WMMS, Recent State Legislature has prohibited municipalities from regulat-
ing pawn shops through the use of a Specific Use Permit; and,
SFAS, State Legislature has mandated that cities specify at least one
zoning district that allows pawn shops as a use by right; and,
MUME'A.S, it has been determined that such a use has certain characteristics
which makes it inappropriate within residential and commercial zones without
first determining that the negative influences have been adequately mitigated.
NO&A, TMM?ME, BE IT RESOLVED BY THE PLANNING AND ZOMENG 0CW4ISSICK OF THE
CITY OF EUL SS, TEXAS:

ow, we hereby recommend the City Council approve and adopt the ordinance
attached hereto and made a part hereof, which would allow pawn shops in the
industrial zoning districts.

THAT, a signed copy of this resolution shall be delivered to the City Council,
and shall constitute the report and recommendation of the Planning and Zoning
Commission.
ADOPTED this 1st day of October, 1991.
