HomeMy WebLinkAbout2022-11-08MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, November 8, 2022 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, November 8, 2022, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Harry Zimmer, and Tika Paudel. Council Member Perry Bynum arrived at 4:50 p.m. During the Precouncil meeting: ➢ Council Members Zimmer and Stinneford recognized Assistant City Manager Wes Rhodes and Communications and Marketing Manager Matt Sanders for a well - organized Household Hazardous Waste Collection Day event and for assisting the Euless Small Business Association (ESBA) with their Shred Day event held Saturday November 5, 2022. ➢ Mayor Pro Tem Price stated that he had a great time participating in the Ismaili meal packing event held Sunday, October 30, 2022. He advised that he attended the fourth shift where he was placed at a table with Mayor Steve Babick of Carrollton and stated that by the end of his shift, 78,000 meals were packed. ➢ Council Member Paudel advised he was also in attendance during the morning shift of the Ismaili meal packing event. ➢ City Secretary Kim Sutter presented the early voting election statistics for the November 2022 midterm elections. ➢ Texas Star General Manager Glenda Hartsell -Shelton introduced Texas Star Kitchen Manager and Chef Brandon "Reid" Presley. Reid joined the Texas Star staff October 6, 2022. ➢ Director of Parks and Community Services Ray McDonald announced this year's Christmas Parade of Lights is scheduled to be held Saturday, December 3, 2022. He reviewed the schedule for the Mayor and City Council participation. ➢ Assistant City Manager Wes Rhodes expressed his appreciation to the Parks and Public Works staff, the Citizens Police Academy, and the Citizens Fire Academy volunteers for their assistance with the Household Hazardous Waste Collection event and to the Euless Small Business Association for hosting the Shred Day event. He reported that 170 vehicles came through the household/electronic waste and Council Minutes Page 2 of 7 November 8, 2022 document shredding line. City Manager Loretta Getchell also expressed her appreciation to the staff and everyone who volunteered at the event. ➢ City Manager Loretta Getchell advised of several upcoming events: • Hurst -Euless -Bedford Chamber of Commerce State of the Cities Luncheon, Thursday, November 10, 2022, 11:30 a.m. to 1 p.m., Texas Star Conference Centre; • Annual Senior Center Thanksgiving Luncheon, Wednesday, November 16, 2022, 11:00 a.m. to 12:30 p.m., Euless Family Life Senior Center; and • Gun versus Hoses Softball Tournament, a fundraiser for Trinity High School Girls Softball, to include the Euless Police and Fire Departments versus the City of Bedford's Police and Fire Departments, Saturday, November 19, 2022, 10:00 a.m., Trinity High School Softball Field. ➢ City Manager Getchell reviewed the regular agenda. City Manager Getchell presented changes to the City Facility Rental Agreement which added language to permit the City to close down a rental event and collect for damages if the terms of the agreement are violated. In response to questions raised by Mayor Pro Tem Price and Council Members Stinneford and Paudel, City Manager Getchell advised that the largest group the parks facilities can accommodate is 150 to 175 people. These capacity limits are set to help ensure that there is ample parking and to assist in crowd control. ➢ Director of Finance Janina Jewell presented a Financial update and advised that Auditors are on site to audit the FY2022 financials. ➢ Deputy City Manager Chris Barker presented a Capital Projects update and advised that Fire Station No. 1 construction is almost complete with a possible December move in date for staff. A tour for City Council is tentatively scheduled for December 13, 2022, 3:00 p.m. Director of Public Works and Engineering Major Jones provided an update related to the water well treatment and advised that testing is expected to be complete and the Far North Well operational by Thanksgiving. Additionally, he reported that the design work for the Cheek-Sparger/State Highway 121 project has been submitted for review, and the State Highway 10/West Pipeline Road reconfiguration project is scheduled to be completed by December 1, 2022. ➢ Director of Parks and Community Services McDonald advised that bids are being reviewed for The Parks at Texas Star parking lot project. He also advised that bids for the remodel of the staff offices at The Parks at Texas Star are scheduled to be opened Thursday, November 10, 2022. Council Minutes Page 3 of 7 November 8, 2022 ➢ Texas Star General Manager Hartsell -Shelton announced that the Texas Star Golf Course has once again been rated number 1 in the Elite Group and number 3 in the Best of the West categories as published in Avid Golfer magazine. She recognized Golf Superintendent Scott Boven and his crew for the amazing work they do to keep the course in great shape. CLOSED SESSION The City Council convened into closed session at 5:35 p.m. for deliberation regarding the following: Deliberate the appointment, employment, evaluation, reassignment, duties discipline or dismissal of a public officer or employee as authorized by Section 551.074 related to: • Municipal Court Judge Evaluation Mayor Martin recessed the closed session at 6:40 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS Fire Chief Chanc Bennett introduced Firefighter/Paramedic, Kaleb Robinson. Kaleb was accompanied by wife, Annie, daughters, Savannah and Presley, parents, Michael and Joan, sister, Michayla, sisters-in-law, Steffi and Tati, brothers-in-law, William and Kevin, nephews and nieces, Raylan, Ryleigh, Dresden, and Ally, and members of the Fire Department. Mayor Martin presented Kaleb with a service pin commemorating his five years of service with the City. Police Chief Mike Brown introduced Public Service Officer Raymond "Ray" Latu. Ray was accompanied by members of the Police Department. Mayor Martin presented Ray with a service pin commemorating his five years of service with the City. Director of Public Works and Engineering Major Jones introduced Signal Technician I Tyler Wood. Tyler was accompanied by wife, Shannon, daughters, Maddie and Morgan, grandmother, Rita, and his parents, Scott and Sara. Mayor Martin presented Tyler with a service pin commemorating his five years of service with the City. Director of Public Works and Engineering Jones introduced Signal Technician I Nicholas "Nick" Alvarez. Nick was accompanied by wife, Sally, and sons, Nicholas and Abram. Mayor Martin presented Nick with a service pin commemorating his 10 years of service with the City. Senior Police Officer Jacob "Jake" Hansen was not present to receive a service pin commemorating his 15 years of service with the City. Council Minutes Page 5 of 7 November 8, 2022 Fire Chief Bennett introduced Battalion Chief/Paramedic Jason Moon. Jason was accompanied by his wife, Andrea, sons, Luke and Landon, and members of the Fire Department. Mayor Martin presented Jason with a service pin and clock commemorating his 25 years of service with the City. ITEM NO. 2. PRESENTATION OF CERTIFICATES TO FIRE PREVENTION POSTER WINNERS Fire Marshal Drew Washington gave a brief history of the Fire Safety Poster Contest and introduced the grand prize winners for each grade level: First Grade: Seerit Mutti, South Euless Elementary Second Grade: Asfiya Sulthar, Bear Creek Elementary Third Grade: Harper Burke, Midway Park Elementary Fourth Grade: Jouri Abazer, North Euless Elementary Fifth Grade: Simaya Khan, Arbor Creek Elementary Sixth Grade: Patrick Arenivas, Lakewood Elementary Mayor Martin and Fire Chief Chanc Bennett presented each grand prize winner with a certificate and a goody bag. CONSENT AGENDA (items 3 throu_gh 5) Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 5. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. APPROVED AWARD OF BID NO. 013-22 Approved award of Bid No. 013-22 for Professional Employee Leasing services at Texas Star Golf Course and Conference Centre to LL Roberts Group, dba Key 2 Cash, LLC, 12225 Greenville Avenue, Suite 300, Dallas, Texas, for a twelve-month period with the option to renew for three additional one-year terms. The estimated expenditure is $1,470,070. Council Minutes Page 6 of 7 November 8, 2022 ITEM NO. 4. APPROVED AWARD OF BID NO. 001-23 Approved award of Bid No. 001-23 for the construction of the Blessing Branch Park trail connection to Dean Electric, Inc., dba Dean Construction, 701 Hall Street, Cedar Hill, Texas. The estimated expenditure is $182,250. ITEM NO. 5. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of October 25, 2022. REGULAR AGENDA ITEM NO. 6. APPROVED MUNICIPAL COURT JUDGE CONTRACT Council Member Zimmer motioned to approve the extension of the contract for Municipal Court Judge Lacy Britten for a one-year term to expire December 31, 2023. Mayor Pro Tem Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried.
