A RESOLUTION OF THE CITY OF EULESS ENDORSING THE
STATEMENT OF GOALS, OBJECTIVES AND STRATEGY CF
THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS
DETAILED IN THE 1971-73 OVERALL PROGRAM DESIGN .
WHEREAS, the City of Euless believes the goals, objectives and
strategy of the North Central Texas Council of Governments detailed in
the 1971 -73 Overall Program Design to be in the best interests and con-
sistent with the goals of the citizens of Euless.
NOW, THEREFORE, BE iT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EULESS, TEXAS:
That these goals are hereby adopted by t ^,e City of Euless, and the
same shall be attached and made a part of this resolution.
ADOPTED AND APPROVED this 9th -'day of ,Uy 1972, by a vote of
L ayes and 0 nays at a regular meeting of the City Council of the
City of Euless, Texas.

100: MANAGEMENT SERVICES
Issues
As a relatively new kind of governmental organization, NCTCOG is charged with conducting regional planning and
services under a wide variety of state and federal funding programs. Sound management and administration is essential
to the performance of NCTCOG's mission. Included in the agency's funding sources are the Department of Housing
and Urban Development, Public Health Service, Department of Transportation, Texas Water Quality Board, Federal
Water Quality Administration, and the State of Texas (Office of the Governor) through general support grants, non -
metropolitan regional council funding and criminal justice planning.
With each funding program there have come different management requirements from each agency for accounting,
reporting and auditing. This lack of uniformity in federal and : ;tate funding agency requirements and the uncertainty
of continued funding resource support make regional council management and administration very complex and difficult.
Budgeting has been a serious challenge to agency administrators --an excessive amount of time is spent in grant
administration, yet there are no well developed management tools available to assist Directors and executive boards
in determining the effectiveness of programs as they relate to each other, which will simultaneously meet accounting
and auditing requirements and directives.
Goal and General Strategy
Goal. To enable NCTCOG to function as an efficient and effective regional planning and service agency with
strong administrative and managerial support.
Strategy. Provide overall administrative services and managerial control to equip, staff and maintain the agency and
lts wor programs utilizing policies and procedures that will meet the needs of the agency and at the same time fulfill
state and federal requirements.

FUNCTIONAL CATEGORY 200: BASIC RESEARCH & SYSTEMS
DEVELOPMENT
Issues
The effective utilization of resources to solve urban and regional problems and to plan effectively for the future requires a
comprehensive knowledge of the area. An agency such as NCTCOG, which was created to aid in the development of the
North Central Texas Region, is especially in need of general socio- economic and physical information on its member govern-
ments as well as specific data on current problems or programs which may affect the future. Planning agencies in this area
lack such a data base. Without it, we risk making the same mistakes, also based on inadequate information, as other metro-
politan areas have made. It is NCTCOG's responsibility to act as a coordinating agency in the development of an areawide
information system while supporting its own programs.
Goal and General Strategy
Provide the modus operandi through which a regional information system, centered at NCTCOG, can be created. •Accomplish
this by: 1) providing access to available information through coordination of regional data agencies; 2) collecting unavailable
information; 3) developing staff manpower to handle the system mechanism.
List of Objectives
201 Data Base Development: As a basis of a regional information system, develop a basic data base for use by NCTCOG
staff and regional agencies. Data will include information on the socio- economic and physical characteristics of
the region.
202 Regional Information System: Organize and systematize existing information in region and coordinate information
agencies to serve regional problems. •
203 NCTCOG Functional Program Support: Provide technical assistance, through the NCTCOG planning staff, for the
collection of information necessary for the various functional programs at NCTCOG.

FUNCTIONAL CATEGORY 300: INTERGOVERNMENTAL SERVICES
Issues
In the North Central Texas Region there are local government problems, needs and opportunities that are short range and
are of immediate concern. These situations are often common to local governments and emerge as multi - jurisdictional in
nature. The orderly growth and development of the Region depends upon the identity of these issues and problems and
definition of cooperative programs and solutions.
Goal and Strategy
'Goal: To facilitate more effective and responsive local government on matters of immediate need and
concern for the benefit of citizens in the region.
General Strategy:
Conduct liaison with local governments and other governmental agencies, serve as the metropolitan
clearinghouse on proposed projects, providing other coordination services, furnish technical advice
and related governmental services, and carry out a series of special projects. Provide a program of
high - visibility services and action programs directed at the immediate needs of local governments.
List of Objectives
301 Clearinghouse: To coordinate federally aided construction projects and programs with state, regional and local
planning efforts to gain more orderly growth and development in the North Central Texas Region.
302 Technical Assistance: To provide technical assistance and services to meet the operational requirements of member
governments within the Region.
303 Joint Services: To prepare a series of standard coordinated policies, cooperative mechanisms and administrative
arrangements for the provision of a broad range of services to member governments on a joint regional basis.

FUNCTIONAL CATEGORY 400: COMMUNITY DEVELOPMENT •
Issues
In terms of community development, open space and outdoor recreation, housing, land development patterns, and certain public
services have emerged largely without benefit of real regional planning. There are opportunities for augmenting the talent and
capabilities of local governments to deal with such issues, opportunities which may be identified and achieved through an
ongoing regional planning process designed to alleviate problems associated with isolated community development activities.
Goal and General Strategy
To help localities realize maximum benefits from the community development process, through involvement in comprehensive
programs for the management and planning of resources and public services. The North Central Texas Council of Governments
has certain resources and potential of its own for guiding the development of such programs and processes. COG should help
local governments to realize community development goals by instituting and continuing programs in housing, open space /outdoor
recreation, public service /facilities, and land resources management /planning.

401 Land Use: Creation of an ongoing land resources management /planning process of regional scope.
402 Open Space /Outdoor Recreation: Completion of the Regional Parks and Open Space Plan by July 1, 1971.
403 _ Housing: Preparation of the Housing Element of the Comprehensive Regional Plan, subsequent and complementary
to Land Use Plan.
404 Codes and Licensing: The development and implementation of standardized construction codes, uniform development
standards and regional electrician testing for North Central Texas.
405 Airport Environs: To establish a continuing process of community planning and adaptation in response to the impact of
the Dallas /Fort Worth Regional Airport.

FUNCTIONAL CATEGORY 500: PUBLIC PROTECTION
Issues
There is a need to improve all segments of the criminal justice system if it is to serve better those who are involved in it.
The central issue is how to achieve an effective program to prevent crime and apprehend and rehabilitate offenders while
providing the balance of justice necessary to a free society.
Goal
The goal of PUBLIC PROTECTION is to prevent crime, provide public protection and related services, and insure personal
freedom.
General Strategy
In order to prevent crime, provide public protection and related services, and insure personal freedom, NCTCOG should
seek public endorsement to implement and coordinate programs which improve all levels of criminal justice manpower and
services. In part, this may be accomplished by providing professional services, continuing comprehensive planning, and
securing intergovernmental cooperation.

501 Prevention: To improve services to pre - delinquent and neglected youth.
502 Courts and Prosecution: To provide a means by which the courts may improve their services to defendants before and
after trial .
503 Corrections and Rehabilitation: To alleviate jail and jail - related problems in North Central Texas, e.g.,
overcrowdedness, lack of rehabilitation programs, prisoner classification, security, training, etc.
504; Law Enforcement: To upgrade law enforcement personnel.
505' Information and Community Services: To inform criminal justice and related agencies in the region of
means available to improve the criminal justice system; to aid these agencies in improving their activities; to develop
a plan which provides for uniform program implementation.

506 Communications and Records: To provide all criminal justice agencies in the region with an effective means
of disseminating and retrieving operational, management, and statistical information.
507 Other Law Enforcement and Criminal Justice Improvement: To prepare to meet adequately the impact of
additional crime in and around the Regional Airport.

FUNCTIONAL CATEGORY 600: NATURAL RESOURCES MANAGEMENT
Rapid urbanization within the region is degrading the natural resources making management of these resources
of paramount importance. The increase of population density demands better utilization of the region's
natural resources, both in providing for open space and for the natural resource consumptive demands. Ob-
stacles impeding the effective management of these natural resources include: lack of adequate regional
planning, land use planning, water supply management planning, watershed management, manpower
development, regional solid waste planning and management, regional air quality planning, and regional
conservation management program. Underlying these obstacles is an apparent basic conflict between the
values of conservation (environmental quality maintenance) on the one hand and the values of growth or
economic development on the other. Available resources include funds from federal grants and contracts
and local NCTCOG funds.
Goal and General Strategy
A Comprehensive Natural Resources Management plan to be a guide to optimize the public benefit by the
use of all natural resources in a manner to provide the desired and needed standard of living for the present
and future generations. Funding sources will be sought to provide for the needed regional planning in all
areas of natural resource management.
List of Objectives
601 Comprehensive Regional Water Quality Management Plan: To develop a certified regional water quality
management plan based on the concepts of regionalization. This plan will identify all problems and
recommend a systems approach for full intergration of all elements needed to achieve the desired water
quality standards. Plan is to be completed May 13, 1971.
602 Water Quality Analysis and Surveillance: The coordinated analysis of wastewater treatment plant
effluent and stream samples will provide for economy. The evaluation of the data and general
distribution to interested agencies will provide for better water quality and improved wastewater plant
operation.
603 Regional Water Supply and Drainage Planning: A comprehensive and coordinated plan for the development
and use of the water resources of the North Central Texas region to the year 2020.
604 Review Service for State Agency Waste Control Order Hearings: To aid in the coordination of federally aided
water resource projects and programs with State, regional and local planning for effective and economical
water resources development. 3.6.1

605 Solid Waste Disposal: Development of a solid waste disposal system, based on a systems analysis
approach and analytical evaluation of alternatives, which would implement resource recovery
processing and the environmental safe disposal of non - recoverable residue.

FUNCTIONAL CATEGORY 700: HUMAN RESOURCES DEVELOPMENT
The issues of Human Resource Development extend well beyond the present capabilities of NCTCOG. Accordingly,
within this functional category only those programs are treated which deal with governmental manpower at the
local level. There is a continuing need for talented men and women to assume key responsibilities in local govern-
ments in the North Central Texas region. The initiative for progress in achieving better personnel for urban service
must come from each unit of local government, but improving the quality and supply of urban manpower is the
responsibility of other agencies and institutions. The primary issue is the fragmentation of responsibilities for
strengthening public service manpower planning and service activities on a region -wide scale.
Goal and General Strategy
Goal - To provide a high quality of manpower for urban governments.
General Strategy - In order to strengthen the quality of manpower available for public service, coordinated pro-
grams of manpower planning and services must be undertaken regionally in order to determine the specific responsi-
bilities of agencies, educational institutions and urban governments for developing manpower for North Central
Texas. In addition, where feasible, comprehensive region -wide technical and professional manpower educational
programs must be established in order to provide economically the training needed to insure a high quality of man-
power for urban government.

701 Public Service Manpower Planning Program: To enhance the quality of performance in the public service among
the local governments in the North Central Texas Region.
702 Public Service Manpower Service Program: To enhance the quality of performance in the public service among
the local governments in the North Central Texas Region.
703 Water Resources Training Program: To fill the critical need for trained, competent technicians in the public
works and water utility fields in the North Central Texas Region.
:704 Criminal Justice Training Program: To fill-the critical need for trained, competent personnel in the field of
criminal justice in North Central Texas.
705 Other Public Service Training Programs: To fill the critical need for trained, competent personnel - including
minority group members - in planning, municipal inspection, and other urbcn governmental fields.

Goa
To assure the right of good health (that is, the individual's physical, mental and social well being) to every individual in the
region, regardless of his rural or urban setting, and regardless of financial means.
General Strategy
Assist the community (region) in identifying and meeting its health needs through research, coordination goal setting and imple-
mentation of recommendations and plans.

801 Health Planning and Information: To create a coordinated, unified system of health care delivery which reduces
costly duplication of equipment and services and helps to guide the growth of this sytem.
802 Environmental Health: To develop a regional approach to identifying, analyzing and solving environmental
problems in an effort to arrest the destruction of our natural resources.
803 Personal Health: To improve the quality of the health care delivery system in the region as it affects the individual
citizen.
804 Health Education: To improve the quality and increase the quantity of health professional and auxiliary personnel
in the region.
805 Health Facilities: To improve the quantity and quality of the health care facilities of all types in the region in
/ order to control unnecessary building and improvements, and to encourage these when and where needed.

806 Other Health Improvements: This category is intended to cover areas of health care and health planning which
do not fall within the categories already specified. With this element of flexibility built into the program,
the COG staff may deal with areas of health care as they emerge and develop in importance.

Goal and General Strategy
Development of a balanced transportation system for the North Central Texas Region combining various modes of travel and
technologies for maximum convenience and efficiency, minimum confusion and congestion, in the movement of people and
goods.

Urban Public Transportation: To determine an alternative to an auto -only transportation system to serve the region
and the municipalities within the region.
Airports: To develop a regional system of airports which will provide safe and convenient air transportation
for people and goods.
Highways: To assist the Texas Highway Department in developing a highway system for the region as a part of a
balanced transportation system for the efficient movement of people and goods.
