EULESS CITY COUNCIL
Tuesday, December 13, 2022
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, December 13, 2022, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor
Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Mayor Martin recognized Human Resources and Risk Director Heather Moorhead
and the party committee for coordinating and hosting the annual employee Christmas
luncheon and stated that it is a great way to recognize and show appreciation to
employees. Additionally, she expressed her appreciation to the City staff who came
out to support the Salvation Army Mayoral Red Kettle Challenge and advised that a
donation can still be made using the virtual red kettle option.
➢ Council Member Tompkins expressed his appreciation to the Police Department, the
Citizens Fire Academy, and the Historical Preservation Committee for the invitation to
attend their Christmas celebrations and advised that the events were well attended
and enjoyable.
➢ Mayor Martin advised that she attended the Morrisdale Estates Christmas celebration
and parade and stated that it was such an enjoyable event with an amazing cookie
tent.
➢ Council Member Paudel expressed his appreciation to Police Chief Mike Brown and
his staff for all they do for the citizens during the holiday season.
➢ City Secretary Kim Sutter advised that Texas State Representative Tony Tinderholt
has requested a meeting with the Mayor and City Council to be held Friday, January
20, 2023, 10 a.m., City Hall, to discuss any concerns or questions.
➢ City Manager Loretta Getchell wished Council Member Bynum a happy birthday. She
also recognized and acknowledged Planning and Economic Development and Code
Compliance for their efforts associated with the Royal Terrace Apartments receiving
a Property Maintenance Inspection Tier II designation.
➢ City Manager Getchell highlighted some of the holiday events that occurred
throughout the City and expressed her appreciation to those who were able to attend
the events:
• Euless Christmas Parade of Lights, Saturday, December 3, 2022;
• Heritage Park Christmas cancelled due to saturated grounds from recent rains;

• Breakfast with Santa, Saturday, December 10, 2022, had a great turn out; and
• Euless Tongan Community Christmas Pohiva, Sunday, December 11, 2022,
Martin United Methodist Church.
➢ City Manager Getchell advised of several upcoming events:
• 6Stones Dashing for Hope, Friday, December 16, 2022, 9 a.m., Trinity High
School indoor practice facility;
• City Offices closed Friday, December 23 and Monday, December 26, 2022,
in observance of the Christmas Holiday; and
• City Offices closed Monday, January 2, 2023, in observance of the New
Year.
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Information Services Director Scott Joyce presented the Information Services update
including Cyber Security, software integrations, and the fiber optics project.
➢ Director of Finance Jewell presented a Financial update for the period ending October
31, 2022, and advised that sales tax collections were up 23 percent over last year
and up 16 percent year to date and car rental tax collections were down three percent
from last year and up 10 percent year to date. She also advised that the City of Euless
has been assigned an Aa2 bond credit rating from Moody's Investors Service.
➢ Director of Public Works and Engineering Major Jones presented an update related
to the Far North Well and advised that the treatment has been completed, the
pumping equipment restored, and the well will become fully operational once the
water quality samples have been approved. Additionally, he reported on the West
Pipeline Road project and also the Glade Road reconstruction east of State Highway
360.
➢ Police Chief Brown provided a storm update following the morning storms and
advised that the emergency outdoor sirens were activated and following the storms,
a quick assessment revealed no damage in the City. The Police Department, the
Code Compliance Division, and the Fire Department were dispatched to Grapevine,
Texas, to assist following tornado damage in their city.
➢ Director of Parks and Community Services Ray McDonald advised that the pickleball
courts are complete and that ADA ramps and area lighting will be installed by City
staff. It was noted that the pickleball courts are for general use and not exclusive to
the senior center. Recognition was given to Manager of Recreational Services
Elizabeth Johnson for managing the entire project.
CLOSED SESSION
The City Council convened into closed session at 6:06 p.m. for deliberation regarding the
following:

As authorized by Section 551.071 of the Texas Government Code, the City Council
reserves the right to adjourn into Closed Session at any time during the course of this
meeting to consult with its attorney regarding any of the matters listed on the agenda and
to seek legal advice related to pending or contemplated litigation or a settlement offer,
including:
• Batiste v. City of Euless
Mayor Martin recessed the closed session at 6:26 p.m.

Deputy City Manager Chris Barker gave the Invocation.
PLEDGES OF ALLEGIANCE
Council Member Tim Stinneford led the pledge of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR
DECEMBER 2022 AND JANUARY 2023
Texas Star General Manager Glenda Hartsell -Shelton introduced Food and Beverage
Manager Scott Foster. Scott was accompanied by his wife, Erin, son, Tate, and parents,
David and Linda Foster. Mayor Martin presented Scott with a plaque commemorating his
selection as Employee of the Month for December 2022.
Director of Public Works and Engineering Major Jones introduced Crew Leader Randall
Goodrum. Randall was accompanied by his wife, Kayleigh, daughter, Winnolee,
Assistant Director of Public Works Joe Villa, and Executive Secretary Stacy Rodriguez -
Duke. Mayor Martin presented Randall with a plaque commemorating his selection as
Employee of the Month for January 2023.
ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PINS
Director of Finance Janina Jewell introduced Accounting Manager Ross Fairclo. Ross
was accompanied by his wife, Adrienne, son, Connor, daughter, Michaela, and members
of the Finance Department. Mayor Martin presented Ross with a service pin
commemorating his 15 years of service with the City.
Lieutenant/Paramedic Michael Vanpelt was not present to receive a service pin
commemorating his 15 years of service with the City.
Police Chief Mike Brown introduced Code Compliance Inspector I Chris Courtney. Chris
was accompanied by members of the Police Department and the Code Compliance
Division, Mayor Martin presented Chris with a service pin commemorating his 20 years
of service with the City.
Director of Public Works and Engineering Jones introduced Senior Civil Engineer Allen
Harts. Allen was accompanied by members of the Public Works and Engineering
Department and Executive Secretary Stacy Rodriguez -Duke. Mayor Martin presented
Allen with a service pin commemorating his 20 years of service with the City.
Texas Star General Manager Hartsell -Shelton introduced Food and Beverage Manager

and Linda Foster. Mayor Martin presented Scott with a service pin commemorating his
20 years of service with the City.

Police Chief Brown introduced Senior Officer Robert Harper. Robert was accompanied
by his fiance, Clarissa Henley, son, Aiden, and members of the Police Department. Mayor
Martin presented Robert with a service pin and clock commemorating his 25 years of
service with the City.
Fire Chief Chanc Bennett introduced Lieutenant/Paramedic Jeff Hayden. Jeff was
accompanied by members of the Fire Department, Assistant City Manager Wes Rhodes,
Police Chief Mike Brown, and City retiree Randy Byers. Mayor Martin presented Jeff with
a service pin and clock commemorating his 25 years of service with the City.
ITEM NO. 3 PRESENTATION OF PROCLAMATION
Mayor Martin presented a proclamation proclaiming December 13, 2022, as Brotherhood
for the Fallen Day. Jimmy Pollozani, Stephen Srein, Derrick Simpson, and Ekrem Halim
with the Fort Worth Chapter of the Brotherhood for the Fallen received the proclamation
and expressed their appreciation to the Mayor and City Council.
CONSENT AGENDA (items 4 through 9)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 4
through 9.
Council Member Tompkins seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 4. AUTHORIZED PURCHASE OF TWO RAPIDLY DEPLOYABLE
BOATS WITH ASSOCIATED EQUIPMENT AND TWO
GALVANIZED STEEL TRAILERS.
Authorized the purchase of two rapidly deployable boats with associated equipment and
two galvanized steel trailers from Triad Marine & Industrial Supply, Inc., 1155 FM 518,
Kemah, Texas, through the 2022 Urban Area Security Initiative Grant Program for use by
the Northeast Fire Department Association Swiftwater Rescue Team. The estimated
expenditure is $70,861.32 and the City will be reimbursed for the total amount of the
purchase through grant funds.
ITEM NO. 5. AUTHORIZED PURCHASE OF KITCHEN EQUIPMENT
Authorized the purchase of miscellaneous kitchen equipment for the Texas Star Golf
Course and Conference Centre from Mission Restaurant Supply, 2524 White Settlement

Road, Fort Worth, Texas, through The Interlocal Purchasing System as approved in the
FY2023 budget. The estimated expenditure is $71,029.
ITEM NO. 6. APPROVED A JOB ORDER CONTRACT
Approved a Job Order Contract with GFC Contracting, 1130 Inwood Road, Dallas, Texas,
through the BuyBoard Purchasing Cooperative for general construction and maintenance
services. The estimated expenditure is $450,000 and actual expenditures are made on
an as needed basis.
ITEM NO. 7. APPROVED A JOB ORDER CONTRACT
Approved a Job Order Contract with Humphrey and Associates Inc., 1501 Luna Road,
Carrollton, Texas, for routine electrical and emergency repair services through the
BuyBoard Purchasing Cooperative. The estimated expenditure is $180,000 and actual
expenditures are made on an as needed basis.
ITEM NO. 8. APPROVED A CHANGE ORDER TO THE ANNUAL CONTRACT
FOR CONCRETE REPAIRS BID NO. 007-22
Approved a change order to the annual contract for concrete repairs in an amount not to
exceed 25 percent of the original contract amount ($75,000). The increase is necessary
to complete necessary repairs.

Approved City Council minutes of the precouncil and regular meeting of November 22,
2022.
REGULAR AGENDA
ITEM NO. 10. HELD PUBLIC HEARING AND APPROVED RESOLUTION NO.
22-1631
Mayor Martin opened the public hearing at 7:40 p.m.
Deputy City Manager Barker presented the item to the City Council and advised that
pursuant to the Property Redevelopment and Tax Abatement Act, codified as Chapter
312 of the Texas Tax Code, the City of Euless has adopted a Tax Abatement Policy which
is effective for two years from the date of adoption. The current policy, adopted on August
24, 2020, needs to be renewed in order for the City to be able to participate in future tax
abatement agreements. The proposed resolution adopts a renewed Tax Abatement
Policy and no changes are recommended by staff to the guidelines that were previously
adopted.
Mayor Martin asked to hear from any proponents followed by opponents of the item.
There being none, Mayor Martin closed the public hearing at 7:41 p.m.

Mayor Pro Tem Price motioned to approve Resolution No. 22-1631, renewing adoption
of the City's Tax Abatement Policy.
Council Member Bynum seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 11. APPROVED THE REVISED CITY OF EULESS AMERICANS WITH
DISABILITY ACT (ADA) TRANSITION PLAN
Mayor Martin presented the item to the City Council.
Council Member Bynum motioned to approve the revised City of Euless American with
Disabilities Act (ADA) Transition Plan.
Council Member Paudel seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 12. APPROVED SECOND AND FINAL READING OF ORDINANCE
NO. 2326
Mayor Martin presented the item to the City Council and acknowledged the presence of
Jeri Harwell, Municipal Services Manager, Republic Waste Services, as being in
attendance.
Council Member Zimmer motioned to approve the second and final reading of Ordinance
No. 2326, granting a franchise agreement to Allied Waste Services of Fort Worth, LLC for
the collection of residential and commercial solid waste within the City of Euless for a
period of five years.
Council Member Tompkins seconded the motion.

NO. 2327
Mayor Martin presented the item to the City Council,
Council Member Stinneford motioned to approve the second and final reading of
Ordinance No. 2327, granting a franchise agreement to Community Waste Disposal, LP,
for the collection of residential and apartment recyclables within the City of Euless for a
period of five years.
Council Member Paudel seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 14. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2332
Mayor Martin presented the item to City Council.
Mayor Pro Tem Price motioned to approve Ordinance No. 2332, amending the Code of
Ordinances of the City of Euless by amending Chapter 30, "Fees," Section 30-16, "Solid
Waste and Recycling Collection" to revise the fees related to the collection of solid waste
and recycling materials.
Council Member Zimmer seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 15. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

City Attorney Wayne Olson presented the item to City Council.
Council Member Bynum motioned to approve the first and final reading of Ordinance No.
2331, amending portions of Chapter 2, "Administration," Article III, "Officers and
Council Minutes Page 9 of 10 December 13, 2022
Employees," Division 2, "Municipal Court" of the City of Euless Code of Ordinances by
adding a fine not to exceed $25 for failure to appear or violate promise to appear offenses.
Council Member Stinneford seconded the motion.

Mayor Martin announced the Salvation Army Red Kettle Mayoral Challenge began
Saturday, December 10, 2022, and donations can be made through the Salvation Army
Mayoral Challenge page.
Mayor Martin advised of the following closings:
• City offices to be closed Friday, December 23, 2022, and Monday, December 26,
2022, in observance of the Christmas holiday;
• City offices to be closed Monday, January 2, 2022, in observance of the New Year;
and
• Next City Council meeting will be held Tuesday, January 10, 2022.
