HomeMy WebLinkAbout2015-09-01 special called MINUTES OF A SPECIAL CALLED MEETING OF THE EULESS CITY COUNCIL SEPTEMBER 1, 2015 CALL TO ORDER A Special Called meeting of the Euless City Council was called to order by Mayor Pro Tern Tim Stinneford at 7:00 p.m. on Tuesday, September 1, 2015, in the Council Chambers at Euless City Hall, 201 North Ector Drive, Euless, Texas. Those present included Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt and Perry Bynum. STAFF MEMBERS PRESENT: City Manager Loretta Getchell Deputy City Manager Bob Freeman Assistant City Manager Chris Barker City Secretary Kim Sutter Finance Director Janina Jewell Visitors: Darl Easton The invocation was given by Council Member Jeremy Tompkins. The pledge of allegiance was led by Council Member Eddie Price. ITEM NO. 1. HELD PUBLIC HEARING FOR PROPOSED TAX RATE Mayor Pro Tem Stinneford opened the public hearing at 7:01 p.m. Finance Director Janina Jewell presented the proposal to adopt an ad valorem tax rate of $0.4675 per $100 valuation for tax year 2015, adding that the tax rate has either been lowered or has remained unchanged since 1995. Finance Director Jewell advised that the total estimated general fund operating revenue for FY 2016 is $37,355,090. She presented and reviewed information related to the components of the tax rate, taxable valuations history, tax rate history, tax rate impact (including senior citizens), as well as combined proposed tax rates for all Euless taxing entities, including the school districts, college district, hospital district and Tarrant County. She advised that this is the second and final public hearing on the proposed tax rate the vote on the tax rate will occur at the September 8, 2015, regular meeting. Mayor Pro Tern Stinneford asked to hear from any proponents followed by opponents wishing to speak regarding the item. Special Called Council Minutes Page 2 of 2 September 1, 2015 Darl Easton, 1005 Fayette Drive, Euless, stated that he feels the proposed tax rate is reasonable but feels the tax rate could be reduced in the next year. There being no others requesting to speak, Mayor Pro Tern Stinneford closed the public hearing at 7:10 p.m. ITEM NO. 2. ANNOUNCED THE DATE, TIME AND PLACE OF VOTE ON TAX RATE Mayor Pro Tern Stinneford announced that the vote on the tax rate will take place on Tuesday, September 8, 2015, at 7:00 p.m. in the City Council Chambers, 201 N.
