WHEREAS, pursuant to the provisions of Title 28, Chapter
2, Revised Civil Statutes of the State of Texas, the Election
Code of the State of Texas, and the Euless City Charter, it
is provided that there shall be held in each municipality in
the State of Texas on the second Saturday in April of each year
a general election for the purpose of electing officials of
said municipality.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EULESS, TEXAS:
That the City Council of the City of Euless, Texas, at a
special meeting held this date, does hereby order an election
of officers for the City of Euless, Texas, to be held on Saturday,
April 12, 1969, for the purpose of electing a Mayor and two (2)
Councilmen, one Councilman for Place 2 and one Councilman for
Place 4, who shall serve for a period of two (2) years, or until
their successors have been duly qualified. The effective date
of taking such office shall be as soon as the returns are can-
vassed and declared. The candidate for Mayor receiving a majority
of votes cast for the office of Mayor shall be declared duly
elected to this office. The candidate receiving a majority of
the votes cast for the office of City Councilman Place 2 and
the candidate receiving a majority of the votes cast for the
office of City Councilman Place 4, shall be declared elected
to such offices.

For the purpose of said election, the entire City is hereby
constituted one voting precinct; the polling place for said
election shall be the City Hall located at 201 Ector Drive in
said City and said election shall be held between the hours of
7 :00 a.m. and 7:00 p.m. on the aforementioned date, and the
following persons are hereby appointed to act as election
officers and clerks:

No person shall be eligible for the office of Mayor and /or
Councilman unless he is twenty -one (21) years of age or older,
a property owner within the corporate limits of the City of
Euless, Texas, a qualified voter of the City of Euless, a resident
of the United States, a resident of the City of Euless for the
last two (2) years prior to the date of this election and is
able to state truly under oath that he is not in arrears in the
payment of taxes or other liabilities due the City of Euless.

Any eligible and qualified person may have his name printed
upon the official ballot as an independent candidate for the
office of Mayor and /or Councilman Place 2 and /or Councilman Place
4 by filing his sworn application as herein provided
with the City Secretary at the Euless City Hall not later than
5:00 p.m., March 12 , 1969.

Article III, Section 3 of the Euless City Charter provides:
"Any qualified person who desires to become a candidate
for election to the office of Mayor and /or City Councilman shall
file with the City Secretary, at least thirty (30) days prior
to the election date, an application in substantially the follow-
ing form:
do hereby declare that I am a candidate
for the office of (Mayor) (Councilman Place ), and request
that my name be printed upon the official ballot for that particular
office in the next City election.
"1 am years of age, a property owner within the
Corporate Limits of the City of Euless, a qualified voter of
the City of Euless, a resident of the United States, and have
been a resident of the City of Euless for at least two (2)
years. I am not in arrears in the payment of any taxes or
other liability due the City. At present, I reside at
Street in the City of Euless, Texas.'

LOYALTY AFFIDAVIT
"I, , of the City of Euless, County of
Tarrant, State of Texas, being a candidate for the office of
Mayor and /or Councilman, Place , do solemnly swear that
I believe in and approve of our present representative form
of government, and if elected, I will support and defend our
representative form of government and shall resist any effort
to movement from any part thereof, and I will support and defend
the Constitution and the laws of the United States and of the
State of Texas.

"Such application shall be filed in the office of the City
Secretary and shall be witnessed by an officer of the City who
is qualified to administer oaths. The official ballot shall
be printed not less than twenty -one (21) days before the date
of the election."

The names of all those who have filed their sworn appli-
cations to have their names printed on the official ballot
as candidates shall be posted by the City Secretary in a con-
spicuous place at the place of the holding of said election
for inspection of the public beginning March 18
1969, and shall remain posted until he orders the election
ballots to be printed. All objections shall be made within
five (5) days after such posting by written notice filed with
the City Secretary, setting forth the grounds of objections.
In case no such objection is filed within the time prescribed
the regularity or validity of the application of no person whose
name is so posted, shall be thereafter contested. The City
Secretary shall preserve in his possession, for a period of
two (2) years, all applications, notices of objections and
other related papers. ITEM II

The City Secretary shall have the ballots printed as soon
as practical following the five (5) day period for objections
as provided in paragraph 6 hereof.

Ballots to be used in said election shall be prepared
in the manner and form as provided in the Euless City Charter
and the Election Code of the State of Texas. The ballots
shall be printed prior to March 24 , 1969.

All qualified voters within the meaning of the Constitution
and Laws of the State of Texas, who have resided in the State
of Texas for a period of one (1) year, and in the City of Euless
for a period of six (6) months prior to the date of the election
herein provided for, shall be entitled to vote at such election.
10.
Voting by Absentee Ballot in said election shall commence
on the 24th day of March , 1969, at the office of the
City Secretary, Euless, Texas. Voting by Absentee Ballot shall
close at 5 :00 p.m. on April 8 , 1969.
All ballot boxes containing ballots used in the election
shall be delivered to the County Clerk of Tarrant County, Texas,
as by law provided and other election records and supplies shall
be preserved by the City Secretary in his office as by law pro-
vided. The City Council will meet to canvass the returns of
said election, investigate the qualifications of the elected
candidates and declare the official results of the election
promptly following receipt of the election returns by the City
Secretary. The canvassing of the returns and declaration of
the results by the Euless City Council shall take place April
12 , 1969, as soon as practical after the polls close, ballots
counted and the returns certified by the Election Judge. The
candidates for election to the places of Mayor and /or Councilmen,
equal in number to the number of vacancies to be filled, who
receive the highest number of ballot votes cast by qualified
voters voting at the election, shall be declared elected.

The Mayor is hereby directed to give Notice of said election
which shall be signed by the Mayor, under the attest of the City

Secretary, and shall state the purpose of the election, the
officers to be elected, and the Chief of Police shall post
a properly executed copy of the election proclamation at the
polling place herein provided and two copies at two other
public places within the City. Such notices shall have attached
thereto a certified copy of this resolution.

Said election shall be held and conducted in accordance
with the City Charter and the laws of the State of Texas for
the holding of general elections for State and County offices
except as otherwise provided by Chapter 2, Title 28, of the
Revised Civil Statutes of Texas.
