Council of the City of Euless, Texas, convened in special session at the regular meeting place thereof in the City Hall there being present and in attendance the following. member*, to wit: W. G. PULLER MAYOR BILLY OWENS FRANK E. DOUGLASS BOBBY R. FULLER COUNCILMEN T- fivr WARREN= BILL L. BYERS MRS. VADA FERRIS CITY SECRETARY also being present, and with the following absent: Don R. Warren a , constituting ,a quorum; and among other proceedings had were the following: Mayor Fuller presented the following resolution to the City Council: WHEREAS, under and by virtue of an ordinance duly passed by the City Council of the City of Euless on the 23rd day of June, 1964, an election was held inlaid City on the llth day of July, 1964, on eight propositions for the issuance of general obligation bonds for public improvement purposes, as follows: 2',000,000 for constructing street improvements in and for said City, and drainage 1nciden ; parks in and for said City; 250,000 for constructing and equipping a community center building in and for said City, and the acquisition of a site therefor; 145,000 for constructing and equipping a city hall build- ing in and for said City, and the acquisition of a site therefor; 135,000 for constructing and equipping a library building in and for said City, and the acquisition of a site therefor; 130,000 for constructing and equipping a police station and courts building in and for said City, and the acquis- ition of a site therefor; 90,000 for constructing and equipping a fire station building in and for said City, and the acquisi- tion of a site therefor; and 40,000 for constructing and equipping a municipal ware - house and service building in and for said City, and the acquisition of a site therefor, and WHEREAS, upon consideration of the returns of said election it appears that the same was in all respects legally held, after due notice had been given, and that the said returns were duly and legally made; and WHEREAS, it appears from said returns that there were cast at said election 6S9 votes on Proposition Number 1 for the issuance of $2,000,000 Street and Drainage Bonds, of which num- ber 451 votes were cast "FOR THE ISSUANCE OF STREET AND DRAINAGE BONDS" and 208 votes were cast "AGAINST THE ISSUANCE OF STREET AND DRAINAGE BONDS "; and WHEREAS, it further appears from said returns that there were cast at said election 659 votes on Proposition Number 2 for the issuance of $460,000 Park Bonds, of which number 422 votes were cast "FOR THE ISSUANCE OF PARK BONDS" and 237 votes were cast "AGAINST THE ISSUANCE OF PARK BONDS "; and were cast at said election votes on Proposition Number for the issuance of $250,000 Community Center Building Bonds, of which number 41] votes were cast "FOR THE ISSUANCE OF COM- MUNITY CENTER BUILDING BONDS "and 25o votes were cast "AGAINST THE ISSUANCE OF COMMUNITY CENTER BUILDING BONDS "; and WHEREAS it further appears from said returns that there were cast at said election 66o votes on Proposition Number 4 for the issuance of $145,000 City Hall Bonds, of which number 419 BONDS" and 241 votes were cast "FOR THE ISSUANCE OF CITY HALL votes were cast "AGAINST THE ISSUANCE OF CITY HALL BONDS "; and WHEREAS, it further appears from said returns that there were cast at said election 660 votes on Proposition N um- ber 5 for the issuance of $135,000 Library Bonds, of which number 4Le a votes were cast "FOR THE ISSUANCE OF LIBRARY BONDS" and 238 votes were cast "AGAINST THE ISSUANCE OF LIBRARY BONDS "; and WHEREAS, it further appears from said returns that there were cast at said election 662 votes on Proposition Num- ber 6 for the issuance of $130,000 Police Station and Courts Building Bonds, of which number 424 votes were cast "FOR THE ISSUANCE OF POLICE STATION AND COURT BUILDING BONDS" and 238 votes were cast "AGAINST THE ISSUANCE OF POLICE STATION AND COURTS BUILDING BONDS "; and WHEREAS, it further appears from said returns that there were cast at said election 661 votes on Proposition Number 7 for the issuance of $90,000 Fire Station Bonds, of which num- ber 481 votes were cast "FOR THE ISSUANCE OF FIRE STATION BONDS" and 180 votes were cast "AGAINST THE ISSUANCE OF FIRE STATION BONDS "; and ars from . Said 8 for the issuance of $4o,000 Municipal Warehouse and Service Building Bonds, of which number 387 votes were cast "FOR THE ISSUANCE OF MUNICIPAL WAREHOUSE AND SERVICE BUILDING BONDS" and 267 votes were cast "AGAINST THE ISSUANCE OF MUNICIPAL WAREHOUSE AND SERVICE BUILDING BONDS "; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUIESS: SECTION 1: That the aforesaid election was duly and legally called and notice thereof given in accordance with the laws of the State of Texas and the ordinance calling said elec- tion; that said election was held in strict conformity with the Constitution and laws of the State of Texas, and the returns thereof have been property made to the officials of the City entitled to receive same; that only resident qualified electors, who owned taxable property in said City, and who had duly render - ed the same for taxation were permitted to vote at said election; and, further, that said election properly represents the desires of those qualified to vote as aforesaid. SECTION 2: That the proposition to issue the $2,000,000 general obligation bonds for the purpose of constructing street improvements in and for said City, and drainage incidental there- to, was sustained by a majority of the resident qualified elec- tors of said City voting at said election, who owned taxable property in said City and who had duly rendered the same for tax- ation, and that the City Council is authorized to issue said bonds and to levy and have assessed and collected taxes for the pay- ment of the principal and interest in said bonds in the time and manner prescribed by law. SECTION :, That the proposition to issue the $46o,000 general obligation bonds for the purpose of purchasing and /or improving lands for public parks in and for said City was sus - ained by a majority of the resident qualified electors of said d election, who owned t cabl- in _.said he City Council is authorized to issue said bonds and to levy nd have assessed and collected taxes for the payment of the prin- ipal and interest of said bonds in the time and manner prescribed y law. SECTION 4: That the proposition to issue the $250,000 general obligation bonds for the purpose of constructing and equipping a community center building in and for said City, and the acquisition o.;' a site therefor, was sustained by a majority of the resident qualified electors of said City, vot- ing at said election, who owned taxable property in said City and who had duly rendered the same for taxation, and that the City Council is authorized to issue said bonds and to levy and have assessed and collected taxes for the payment of the principal and interest on said bonds in the time and manner pre- scribed by law. SECTION 5: That the proposition to issue the $145,000 general obligation bonds for the purpose of constructing and equipping a city hall building in and for said City, and the acquisition of a site therefor, was sustained by a majority of the resident qualified electors of said City voting at said elec- tion, who owned taxable property in said City and who had duly rendered the same for taxation, and that the City Council is authorized to issue said bonds and to levy and have assessed and collected taxes for the payment of the principal and inter- est on said bonds in the time and manner prescribed by law. SECTION 6: That the proposition to issue the $135,000 general obligation bonds for the purpose of constructing and equipping a library building in and for said City, and the acquisition of a site therefor, was sustained by a majority of the resident qualified electors of said City voting at said election, who owned taxable property in said Cit is authorized to issue said bonds and to levy and have assessed and collected taxes for the payment of the principal and inter- est on said bonds in the time and manner prescribed by law.. SECTION 7: That the proposition to issue the $130,000 general obligation bonds for the purpose of constructing and equipping a police station and courts building in and for said City, and the acquisition of a site therefor, was sustained by a majority of the resident qualified electors of said City, vot- ing at said election, who owned taxable property in said City and who had duly rendered the same for taxation, and that the City Council is authorized ';;o issue said bonds and to levy and have assessed and collected taxes for the payment of the principal and interest on said bonds in the time and manner prescribed by law. SECTION 8: That the proposition to issue the $90,000 general obligation bonds for the purpose of constructing and equipping a fire station building in and for said City, and the acquisition of a site therefor, was sustained by a major- ity of the resident qualified electors of said City voting at said election, who owned taxable property in said City and who had duly rendered the same for taxation, and that the City Coun- cil is authorized to issue said bonds and to levy and have asses- sed and collected taxes for the payment of the principal and interest on said bonds in the time and manner provided by law. SECTION 9: That the proposition to issue the $40,000 general obligation bonds for the purpose of constructing and equipping a municipal warehouse and service building in and for said City, and. the acquisition of a site therefor, was sustained by a majority of the resident qualified electors of said City voting at said election, who owned taxable property in said and have assessed and collected taxes for the payment of the principal and interest on said bonds in the time and manner prescribed by law. The .foregoing resolution having been read in full, it was roved by Councilman Bobby Fuller and seconded by Councilman Bill Byers that the same be passed and Tie reupon the Mayor put the motion to a vote of the members of the City Council and the following members votes "AYE ": Mayor Fuller and Councilmen Owens, Douglass, Fuller, Mimmorand Byers; and none voted "NO ".
