HomeMy WebLinkAbout2023-03-21 P&Z MinutesCITY OF EULESS PLANNING AND ZONING COMMISSION MARCH 21, 2023 MINUTES The pre -session meeting of the Planning and Zoning Commission was called to order by Chairman Steve Ellis at 6:00 p.m. in the Pre -Session Conference Room of City Hall, 201 North Ector Drive. Those present included Chairman Steve Ellis, Vice Chairman LuAnn Portugal, and Commission Members: Richard Barker, Curtis Brown, David Brown, Rubyanne Crites and Eric Owens. During the Pre -Session Meeting: Senior Planner, Lisa Payne reviewed agenda item number 2. PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of The Euless Planning and Zoning Commission was called to order by Chairman Steve Ellis at 6:30 p.m. in the Council Chambers at City Hall, 201 North Ector Drive. STAFF PRESENT: Michael Warrix, Director of Planning & Economic Development Drew Washington, Fire Marshal Lisa Payne, Senior Planner Yvonne Garcia, Administrative Secretary VISITORS PRESENT: Moe Kisar INVOCATION Vice Chairman Portugal gave the invocation. THE PLEDGE OF ALLEGIANCE Commissioner Crites led the pledge of allegiance. ITEM 1. APPROVED PLANNING AND ZONING MINUTES Commissioner D. Brown made a motion to approve the minutes of the regular meeting of March 7, 2023. Commissioner Crites seconded the motion. The vote was as follows: Ayes: Chairman Ellis, Vice Chairman Portugal, Commissioners Barker, C. Brown, D. Brown, Crites and Owens. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO 23-02- SUP AND CONSIDER RECOMMENDATION FOR AN ORDINANCE Chairman Ellis opened up the public hearing on Specific Use Permit Case No 23-02-SUP at 6:32 p.m. Senior Planner Lisa Payne gave a brief description of the case. Euless Express Lube was purchased by the applicant and the name is being changed to Oil & Auto+. The applicant proposes to continue operating a general automotive repair shop, but a new Specific Use Permit (SUP) is required to operate in the TX-10 district when there is a business name change and owner change. The applicant intends to only offer state inspections, oil changes, and light mechanic work such as brakes and tune ups. No major mechanical or auto body work is proposed, and no outdoor storage is existing or proposed. The business will be open Monday through Saturday and have a total of 5 employees. The applicant has many other locations under different names in the metroplex and has been in business since 2007. Public hearing notification letters were mailed to surrounding property owners, and to date, staff has received one response. Staff recommends approval of the Specific Use Permit, with the following conditions: a. The Specific Use Permit is tied to the business name, KH Group, Inc. dba Oil & Auto+; b. The Specific Use Permit is tied to the business owner, Moe Kisar; C. There shall be no outdoor service or repair to any vehicle; d. There shall be no outdoor storage of vehicles, car parts, or merchandise, to include the fire lane; e. There shall be no on -site major mechanical or auto body work performed on any vehicle; and f. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Chairman Ellis asked to hear from any proponents/opponents who wished to speak. Moe Kisar, applicant, was available for questions. Chairman Ellis read aloud a property notice response in support of the request from Randy Putnam at 2720 W. Euless Blvd, Chairman Ellis closed the public hearing at 6:34 p.m. Vice Chairman Portugal wanted to make sure that the applicant understood the conditions. Mr. Kisar responded that he understood and is excited to be doing business in Euless. There were no further questions or comments presented by the Commission. Planning and Zoning Commission Minutes Page 3 of 3 March 21, 2023 Vice Chairman Portugal made a motion to approve Case No. 23-02-SUP a Specific Use Permit for KH Group, Inc. dba Oil & Auto+ located at 2740 W. Euless Boulevard in the Texas Highway 10 Multi -Use (TX-10) zoning district, and consider recommendation for an Ordinance. Commissioner Crites seconded the motion. The vote was as follows: Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker, C. Brown, D. Brown, Crites and Owens. Nays: None Abstention: None Chairman Ellis declared the motion to approve Case No. 23-02-SUP carried. (7-0-0) ITEM 4. PUBLIC COMMENTS There were no public comments presented. ITEM 5.
