years of service with the City.
Director of Public Works and Engineering Jones introduced Crew Leader Randy Dault.
Randy was accompanied by his wife, Kristy, son and daughter-in-law, Jason and Lizzy,
and son and daughter-in-law, Michael and Ashley. Mayor Martin presented Randy with
a service pin commemorating his 20 years of service with the City.
Police Chief Mike Brown introduced Senior Police Officer Robert Powell. Robert was
accompanied by his wife, Nicole, daughter, April, his parents, Joel and Ruth, sister, Amy,
and members of the Police Department. Mayor Martin presented Robert with a service
pin and clock commemorating his 25 years of service with the City.
Police Chief Brown introduced Senior Police Officer Chris White. Chris was accompanied
by his wife, Jennifer, son, Britton, and members of the Police Department. Mayor Martin
presented Chris with a service pin and clock commemorating his 25 years of service with
the City.
ITEM NO. 2 PRESENTATION OF PROCLAMATION
Library Director Sherry Knight introduced Library Circulation Supervisor Carolyn
Hoaldridge. Carolyn was accompanied by her brother and sister-in-law, Ed and Julia
Karanian, sister, Katherine Barriere, nephew, Terry Barriere, friend, Tracy Whitman,
Library Board members Barney Snitz and Katherine Flannery, and members of the
Library staff. Mayor Martin presented a proclamation to Carolyn recognizing her
retirement from the City of Euless with 49 years of combined service.
CONSENT AGENDA (items 3 through 7)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 3
through 7.
Council Member Tompkins seconded the motion.

ITEM NO. 3. AUTHORIZED PURCHASE AND INSTALLATION OF NEW AUDIO
EQUIPMENT
Authorized the purchase and installation of audio equipment for the Euless Family Life
Senior Center and Aquatic Center from Digital Resources, Inc., 2107 Greenbriar Drive,

Suite B, Southlake, Texas, through The Interlocal Purchasing System (TIPS) as approved
in the FY2023 budget. The estimated expenditure is $63,849,47.
ITEM NO. 4. AUTHORIZED PURCHASE OF AN AUDIO/VISUAL SYSTEM AND
RECORDING SOFTWARE
Authorized the purchase of an audio/visual system and recording software for the
Municipal Court from Business Information Systems Digital, 1350 Northeast 56th Street,
Suite 300, Fort Lauderdale, Florida, through The Interlocal Purchasing System (TIPS) as
approved in the FY2023 budget. The estimated expenditure is $56,558.85.
ITEM NO. 5. AUTHORIZED PURCHASE OF OFFICE SUPPLIES
Authorized the purchase of office supplies from ODP Business Solutions, 6600 North
Military Trail, Boca Raton, Florida, for a one-year period through the Omnia Partners
purchasing cooperative. The estimated expenditure is $60,000.
ITEM NO. 6. APPROVED RESOLUTION NO. 22-1629
Approved Resolution No. 22-1629, denying the rate change application proposed by
Oncor Electric Delivery Company LLC, consistent with the recommendations of the
experts engaged by the Steering Committee of Cities Served by Oncor.
ITEM NO. 7. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the precouncil and regular meeting of September 27,
2022.
REGULAR AGENDA
ITEM NO. 8. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO.
22-07-CC
Director of Planning and Economic Development Michael Warrix presented the item to
the City Council and advised that the Airport Freeway Church of Christ, 210 Airport
Freeway, is seeking a Temporary Use Permit to host a "Pumpkin Patch" fundraiser event
on the church grounds. Mr. Warrix reviewed the site layout, site access, and parking
arrangements, and advised that the event will be held from October 17 through October
31, 2022, Monday through Saturday, 11:30 a.m. to 7:30 p.m.
Council Member Bynum motioned to approve Temporary Use Permit No. 22-07-CC for a
fundraiser event on the grounds of Airport Freeway Church of Christ located at 210 Airport
Freeway.
Council Member Paudel seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 9. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2323
Assistant Director of Planning and Economic Development Don Sheffield presented the
item to the City Council and advised that the approval of Ordinance No. 2323 will amend
portions of Chapter 14, "Building and Building Regulations," of the City of Euless Code of
Ordinances with the adoption of the 2020 National Electric Code and the adoption of the
2021 International Code Council Codes with amendments.
Mayor Pro Tem Price motioned to approve Ordinance No. 2323, amending the City of
Euless Code of Ordinances, Chapter 14, "Buildings and Building Regulations," adopting
the 2020 National Electric Code and the 2021 International Code Council Codes with
amendments.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 10. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2324
Assistant Director of Planning and Economic Development Sheffield presented the item
to the City Council and advised that the approval of Ordinance No. 2324 will codify model
standards for building, remodeling, and repairing swimming pools as outlined in the 2021
International Swimming Pool and Spa Code with amendments as recommended by staff.
Council Member Stinneford motioned to approve Ordinance No. 2324, amending the City
of Euless Code of Ordinances, Chapter 14, "Buildings and Building Regulations," by
adopting the 2021 International Swimming Pool and Spa Code with amendments.
Council Member Zimmer seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 11. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2325
Fire Marshal Drew Washington presented the item to the City Council and advised that
the approval of Ordinance No. 2325 will amend Chapter 34, "Fire Prevention and
Protection," of the City of Euless Code of Ordinances with the adoption of the 2021
International Fire Code with amendments as recommended by staff.
Council Member Bynum motioned to approve Ordinance 2325, amending Chapter 34,
"Fire Prevention and Protection," of the City of Euless Code of Ordinances, adopting the
2021 International Fire Code with amendments as recommended by staff.
Council Member Paudel seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.

Mayor Martin announced the following upcoming events:

• Friday and Saturday, October 21 and 22, 2022, Community Powered Revitalization
(CPR), visit 6Stones.org website for more information or to sign up as a volunteer;
• Saturday, October 22, 2022, Halloween Trunk or Treat Event, Euless Family Life
Center, 4 to 6 p.m.; and
• Early Voting for the November General Election begins Monday, October 24, 2022,
and runs through Friday, November 4, 2022, Euless Family Life Senior Center.
