EULESS CITY COUNCIL
Tuesday, November 22, 2022
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, November 22, 2022, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor
Pro Tem Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Mayor Martin expressed her appreciation to the City Council and staff who were able
to attend the Hurst -Euless -Bedford Chamber of Commerce State of the Cities
luncheon and recognized City Manager Loretta Getchell for an amazing job.
Additionally, she expressed her appreciation to Council Member Paudel for attending
the Senior Thanksgiving Luncheon held November 16, 2022, and reported that the
annual event served approximately 250 individuals and was well organized.
➢ City Secretary Kim Sutter advised the City Council of the 6Stones Night of Hope
events occurring during the week of December 5 at the elementary schools across
the school district. Additionally, she presented a specially designed logo to
commemorate the City's 70th anniversary of incorporation which will occur in 2023.
➢ City Manager Loretta Getchell advised of several upcoming events:
• City offices will be closed Thursday, November 24 and Friday,
November 25, 2022, in observance of the Thanksgiving holiday;
• Trash and Recycling holiday schedule;
• Christmas Parade of Lights, Saturday, December 3, 2022, 6:30 p.m.;
• Celebration of Life for Leon Hogg, Sunday, December 4, 2022, 4 to 7
p.m., Texas Star Conference Centre;
• Employee Christmas Luncheon, Friday, December 9, 2022, 11 a.m. to
2 p.m., Euless Family Life Senior Center;
• Breakfast with Santa, Saturday, December 10, 2022, 8:30 to 11 a.m.,
Texas Star Conference Centre;
• Heritage Park Christmas, Saturday, December 10, 2022, 11 a.m. to 3
p.m.;
• Walk On's Sports Bistreaux Ribbon Cutting, Monday December 5, 2022,
11:30 a.m.;
• Tour of Fire Station No. 1, Tuesday, December 13, 2022, 3 p.m.;
• 6Stones Dashing for Hope event, Friday, December 16, 2022, 10 a.m.,
Trinity High School indoor practice facility; and
• City Manager and City Secretary evaluations, Monday, January 9, 2023,
5:30 p.m.

➢ Mayor Martin announced the Salvation Army Red Kettle Mayoral Challenge to be
held Saturday, December 10, 2022, 10 am. to 5 p.m., Kroger on North Main Street.
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Risk Manager Connie Scott presented the proposed updates to the City's Americans
with Disabilities Act (ADA) Transition Plan, including completed projects and projects
that have been scheduled for future years. She recognized GIS Managers David
Allen and Nicholas Willett, and Engineering Technician Caleb Williams for their
assistance with updating the plan.
➢ Director of Planning and Economic Development Michael Warrix presented the
Development update, including commercial and residential developments.
➢ Director of Finance Janina Jewell presented a Financial report (preaudit) for the
period ending September 30, 2022.
CLOSED SESSION
The City Council convened into closed session at 6:26 p.m. for deliberation regarding
the following:
As authorized by Section 551.071 of the Texas Government Code, the City Council
reserves the right to adjourn into Closed Session at any time during the course of this
meeting to seek legal advice and consult with its attorney regarding any of the matters
listed on the agenda and Bear Creek Bend development regulations.
Mayor Martin recessed the closed session at 6:42 p.m.

ITEM NO. 1. PRESENTATION OF FINANCIAL REPORT FOR FISCAL YEAR
ENDING SEPTEMBER 30, 2022
Finance Director Janina Jewell presented the financial report for the Fiscal Year ending
September 30, 2022.
CONSENT AGENDA (items 2 througgh 7)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 7.
Council Member Tompkins seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 2. APPROVED AWARD OF BID NO. 004-23
Approved award of Bid No. 004-23 for the parking lot expansion at the Parks at Texas
Star North to TJ Concrete, 3325 Panola Avenue, Fort Worth, Texas. The estimated
expenditure is $421,000.
ITEM NO. 3. APPROVED AWARD OF BID NO. 012-22
Approved award of Bid No. 012-22 for the annual contract for janitorial services to CTJ
Maintenance, Inc., 3649 Conflans Road, Suite 102, Irving, Texas 75061. The bid
provided for an initial contract for a period of one-year with an option to renew for four
additional one-year terms by mutual written agreement. The estimated annual
expenditure is $155,428.
ITEM NO. 4. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE
AN ENGINEERING SERVICES CONTRACT
Authorized the City Manager to negotiate and execute an engineering services contract
with Plummer Associates, Inc., 1320 South University Drive, Suite 300, Fort Worth,
Texas, for the design of the FY2023 Water and Sanitary Sewer Rehabilitation Project.
The estimated expenditure is $1,049,400.
ITEM NO. 5. AUTHORIZED CITY MANAGER TO EXECUTE MASTER
SERVICES AGREEMENT WITH PAYMENTUS CORPORATION
Authorized the City Manager to execute a master services agreement with Paymentus
Corporation, 1165 North Community House Road, Suite 300, Charlotte, North Carolina,
for electronic bill payment services through an interlocal agreement with the City of
Odessa, Texas. The estimated expenditure is $263,349.
ITEM NO. 6. AUTHORIZED PURCHASE OF ONE TRAILER MOUNTED
VACUUM EXCAVATOR
Authorized the purchase of one trailer mounted vacuum excavator from Witch Equipment
Company, Inc., 1901 East Loop 820 South, Fort Worth, Texas, through the Sourcewell
contract. The estimated expenditure is $110,000.
ITEM NO. 7. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the precouncil and regular meeting of November 8,
2022.
REGULAR AGENDA
ITEM NO. 8. APPROVED SITE PLAN NO. 22-09-SP
Director of Planning and Economic Development Michael Warrix present the case to the
City Council and advised that the applicant is seeking approval for a commercial

development on a 0.79-acre tract of land located in the JP Halford Addition, Block D, Lot
3R, 121 West Airport Freeway. Mr. Warrix reviewed the access points to the site, parking,
pedestrian paths, landscaping, lighting, and building elevation and materials. The
Planning and Zoning Commission considered the site plan at their regular meeting on
November 1, 2022, and voted 4-0-0 to recommend approval.
Houshang Jahvani, the applicant, was present to address questions related to the case.
Council Member Tompkins stated that he appreciates the work done by staff related to
the landscape plan as he feels it will improve the look of the corner.
Mayor Pro Tern Price motioned to approve Site Plan No. 22-09-SP for a 0.79-acre
commercial development to be located on JP Halford Addition, Bock D, Lot 3R, 121 West
Airport Freeway.
Council Member Paudel seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel

Mayor Martin declared the motion carried.
ITEM NO. 9. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT 22-10-
SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2328
Mayor Martin opened the public hearing at 7:15 p.m.
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant is seeking a Specific Use Permit for a mechanic
shop for general automotive repair in an existing building to be located on the southwest
corner of West Euless Boulevard and Martha Street, 301 West Euless Boulevard. The
Planning and Zoning Commission held a public hearing on November 1, 2022, and voted
4-0-0 to recommend approval of the Specific Use Permit with the following conditions:
1) The Specific Use Permit is tied to the business name, ATL Total Car Care;
2) The Specific Use Permit is tied to the business owner, Ed Markwardt;
3) The specific automotive services permitted by the Specific Use Permit are those
identified on the amended application 22-10-SUP;
4) All repair of vehicles shall be conducted inside existing bays. No work is to be
conducted exterior to the building;
5) All car parts, including tires, stored on -site, whether new or used, shall be stored
interior to the building;
6) Outdoor storage of vehicles or merchandise is prohibited; and

7) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Ed Markwardt, the business owner, was present to address any questions regarding the
case.
Mayor Martin asked to hear from any proponents followed by opponents of the case
There being none, Mayor Martin closed the public hearing at 7:18 p.m.
Council Member Tompkins motioned to approve Ordinance No. 2328, authorizing the
issuance of a Specific Use Permit for a general automotive repair shop to be located at
Oakwood Terrace Addition, Lots 131 B and CIA, 301 West Euless Boulevard in the Texas
Highway 10 Multi -Use (TX-10) zoning district.
Council Member Stinneford seconded the motion
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel

Mayor Martin declared the motion carried.
ITEM NO. 10. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 22-
11-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2329
Mayor Martin opened the public hearing at 7:19 p.m.
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant intends to operate as a motor vehicle dealer
business within a 3,600 square foot suite of an existing building to be located at 1118
South Airport Circle, Suite 120. The Planning and Zoning Commission held a public
hearing on November 1, 2022, and voted 4-0-0 to recommend approval of the Specific
Use Permit with the following conditions:
1) The Specific Use Permit is tied to the business owner, Alam Joma;
2) The Specific Use Permit is tied to the business name, Alam Auto Services, Inc.
dba European Auto Sales & Services;
3) No outdoor advertising display other than a permitted sign indicating the name of
the business;
4) No outdoor storage or display of vehicles;
5) No more than five (5) gallons of fuel stored per vehicle (including fuel in the vehicle
gas tank) and no more than thirty (30) gallons stored within the facility; and

6) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Alam Joma, representing Alma Auto Services, Inc., was present to address any questions
related to the case.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:23 p.m.
Council Member Bynum motioned to approve Ordinance No. 2329, authorizing the
issuance of a Specific Use Permit for a motor vehicle dealer to be located at Business
Park Addition, Block 1, Lot 2R, 1118 South Airport Circle, Suite 120 in the Heavy Industrial
(1-2) zoning district.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 11. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2330
Finance Director Jewell presented the item to City Council and advised that Ordinance
No. 2330 updates library collections fees and miscellaneous credit card processing fees.
Council Member Stinneford motioned to approve Ordinance No. 2330, amending the City
of Euless Code of Ordinances, Chapter 30, "Fees," Section 30-28, "Library" and Section
30-38, "Miscellaneous Fees."
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
Nays: None

Mayor Martin announced that a Celebration of Life will be held for Leon Hogg, former
Council Member and long-time volunteer, Sunday, December 4, 2022, 4 to 7 p.m. at the
Texas Star Conference Centre. Additionally, she requested thoughts and prayers for the
family of Alex Cervantes as we approach the one-year anniversary of his death.
Mayor Martin advised of the following closing and upcoming events:
- City offices to be closed Thursday, November 24 and Friday, November 25, 2022,
in observance of the Thanksgiving holiday; and
- Annual Christmas Parade of Lights, 6:30 p.m., Saturday, December 3, 2022.
