Tuesday, January 24, 2023
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:34 p.m. on Tuesday, January 24, 2023, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor
Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Mayor Martin stated that the Town Hall meeting held Thursday, January 19, 2023,
went very well with good attendance, and members of the City Council recognized
Assistant City Manager Wes Rhodes for moderating the meeting.
➢ Council Member Tompkins advised that he attended the ribbon cutting ceremony for
the Bedford YMCA held on Saturday, January 21, 2023.
➢ City Secretary Kim Sutter advised that the meeting with State Representative Tony
Tinderholt scheduled for Friday, January 27, 2023, has been cancelled and will be
rescheduled for a later date.
➢ City Manager Loretta Getchell advised of several upcoming events:
• Ray McDonald's Retirement Reception, Friday, January 27, 2023, 2 to 4 p.m.,
Euless Family Life Senior Center;
• Inga Langi's Retirement Reception, Tuesday, January 31, 2023, 10 a.m., City
Hall Campus Finance breakroom;
• 75th Anniversary Celebration of United States and Nepal Diplomatic Relations,
Saturday, February 11, 2023, 1 to 3 p.m., Euless Family Life Senior Center;
and
• Hurst -Euless -Bedford Independent School District Hall of Fame Induction
Ceremony, Saturday, February 11, 2023, 5 p.m., Gene A. Buinger Career &
Technical Education Academy.
➢ City Manager Getchell reviewed the regular agenda.
Director of Planning and Economic Development Michael Warrix reviewed a rezoning
case (Item No. 13) for property located at the northeast corner of FM 157 and South
Pipeline Road. He introduced Ray Abraham and Brad Secrist representing Leon
Capital Group.
Ray Abraham, Development Manager, Leon Capital Group, addressed the City
Council related to the rezoning request. He advised that Leon Capital is under

contract to purchase 15 acres of land and intends to retain the C-2 zoning on the
remaining acreage outside of the proposed 9.6-acre development.
Council Members Stinneford, Bynum, and Paudel expressed concern about resident
privacy and truck traffic issues related to the entrances from FM157 South Industrial
Boulevard and South Pipeline Road.
Mr. Abraham reviewed the site plan details and advised of a design change to restrict
access to the property from South Pipeline Road to address increase traffic concerns
and the plan to add additional trees along the perimeter of the development to address
the concerns of adjacent residential property owners.
Concerns by neighbors include screening, setbacks, and landscaping. He reviewed
the requirements for C-2 zoning and reviewed the differences of what is being
proposed as to what is allowed by right and stated that the proposed screening and
landscaping is above and beyond what would be required under the current C-2
zoning. Additionally, he reviewed the progression of the changes to the development
based on input from City staff as well as the comments and concerns expressed by
the neighboring property owners.
Council members Zimmer and Tompkins inquired about the proposed building
materials and ongoing maintenance for the property.
Mr. Abraham reviewed the renderings of the proposed buildings and stated that the
proposed building finish (painted concrete) and landscaping would require ongoing
maintenance. He also stated that at this time Leon Capital does not have any
intention of selling the property but it could be a possibility in the future.
➢ Director of Public Works and Engineering Major Jones addressed the City Council
regarding the proposed 49th Year Community Development Block Grant project. He
advised that the City of Euless is eligible for funding in the amount of $320,117 and
staff is proposing the two wastewater line replacement projects:
1) 560-foot wastewater line replacement
o through 401 W. Ash Lane, then South along the east side of Fair Oaks
Boulevard to Shelmar Drive; and
2) 615-foot wastewater line replacement
o through 408 Kensinger Court, then East along the north side of Kensinger
Court to 306 Kensinger Court.
He stated that an item will be presented for consideration by the City Council at the
February 14, 2023, City Council meeting.
➢ Director of Parks and Community Services Ray McDonald presented a Parks and
Community Services FY2023 project update, including:
o Blessing Branch Trail

o Various City Park projects
o Recreation Center, Senior Center, and Aquatic Center projects
o Completion of Pickleball Courts
o Stars Center new concession tenant
o Addition of "outhouse" at Heritage Park
o Christmas Tree recycling
City Manager Getchell announced that the budget calendar has been distributed and
that the Winter Work Session will be held the morning of Saturday, February 18, 2023.
CLOSED SESSION
The City Council convened into closed session at 6:24 p.m. for deliberation regarding the
following:
As authorized by Section 551.071 of the Texas Government Code, the City Council
reserves the right to adjourn into Closed Session at any time during the course of this
meeting to seek legal advice and consult with its attorney regarding any of the matters
listed on the agenda and Bear Creek Bend development regulations.
Mayor Martin recessed the closed session at 6:31 p.m.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR
FEBRUARY 2023
Director of Planning and Economic Development Michael Warrix introduced
Administrative Secretary Yvonne Garcia. Yvonne was accompanied by her husband,
Noe, and members of the Planning and Economic Development Department. Mayor
Martin presented Yvonne with a plaque commemorating her selection as Employee of the
Month for February 2023.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
City Manager Loretta Getchell introduced Director of Parks and Community Services Ray
McDonald. Ray was accompanied by his wife, Dawn, daughter, Katelyn, stepdaughter,
Ashtyn, son, Ray, parents, Ray and Katie, and members of the Parks and Community
Services Department. Mayor Martin presented a proclamation to Ray recognizing his
retirement from the City of Euless with 34 years of combined service.

ITEM NO. 3. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR
PERIOD ENDING DECEMBER 31, 2022
Director of Finance Janina Jewel presented the quarterly financial report for the period
ending December 31, 2022.

Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 4
through 12.

ITEM NO. 4. AUTHORIZED THE PURCHASE OF PRODUCTS AND SERVICES
FOR TEXAS STAR GOLF COURSE
Authorized the purchase of various Toro golf irrigation supplies, equipment replacement
parts, and services from Professional Turf Products, 1010 North Industrial Boulevard,
Euless, Texas. The estimated expenditure is $70,000.
ITEM NO. 5. AUTHORIZED THE PURCHASE OF FURNITURE
Authorized the purchase of furniture for the Euless Family Life Senior Center from G.L.
Seaman & Company, 2624 Weisenberger Street, Fort Worth, Texas, through the National
Cooperative Purchasing Alliance, Vizient, and Omnia Purchasing Cooperatives as
approved in the FY2023 budget. The estimated expenditure is $63,376.45.
ITEM NO. 6. AUTHORIZED THE PURCHASE OF POLICE VEHICLE
EQUIPMENT
Authorized the purchase of police vehicle equipment from GT Distributors, Inc., 1124 New
Meister Lane, Suite 100, Pflugerville, Texas, through the BuyBoard Purchasing
Cooperative. The estimated expenditure is $67,235.
ITEM NO. 7. AUTHORIZED THE PURCHASE AND INSTALLATION OF A PRE -
MANUFACTURED BUILDING
Authorized the purchase and installation of a pre -manufactured building to serve as a
breakroom for the aquatic staff at the Euless Family Life Aquatic Park from Restroom

Facilities Ltd, 1707 Colt Circle, Marble Falls, Texas, through the BuyBoard Purchasing
Cooperative as approved in the FY2023 budget. The estimated expenditure is $198,864.
ITEM NO. 8. AUTHORIZED THE PURCHASE OF SENSUS WATER METERS
AND TRANSPONDERS
Authorized the purchase of Sensus water meters and transponders from Aqua Metric,
16914 Alamo Parkway, Suite 2, Selma, Texas. The estimated expenditure is $175,000.
ITEM NO. 9. APPROVED AWARD OF REQUEST FOR QUALIFICATIONS
(RFQ) NO. 002-23 FOR DESIGN/BUILD SERVICES FOR THE
TEXAS STAR ATHLETIC STAFF OFFICES
Approved award of Request for Qualifications (RFQ) No. 002-23 for design/build services
including construction administration and general contracting services for the Texas Star
Athletic Staff Offices and authorized the City Manager to enter into a design/build contract
with Gomez Floor Covering, Inc, dba GFC Contracting, 1130 Inwood Road, Dallas,
Texas, in accordance with Subchapter G, Chapter 2269 of the Texas Government Code.
The estimate expenditure is $411,914.
ITEM NO. 10. ACKNOWLEDGED RECEIPT OF FY2022 ANNUAL INVESTMENT
REPORT
Acknowledged receipt of FY2022 Annual Investment Report in accordance with Chapter
2256 of the Texas Local Government Code.
ITEM NO. 11. APPROVED RESOLUTION NO. 23-1635
Approved Resolution No. 23-1635, approving the City's Investment Policy for all funds
invested for the City of Euless.

Approved City Council minutes of the special called meeting of January 9, 2023, and the
precouncil and regular meeting of January 10, 2023.
REGULAR AGENDA
ITEM NO. 13. HELD A PUBLIC HEARING REGARDING PLANNED
DEVELOPMENT 22-02-PD AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2336
Mayor Martin opened the public hearing at 7:22 p.m.
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant is requesting the approval of a Planned
Development (PD) for a warehouse development on approximately 9.502 acres of land
that is currently zoned C-2. Mr. Warrix reviewed the site plan, landscape plan, elevations,

and photometrics, and stated that the applicant hosted three informational neighborhood
meetings to present the proposed plans and address questions from the adjacent
property owners. The Planning and Zoning Commission held a public hearing on January
3, 2023, and received significant opposition citing increased truck traffic and traffic
patterns, screening and landscaping, and overall best use for the property adjacent to a
residential neighborhood. Subsequently, the Commission voted 5-2-0 to forward a
recommendation of denial to the City Council.
Ray Abraham, Development Manager, Leon Capital Group, reviewed the proposed
development and outlined the amendments made to the development plan to address
concerns raised by the adjacent residential property owners.
Brad Secrist, Director, Leon Capital Group, was also present to address any questions.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
Sondra Crowley, representing Elaine Green, 602 Aspenway Circle, Euless, expressed
her support for the request to rezone the property. She explained that Ms. Green owns
a portion of the Elijah Rodgers Survey, Abstract No. 1299, Tract 1 B01, and she feels that
the proposed zoning and use is a perfect fit for the lot and surrounding area and
expressed her support of the rezoning request.
Mayor Martin asked to hear from any opponents of the case.
Several citizens spoke in opposition of the case, they expressed concern with the amount
of noise and air pollution the tractor -trailers would produce, potential traffic issues along
South Pipeline and FM 157 South Industrial Boulevard, and privacy concerns of the
residents whose property is directly adjacent to the proposed development.

Council Members Stinneford and Bynum stated that they value the concerns expressed
by the residents and reminded those in attendance of the possibility of development of
the property under the current C-2 zoning which would not require City Council approval.
Council Member Paudel motioned to deny Ordinance No. 2336, amending the Code of
Ordinances of the City of Euless, Texas, Chapter 84, Unified Development Code, by
amending the City of Euless Zoning District Map on approximately 9.502 acres in the
Elijah Rodgers Survey, Abstract No. 1299, Tract 1 B, located on the northeast corner of
South Industrial Boulevard and South Pipeline Road West, changing the zoning from
Community Business (C-2) to Planned Development (PD) district zoning.
Council Member Tompkins seconded the motion.

ITEM NO. 14. HELD A PUBLIC HEARING REGARDING PLANNED
DEVELOPMENT 22-04-PD AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2337
Mayor Martin opened the public hearing at 8:18 p.m.
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the City is seeking to amend Planned Development Ordinance
No. 1101, Bear Creek Bend Section I, to remove the masonry requirement for a fence/wall
along Harwood Road. The proposed amendment provides minimum standards for wood
fencing. The Planning and Zoning Commission held a public hearing on January 3, 2023,
and recommended approval by a vote of 7-0-0.
Mayor Martin asked to hear from any proponents for the case.
Gayle Bellon, 1200 Winston Drive, Euless Texas, HOA President, expressed her
appreciation to the City Council for their consideration of the case.
Mayor Martin asked to hear from any opponents of the case.
There being none, Mayor Martin closed the public hearing at 8:22 p.m.
Council Member Stinneford motioned to approve Ordinance No. 2337, amending the City
of Euless, Texas, Ordinance No 1101 to provide minimum standards for wood fencing
and the deletion of any requirement for masonry materials for a screening fence or wall
along Harwood Road associated with the Bear Creek Bend Addition. All other terms,
conditions, and provisions of Ordinance No. 1101 will remain in full force and effect.

ITEM NO. 15. HELD A PUBLIC HEARING REGARDING PLANNED
DEVELOPMENT 22-05-PD AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2338
Mayor Martin opened the public hearing at 8:25 p.m.
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the City is seeking to amend Planned Development Ordinance
No. 1122, Bear Creek Bend Sections II and III, to remove the masonry requirement for a
fence/wall along Harwood Road. The proposed amendment provides minimum
standards for wood fencing. The Planning and Zoning Commission held a public hearing
on January 3, 2023, and recommended approval by a vote of 7-0-0.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 8:25 p.m.

ITEM NO. 16. AUTHORIZED THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A DEVELOPMENT AGREEMENT WITH BEAR CREEK
BEND NEIGHBORHOOD ASSOCIATION
Deputy City Manager Barker presented the item to the City Council and advised that the
agreement describes duties and responsibilities between the Bear Creek Bend
Neighborhood Association (HOA) and the City in matters regarding the removal and

reconstruction of the perimeter fence adjacent to Harwood Road located in the Bear
Creek Addition, Phases I, II, and III.
Council Member Tompkins motioned to authorize the City Manager to negotiate and
execute a development agreement with the Bear Creek Bend Neighborhood Association.
Council Member Paudel seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 17. APPROVED BOARD AND COMMISSION APPOINTMENT
City Secretary Kim Sutter presented the item to the City Council and stated that Library
Board Member Mike McGehee, after serving 27 years, has submitted his resignation, and
advised that the City Council may consider appointing an alternate member to serve the
remainder of the term.
Council Member Tompkins motioned to approve the following appointments:

ITEM NO. 18. PUBLIC COMMENTS
Brody Mulligan, 312 Rambling Court, Euless, addressed the Council and expressed his
appreciation to the Police department and requested that consideration be given to
increase funding for Police services to allow for the purchase of new vehicles and updated
facilities.
Mayor Martin stated that Police Chief Mike Brown is currently in the process of developing
plans to remodel the current Police facilities and funding is made available for the
purchase of vehicles and equipment at the request of the Police Chief.
