HomeMy WebLinkAbout2015-06-18 Town Hall TOWN HALL MEETING EULESS CITY HALL THURSDAY,JUNE 18 2015 CALL TO ORDER Mayor Linda Martin called the Town Hall meeting to order at 7:00 p.m. COUNCIL AND STAFF MEMBERS PRESENT Mayor Linda Martin, Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Linda Eilenfeldt, Harry Zimmer, and Perry Bynum participated on the panel along with City Manager Loretta Getchell and Deputy City Manager Bob Freemen, Assistant City Manager Chris Barker, and Finance Director Janina Jewell. Council Member Eddie Price was not in attendance. Additional staff members present included: City Secretary Kim Sutter, Police Chief Mike Brown, Director of Planning and Economic Development Mike Collins, Public Works Director Hal Cranor, Fire Chief Wes Rhodes, Assistant Fire Chief Jeff Morris, Police Captain Gary Landers, Communications and Marketing Manager Betsy Deck, Texas Star General (, Manager Glenda Hartsell-Shelton, IT Administrator Scott Joyce, Library Administrator Sherry Knight, Fleet and Facility Administrator Kyle McAdams, and Fire Marshal Paul Smith, Police Lieutenant Brandon Zachary, Recreation Manager Suzanne Hendrickson, and Code Inspector James Patterson VISITORS Lou Baum, Vince Bassett, Lisa Bynum, Liz Campbell, Iris Elliott, Kathy and Gary Haecker, Leon and Jan Hogg, Kate Lyon, Anniece McKanna, Kenny Olmstead, Barney Snitz, Lori Tompkins, Peggy Vandiver, and approximately 30 other citizens. TOPICS OF DISCUSSION Mayor Linda Martin welcomed those in attendance. Deputy City Manager Bob Freeman introduced the members of the panel. Finance Director Janina Jewell presented the overall current fiscal condition of the City and a summary of the budget for Fiscal Year 2014 -2015, and reviewed the revenue sources of the City. Finance Director Jewell reviewed the revenue and expenditures considerations for the upcoming fiscal year. Among the items of note was the water and waste water rates. She stated that the City has not received information from TRA regarding wholesale water and Town Hall Meeting Minutes Page 2 of 3 June 18, 2015 wastewater rates for the upcoming year; however their multi-year forecast received last (w year indicated projected rate increases of six (6) percent for water and nine (9) percent for waste water; however, these projections will likely change. She reviewed the current and proposed capital improvement projects, and advised that the proposed budget will be presented to the City Council at the July 30 and August 1, 2015, worksessions. Assistant City Manager Chris Barker reviewed the capital improvement plan including recently completed projects, current projects, and future projects. At this time, attendees were given an opportunity to address questions to the City Council and city staff. Vince Bassett, 804 Peterstow Drive, Euless, stated that he would like to see the City consider the addition of a youth center and locate the center near the Euless Family Life Center. He requested more frequent patrols around Covington Hill and provided positive feedback related to Access Euless, the Family Life Center and the aquatics center. However, he feels the Family Life Center would benefit from full-time front desk personnel. At the request of Council Member Perry Bynum, Public Works Director Hal Cranor reported on the road surface evaluation and the condition of the city's streets. He stated that the report indicated that the city's streets have been well maintained over the years. He further advised that the city is evaluating a product (HA5 — high emulsion asphalt) to preserve the conditions of the road. He added that roads will be re-evaluated every three (, to four years. Michelle Schneider, 1720 Red Bud Lane, Euless, addressed the Council regarding the traffic around Lakewood Elementary, impact of development to the school system, and stated that she appreciates receiving emails regarding city information. Planning and Development Director Mike Collins stated that the City works closely with the school district and the school district will make decisions regarding the future needs related to the districts growth. Gary Haeker, 403 John Vernon Lane, Euless, inquired about the Mid-Town Express project and the redevelopment plans for a project on Alexander. Peggy Vandiver, 808 Clebud Drive, Euless, asked about any proposed senior living center developments. Additionally, she reminded those in attendance about the monthly Heritage Parks tours and the city's heritage museum. Planning and Development Director Mike Collins responded with information about a proposed three-story apartment development that is expected to be constructed next summer and will be deed restricted to those 55 years of age and older. Jennifer Saldana, 712 Oakwood Drive, Euless, inquired about the status of the Shadow Creek Apartments and development along highway 10. Town Hall Meeting Minutes Page 3 of 3 June 18, 2015 City Manager Getchell responded that a developer has applied for zoning to redevelop the property. Additionally, she reported that there are no immediate plans for development along Highway 10. Kathy Haecker, 403 John Vernon Lane, Euless, inquired about the status of Kroger located at the corner of Harwood and Main Street. Planning and Development Director Collins responded that the store will be undergoing renovations and expansion. The process is expected to take four to five months to complete. In response to a question related to the State Highway 183 expansion, Assistant City Manager Barker advised that construction will begin in 2016 and is expected to be complete in 2018. Additionally, he advised that the Main Street bridge will be closed during the construction. Public Works Director Cranor reported that the Trinity River Authority (TRA) will be working on water and wastewater line improvements in the Wilshire neighborhood. The Mayor and City Council expressed their appreciation to those in attendance for their questions and comments.
