PLANNING AND ZONING COMMISSION
DECEMBER 20, 2022
MINUTES
The pre -session meeting of the Planning and Zoning Commission was called to order by
Chairman Steve Ellis at 6:00 p.m. in the Pre -Session Conference Room of City Hall, 201
North Ector Drive. Those present included Chairman Steve Ellis, Vice Chairman LuAnn
Portugal, and Commission Members: Richard Barker, Curtis Brown, David Brown, Ronald
Dunckel and Eric Owens.
During the Pre -Session Meeting:

The regular meeting of The Euless Planning and Zoning Commission was called to order by
Chairman Steve Ellis at 6:30 p.m. in the Council Chambers at City Hall, 201 North Ector
Drive.

Commissioner C. Brown gave the invocation.
THE PLEDGE OF ALLEGIANCE
Vice Chairman Portugal led the pledge of allegiance.
ITEM 1. APPROVED PLANNING AND ZONING MINUTES
Commissioner D. Brown made a motion to approve the minutes of the regular meeting of
December 6, 2022.
Commissioner Barker seconded the motion. The vote was as follows:
Ayes: Chairman Ellis, Vice Chairman Portugal, Commissioners Barker, C. Brown,
D. Brown, Dunckel and Owens.

Nays: None
Abstention: None
Chairman Ellis declared the motion carried. (7-0-0)
ITEM 2. RECOMMENDED APPROVAL OF FINAL PLAT CASE NO 22-03-FP
Senior Planner, Lisa Payne gave a brief description of the case. This final plat is utilized to
record subdivided property, establish a variable width Emergency Access, Drainage, Utility,
& Mutual Access Easement (EADUE & MAE), and establish water easements and sanitary
sewer easements. Twelve feet of EADUE & MAE will be established by separate instrument
on the future Lots 6 & 7 to the north, and documentation information will be added to this
plat before it is recorded with Tarrant County. Thus, the full width of 24 feet EADUE & MAE
will be constructed around the future building on Lot 5. The proposed lots will contain retail
and restaurant uses.
The Development Services Group (DSG) has reviewed and certified the application as it
meets all requirements for consideration by the City of Euless Planning and Zoning
Commission. Staff recommends approval of the final plat.
Vice Chairman Portugal made a motion to approve Case No. 22-03-FP for a Final Plat of
the Glade Parks Addition, Lots 4-5, Block A being 2.365 acres located on the northeast
corner of Rio Grande Boulevard and Loving Trail.
There were no questions or comments presented by the Commission.
Commissioner Dunckel seconded the motion. The vote was as follows:
Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker,
C. Brown, D. Brown, Dunckel, and Owens.
Nays: None
Abstention: None
Chairman Ellis declared the motion carried. (7-0-0)
ITEM 3. PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO 22-15-SUP
Chairman Ellis opened up the public hearing on Specific Use Permit Case No 22-15-SUP at
6:34 p.m.
Senior Planner, Lisa Payne gave a brief description of the case. The applicant intends to
continue operating as a La Quinta without any changes to the business or the building, but
a new Specific Use Permit (SUP) is required when there is an owner name change.
Public hearing notification letters were mailed to surrounding property owners, and to date,
staff has received no responses.

Staff recommends approval of the Specific Use Permit, with the following conditions:
a. The Specific Use Permit is tied to the business name, La Quinta;
b. The Specific Use Permit is tied to the business owner, Chetan Patel of Shivanghi-
Dipti, LLC; and
c. The Specific Use Permit may be revoked if one or more of the conditions imposed by
this permit has not been met or has been violated.
Chairman Ellis asked to hear from any proponents/opponents who wished to speak.
Seeing none, Chairman Ellis closed the public hearing at 6:35 p.m.
There were no further questions or comments presented by the Commission.
Commissioner D. Brown made a motion to approve Case No. 22-15- SUP for a Specific Use
Permit for La Quinta Inn at Centurion Addition, Lot 1, Block B, located at 2550 State Highway
121 in the 121 Gateway (TX-121) zoning district and with the conditions as presented.
Commissioner Owens seconded the motion. The vote was as follows:
Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker,
C. Brown, D. Brown, Dunckel and Owens.
Nays: None
Abstention: None
Chairman Ellis declared the motion carried. (7-0-0)
ITEM 4. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO 22-16-
SUP AND RECOMMENDED AN ORDINANCE
Chairman Ellis opened the public hearing on Specific Use Permit Case No 22-16-SUP at
6:36 p.m.
Senior Planner, Lisa Payne gave a brief description of the case. The applicant intends to
operate an automobile driving school that is authorized by the Department of Public Safety
(DPS) for teenagers and adults who would like to learn to drive. The tenant space will have
a classroom for instruction, and the business will possess one vehicle for lessons. As the
business grows, more vehicles may be added. The applicant expects to have four
employees and operate every day from 9:00 AM to 7:00 PM.
A driving school is categorized under "Other Schools and Educational Services" in the City's
Use Chart, which requires a Specific Use Permit (SUP) to operate in the Community
Business (C-2) zoning district. Although this property is zoned PD, according to Exhibit "A"
of Ordinance No. 872, the allowed uses for this PD are all uses allowed in the C-2 zoning
district.
Public hearing notification letters were mailed to surrounding property owners, and to date,
staff has received one response in support of the SUP.

Staff recommends approval of the Specific Use Permit, with the following conditions:
b. The Specific Use Permit is tied to the business name, Learn 2 Drive Academy;
d. The Specific Use Permit is tied to the business owner, Mirza Sajid; and
e. The Specific Use Permit may be revoked if one or more of the conditions imposed by
this permit has not been met or has been violated.
Chairman Ellis read out a property notice response that was received from Bob Halavi "We
fully support this use for this location. Any legitimate use that brings potential customers to
the center should be supported."
Chairman Ellis asked to hear from any other proponents/opponents who wished to speak.
Seeing none, Chairman Ellis closed the public hearing at 6:38 p.m.
Commissioner Dunckel questioned if the instructors will have any certifications. Lisa Payne
said she could not answer that question but would find out.
There were no further questions or comments presented by the Commission.
Commissioner Dunckel made a motion to approve Case No. 22-16- for a Specific Use Permit
for Learn 2 Drive Academy at Euless Town Center, Lot 1 R, Block 1, located at 1201 W.
Airport Freeway, Suite 255 in the Planned Development (PD) zoning district and with the
conditions as presented.
Commissioner D. Brown seconded the motion. The vote was as follows:
Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker,
C. Brown, D. Brown, Dunckel and Owens.
Nays: None
Abstention: None
Chairman Ellis declared the motion carried. (7-0-0)
