HomeMy WebLinkAbout2022-10-25MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, October 25, 2022 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:31 p.m. on Tuesday, October 25, 2022, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ Mayor Pro Tern Price advised that he participated in the 6Stones Community Powered Revitalization (CPR) event and stated that the homeowners were appreciative and the weather was great. ➢ Council Member Tompkins advised that he attended and distributed candy at the Trunk or Treat event held October 22, 2022, and filled in for the Fire Department while they responded to a call for service. ➢ Council Member Bynum advised that he attended the Euless Tongan Family Day Celebration, and it was a great event. ➢ Mayor Martin advised that she attended the 19t" Annual Taverna Night hosted by Saint John the Baptist Greek Orthodox Church. She stated that proceeds from the event were donated to the Neonatal Intensive Care Unit at Texas Health HEB hospital. Additionally, she advised that she participated in the Euless Tongan Family Day Celebration, and she also represented the City in the Trinity High School Homecoming parade. ➢ Council Member Paudel expressed his appreciation to Assistant City Manager Wes Rhodes for addressing two issues that he brought to his attention. Additionally, he expressed his appreciation to Mayor Martin and City Manager Getchell for participating in the Kukur Tihar (Diwali) ceremony at the Euless Animal Shelter and advised that he attended the Trunk or Treat event as well. ➢ City Secretary Kim Sutter advised that early voting continues through Friday, November 4, 2022, for the November General Election and the Euless Family Life Senior Center is serving as an early voting location. ➢ City Manager Getchell stated that the Trunk or Treat event was well attended. She expressed her appreciation to the City employees that participated in the 6Stones CPR Blitz and also to the Nepalese Society of Euless for their donation to the animal shelter. Council Minutes Page 2 of 7 October 25, 2022 ➢ City Manager Loretta Getchell reminded the City Council of the Euless Fire Department Badge Pinning ceremony to be held Friday, October 28, 2022, 3:00 p.m., as well as the Household Hazardous Waste Collection Day event to be held Saturday, November 5, 2022, 9:00 to 11:00 a.m. at the City Hall Complex. ➢ Director of Public Works and Engineering Major Jones introduced Joe Villa, Assistant Director of Public Works. Joe joined the City staff October 17, 2022. ➢ City Manager Getchell advised that GIS Manager David Allen has made plans to retire in the spring. David introduced Nick Willette who will cross train with David over the next few months and assume the role upon David's retirement. ➢ City Manager Loretta Getchell reviewed the regular agenda. ➢ Director of Public Works and Engineering Major Jones introduced Dr. Kurt A. Keifer, PhD, PE, President, IMS Infrastructure Management Services, LP who presented the Pavement Condition Index (PCI) update. Dr. Keifer presented an overview of the process for determining the PCI, including the data collection. He advised that the average condition for Euless roadways is a 75 on a scale of zero to 100 and acknowledged that the score is considered a good score with only 1.4 percent of roadways within the City requiring total reconstruction. He advised that the City should focus on preventative maintenance and consider increasing the annual budget allocation for roadway repairs to approximately $1.6 million and re-evaluate the PCI in four years. ➢ Director of Finance Janina Jewell presented a Financial update and advised that sales tax collections for August were up 11 percent compared to last year. ➢ Emergency Management Coordinator Suzanne Hendrickson presented a general overview of the CodeRED Emergency Notification System, including two new options for sending and receiving notifications. She advised that a marketing postcard will be mailed to residents in January 2023 to provide information and instructions on receiving emergency notifications from the City. ➢ Director of Planning and Economic Development Michael Warrix presented a Development update including the status of various commercial developments. City Manager Getchell advised the City Council of a proposal to relocate the Glade Parks Farmers Market to the Belk's parking area. She stated that the application does not contain enough details for staff to proceed with the review process; however, she expressed her concern that the proposal does not meet the spirit and intent of the Glade Parks development. ➢ City Attorney Wayne Olson introduced Associate Attorney Bessie Bronstein. Council Minutes Page 3 of 7 October 25, 2022 CLOSED SESSION The City Council convened into closed session at 6:29 p.m. for deliberation regarding the following: As authorized by Section 551.071 of the Texas Government Code, the City Council reserves the right to adjourn into Closed Session at any time during the course of this meeting to seek legal advice and consult with its attorney regarding any of the matters listed on the agenda and Bear Creek Bend development regulations. PLEDGES OF ALLEGIANCE Mayor Pro Tem Price led the pledge of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF TEXAS ASSOCIATION OF GOVERNMENTAL INFORMATION TECHNOLOGY MANAGERS PRESIDENT'S AWARD William Pham, former President, Texas Association of Governmental Information Technology Managers, presented Information Services Director Scott Joyce with the Texas Association of Governmental Information Technology Managers President's Award for his exemplary and lasting contribution to the organization. ITEM NO. 2. PRESENTATION OF EMPLOYEE OF THE MONTH Police Chief Mike Brown recognized Crime Scene Technician Ashley Dudley. Ashley was accompanied by her boyfriend, Nate Hodapp, and members of the Police Department. Mayor Martin presented Ashley with a plaque commemorating her selection as Employee of the Month for November 2022. CONSENT AGENDA (items 3 through 10) Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 10. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. AUTHORIZED THE PURCHASE OF TWO POLICE PATROL VEHICLES Authorized the purchase of two mid -size police patrol vehicles from Rockdale Country Ford, 479 West Highway 79, Rockdale, Texas, through the BuyBoard Purchasing Cooperative. AUTHORIZED THE PURCHASE OF AN AMBULANCE MODULE AND CHASSIS Authorized the purchase of an ambulance module and chassis through the Houston Galveston Area Cooperative Purchasing Program. Purchase order will be issued through the chassis supply vendor MacHaik Dodge Chrysler Jeep, 11000 North Freeway, Houston, Texas, and the assigned module vendor will be Frazer, Ltd, 7227 Rampart Street, Houston, Texas. The estimated expenditure is $276,975. ITEM NO. 5. AUTHORIZED THE PURCHASE OF THREE THREE-QUARTER TON PICKUP TRUCKS Authorized the purchase of three, three-quarter ton pickup trucks from Rockdale Country Ford, 479 West Highway 79, Rockdale, Texas, through the Tarrant County contract as part of the FY2023 vehicle replacement. The estimated expenditure is $147,630. ITEM NO. 6. AUTHORIZED THE PURCHASE OF TANDEM DRUM VIBRATORY ROLLER Authorized the purchase of a tandem drum vibratory roller from Kirby -Smith Machinery, Inc., 1450 Northeast Loop 820, Fort Worth, Texas, through the BuyBoard Purchasing Cooperative as part of the FY2023 vehicle replacement. The estimated expenditure is $80,608. ITEM NO. 7 AUTHORIZED THE PURCHASE OF A GREENS MOWER Authorized the purchase of a greens mower from Professional Turf Products, L.P., 1010 North Industrial Boulevard, Euless, Texas, through the BuyBoard Purchasing Cooperative as approved in the FY2023 budget. The estimated expenditure is $52,095. ITEM NO. 8 AUTHORIZED THE PURCHASE AND INSTALLATION OF SOLAR LED PATH AND AREA LIGHTING Authorized the purchase and installation of solar LED path and area lighting for a portion of the Trails of Euless extending from Heritage Avenue to Euless Main Street, as well as within Bob Eden Park from Facility Solutions Group, 2525 Walnut Hill Lane, Suite 300, Dallas, Texas, through the BuyBoard Purchasing Cooperative as approved in the FY2023 budget. The estimated expenditure is $222,475. ITEM NO. 9 APPROVED RESOLUTION NO. 22-1630 Approved Resolution No. 22-1630, approving submittal of an application to the Office of the Governor for the FY23 Bullet Resistance Shield Grant for the purchase of bullet resistant shields and designating Police Chief Mike Brown as the authorized official to act on behalf of the City of Euless. Council Minutes Page 6 of 7 October 25, 2022 ITEM NO. 10. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of October 11, 2022. REGULAR AGENDA ITEM NO. 11. APPROVED FIRST READING OF ORDINANCE NO. 2326 Deputy City Manager Barker presented the item to the City Council and advised that the current franchise agreement for solid waste collection is with Allied Waste Services of Fort Worth, LLC, dba Republic Services, and is scheduled to expire February 28, 2023. The City has negotiated for the renewal of the agreement for an additional five-year period, beginning March 1, 2023, and ending February 28, 2028. In accordance with the City's Charter, a franchise agreement ordinance must have two readings 30 days apart. The second reading of Ordinance No. 2326 will be December 13, 2022. Council Member Tompkins motioned to approve the first reading of Ordinance No. 2326, granting a franchise agreement to Allied Waste Services of Fort Worth, LLC for the collection of residential and commercial solid waste within the City of Euless. Mayor Pro Tern Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 12. APPROVED FIRST READING OF ORDINANCE NO. 2327 Deputy City Manager Barker presented the item to the City Council and advised that the current franchise agreement for recycling collection is with Community Waste Disposal, LP, and is scheduled to expire February 28, 2023. The City has negotiated for the renewal of the agreement for an additional five-year period, beginning March 1, 2023, and ending February 28, 2028. City Council October 25, 2022 Mayor Martin advised that early voting has begun for the November 8, 2022 General Election, and continues through Friday, November 4, 2022. The Euless Family Life Senior Center serves as a polling location. Additionally, she announced the Household Hazardous Waste Collection Day will be held Saturday, November 5, 2022, 9:00 to 11:00 a.m. at the City Hall Complex. ITEM NO. 15.
