EULESS CITY COUNCIL
Tuesday, January 10, 2023
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:32 p.m. on Tuesday, January 10, 2023, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor
Pro Tem Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
and Tika Paudel. Council Member Harry Zimmer arrived at 4:37 p.m.
During the Precouncil meeting:
➢ City Manager Loretta Getchell advised that an open house will be held on Friday,
March 3, 2023, at Fire Station No. 1, 201 East Ash Lane, to celebrate the opening of
the reconstructed facility. Additionally, she addressed a concern regarding motorized
vehicle usage in City parks and advised that signs are posted throughout the parks
prohibiting the use of motorized vehicles and that Parks staff will monitor for violators.
She also announced the retirement of Director of Parks and Community Services Ray
McDonald and a retirement celebration will be held January 27, 2023, at 2 p.m., at
the Euless Family Life Center.
➢ Texas Star General Manager Glenda Hartsell -Shelton advised that the Texas Star
Golf Course was highlighted in the Avid Golfer magazine.
➢ Police Captain Brenda Alvarado presented the Code Enforcement update and
included an overview of the 2022 code cases.
➢ City Manager Getchell advised that Police Captain Alvarado was highlighted in the
magazine Arise and Rejoice. Additionally, she wished a happy early birthday to
Council Member Tompkins.
➢ Director of Finance Janina Jewell presented a Financial update and stated that car
rental tax collections for the period ending November 2022 were flat when compared
to the same period in the prior year.
CLOSED SESSION
The City Council convened into closed session at 6:17 p.m. for deliberation regarding the

As authorized by Section 551.071 of the Texas Government Code, the City Council
reserves the right to adjourn into Closed Session at any time during the course of this
meeting to consult with its attorney regarding any of the matters listed on the agenda and
to seek legal advice related to pending or contemplated litigation or a settlement offer,

PLEDGES OF ALLEGIANCE
Council Member Jeremy Tompkins led the pledge of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE YEAR FOR 2022
Police Chief Mike Brown introduced Inspector Demetrie Washington. Demetrie was
accompanied by his wife, Nicolle, his parents, Johnny and Sandy, mother-in-law and
father in-law Marcia and Luiz, sister-in-law, Michelle, members of the Police Department,
and the Code Compliance Division. Mayor Martin presented Demetrie with a plaque
commemorating his selection as Employee of the Year for 2022.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS
Police Chief Brown introduced Senior Police Corporal Jordan Sims. Jordan was
accompanied by his wife, Katlyn, sons, Elliott and Winston, and members of the Police
Department. Mayor Martin presented Jordan with a service pin commemorating his 10
years of service with the City.
Police Chief Brown introduced Police Sergeant Katherine Meador. Katherine was
accompanied by her parents, John and Kim, and members of the Police Department.
Mayor Martin presented Katherine with a service pin commemorating her 10 years of
service with the City.
Public Service Officer Andrew Yamasaki was not present to receive a service pin
commemorating his 15 years of service with the City.
REGULAR AGENDA
ITEM NO. 3. APPROVED CITY COUNCIL MINUTES
Council Member Stinneford motioned to approve the City Council minutes of the
precouncil and regular meeting of December 13, 2022.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 4. APPROVED RESOLUTION NO. 23-1632

Mayor Pro Tern Price motioned to approve Resolution No. 23-1632, calling a General
Election for the Offices of Mayor and City Council Members, Place 2 and Place 4, for
Saturday, May 6, 2023, and authorizing a contract with Tarrant County to furnish election
services and equipment.
Council Member Paudel seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
Nays: None

ITEM NO. 5. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 22-
14-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2333
Mayor Martin opened the public hearing at 7:16 p.m.
Director of Planning and Economic Development Michael Warrix presented the case to
the City Council and advised that the applicant is seeking a Specific Use Permit for a
hotel to be located at Midway Square Addition, Block B, Lot 1 D, located north of East
Airport Freeway and approximately 350 feet west of Bear Creek Parkway. On January
12, 2021, Atwell Suites Hotel received a Specific Use Permit approval for this site but
construction never began. The property owner has executed an agreement with Cambria
Hotel for a four-story hotel with a restaurant/bar with a layout similar to the previously
approved Specific Use Permit. The Planning and Zoning Commission held a public
hearing on December 6, 2022, and voted 7-0-0 to recommend approval of the Specific
Use Permit with the following conditions:
1) The Specific Use Permit is tied to the business name, Cambria Hotel;
2) The Specific Use Permit is tied to the business owner, Monsoon Flower, LLC;
3) The Mutual Emergency Access, Drainage, & Utility Easement (MEADUE) on the
northern edge of the subject property shall be fully constructed and extended to
Fuller -Wiser Road before the hotel begins operating;
4) The hotel will be inspected by the City of Euless based on applicable provisions of
the City of Euless Property Maintenance Code. Information about hotel inspection
standards is provided to the owner and operator; and
5) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:20 p.m.
Council Member Tompkins motioned to approve Ordinance No. 2333, authorizing the
issuance of a Specific Use Permit for a hotel to be located at Midway Square Addition,

Block B, Lot 1 D, in the Community Business (C-2) zoning district with the conditions
presented and recommended by the Planning and Zoning Commission.
Council Member Stinneford seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

Mayor Martin declared the motion carried.
ITEM NO. 6. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 22-
15-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2334
Mayor Martin opened the public hearing at 7:21 p.m.
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that due to a change of ownership, the applicant is seeking a Specific
Use Permit to operate an existing hotel located at Centurion Addition, Lot 1, Block B, 2550
State Highway 121. The new owner intends to continue operating as La Quinta Inn &
Suites without any operational changes to the business or building. The Planning and
Zoning Commission held a public hearing on December 20, 2022, and voted 7-0-0 to
recommend approval of the Specific Use Permit with the following conditions:
1) The Specific Use Permit is tied to the business name, La Quinta Inn & Suites;
2) The Specific Use Permit is tied to the business owner, Shivanghi-Dipti, LLC,
Chetan Patel, agent; and
3) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mr. Warrix advised that staff is recommending consideration of the following additional
condition:
4) The hotel will be inspected by the City of Euless based on applicable provisions of
the City of Euless Property Maintenance Code. Information about hotel inspection
standards is provided to the owner and operator.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:23 p.m.
Mayor Pro Tern Price motioned to approve Ordinance No. 2334, authorizing the issuance
of a Specific Use Permit for a hotel to be located at Centurion Addition, Lot 1, Block B,
2550 State Highway 121, in the 121 Gateway (TX-121) zoning district with the conditions

presented and recommended by the Planning and Zoning commission as well as the
additional condition recommended by staff.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 7. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 22-
16-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2335
Mayor Martin opened the public hearing at 7:24 p.m
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant is seeking a Specific Use Permit for an automobile
driving school, to be located at Euless Town Center, Lot 1R, Block 1, 1201 West Airport
Freeway, Suite 255. The Planning and Zoning Commission held a public hearing on
December 20, 2022, and voted 7-0-0 to recommend approval of the Specific Use Permit
with the following conditions:
1) The Specific Use Permit is tied to the business name, Learn 2 Drive Academy;
2) The Specific Use Permit is tied to the business owner, Mirza Sajid; and
3) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents followed by opponents of the case
There being none, Mayor Martin closed the public hearing at 7:26 p.m.
Council Member Paudel motioned to approve Ordinance No. 2335, authorizing the
issuance of a Specific Use Permit for an automobile driving school to be located at Euless
Town Center, Lot 1 R, Block 1, 1201 West Airport Freeway, Suite 255, in a Planned
Development (PD) zoning district with the conditions presented and recommended by the
Planning and Zoning Commission.
Council Member Tompkins seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 8. APPROVED EXTENSION OF CONTRACT FOR CITY MANAGER

Council Member Stinneford motioned to approve an extension of the City Manager's
contract to January 31, 2025.
Council Member Zimmer seconded the motion.

Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 9. APPROVED EXTENSION OF CONTRACT FOR CITY
SECRETARY
Council Member Paudel motioned to approve an extension of the City Secretary's
contract to January 31, 2025.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.

City Manager
City Manager Getchell advised that the Wilshire Park will be closed for renovations
beginning Thursday, January 12, 2022.

Mayor Martin recognized and welcomed Sandra Haylett, mother of Director of Finance
Janina Jewell, to the meeting.
