EULESS CITY COUNCIL
Tuesday, March 28, 2023
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:32 p.m. on Tuesday, March 28, 2023, in the Precouncil Conference Room at
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Council Member Paudel advised that he attended the ribbon cutting for Salata in
Glade Parks held Thursday, March 23, 2023. He also expressed his appreciation to
City staff in regards to the inspection at the Nepalese Cultural and Spiritual Center.
➢ Mayor Martin advised that she and City Manager Getchell will attend a Ramadan
dinner at the home of Mr. Silap Berdiyev on Tuesday, April 4, 2023, 7:30 to 8:45 p.m.
and extended an invitation to the City Council to join them.
➢ Council Member Stinneford expressed concern about the exposed holes from the trail
lighting installation at Bob Eden Park. Assistant City Manager Wes Rhodes advised
that he will follow up with the Parks and Community Services department.
➢ City Manager Getchell announced the hiring of Duane Strawn as the City's Director
of Parks and Community Services. She advised that his first day will be May 1, 2023.
She also expressed appreciation to the Euless Police Department's Honor Guard for
participating in the funeral service for Johnnie Wilson, former City of Euless Police
Chief.
➢ City Manager Loretta Getchell advised of two upcoming events:
• City offices closed for Spring Holiday, Friday, April 7, 2023; and
• Fire Department Badge Pinning, Friday, April 14, 2023, 3 p.m.
➢ City Manager Getchell advised the City Council that the City of Euless was awarded
the North Central Texas Council of Governments 2021 Traffic Incident Management
Freeway Blocking Equipment Grant to be used towards the purchase of an attenuator
device to be dispatched for freeway emergencies. She stated that staff is evaluating
the possibility of an agreement with B&B Wrecker to store, staff, and deploy the
vehicle. She also reviewed the estimated annual costs and advised that the Cities of
Bedford and Hurst may choose to participate in the agreement as well.

➢ City Manager Getchell reviewed the regular agenda.
➢ Communications and Marketing Manager Matt Sanders presented a Communications
update and reviewed the responsibilities of the department, including coordination of
various publications, website maintenance, social media presence, and community
involvement. Additionally, he advised that he assists with the coordination of the
shred day and household hazardous waste collection day events.
In response to questions from the City Council, Mr. Sanders responded that he does
not foresee many changes to the department operations in the next five -years as the
internal and external partnerships and resources are adequate in ensuring the
responsibilities of the department are accomplished.
Council Member Stinneford requested that information be provided to the residents
outlining the acceptable single -stream recycling items.
➢ Director of Finance Janina Jewell presented a Financial report for the period ending
February 28, 2023.
➢ Deputy City Manager Chris Barker presented a Capital Projects update including
possible funding for improvements to Heritage Avenue, Pipeline Road improvements,
the Texas Star slope wall repair and extension, Mid City Inn update, and a Watercolor
Development update.
Director of Public Works and Engineering Major Jones presented an update related
to the water wells. Additionally, he reported on the Cheek-Sparger/State Highway
121 project, various road improvements, and FY2023 water and wastewater projects.

7:00 p.m. for consideration of scheduled items.

PLEDGES OF ALLEGIANCE
Mayor Linda Martin led the pledges of allegiance to the flags of the United States and
Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR APRIL
2023
Mayor Martin announced Utility Billing Clerk Debra Burk as the employee of the Month
for April 2023. Debra was not able to attend the meeting.
REGULAR AGENDA
ITEM NO. 2. APPROVED AWARD OF BID NO. 010-23
Council Member Stinneford motioned to approve award of Bid No. 010-23 to GI -Mow,
4170 Willman Avenue, Richland Hills, Texas, for the annual contract for mowing
maintenance. The contract is for an initial term of one year with an option for three, one-
year renewals. The estimated expenditure is $300,793.
Council Member Paudel seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 3. HELD A PUBLIC HEARING AND AMENDED THE
RECOMMENDED PROJECT SELECTION FOR THE 49TH YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FOR
FISCAL YEAR 2023-2024
Mayor Martin opened the public hearing at 7:04 p.m.
Director of Public Works and Engineering Major Jones presented the item to the City
Council and advised that on February 14, 2023, the City Council held a public hearing
and recommended the 49th Year CDBG project. The project included wastewater
improvements along Kensinger Court and Fair Oaks Boulevard. At the request of Tarrant
County CDBG staff, City staff is proposing to move this project to the 50th Year CDBG
and to allocate the 49th Year CDBG funds towards fully funding the 48th Year CDBG
projects. The 48th Year CDBG projects are the Raider Drive and Aransas Drive sanitary
sewer rehabilitation projects.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:06 p.m.
Mayor Pro Tern Price motioned to approve amending the 49th Year CDBG project
recommendation to allocate the 49th Year CDBG funds towards fully funding the 48th Year
CDBG projects.
Council Member Zimmer seconded the motion.

ITEM NO. 4. APPROVED RESOLUTION NO. 23-1640
Director of Public Works and Engineering Jones presented the item to the City Council
and advised that the proposed resolution is to amend the recommendation of the award
of a contract to Excel 4 Construction, Inc., Post Office Box 4739, Fort Worth, Texas, for
the 48th Year Community Development Block Grant (CDBG) Project I in the amount of
$371,200 and authorize a contingency in the amount of $18,560. The amended
resolution will allow for the replacement of an additional 453 linear feet of sanitary sewer
line along Raider Drive.
Council Member Bynum motioned to approve Resolution No. 23-1640, amend Resolution
No. 23-1633, and recommending award of a construction contract for the 48th Year CDBG
Project I to Excel 4 Construction, Inc. for the replacement of sanitary sewer main for
Euless Square at 1300 Raider Drive, and along the west side of Raider Drive from West

Euless Boulevard to a point 450 feet north of West Euless Boulevard in the amount of
$371,200 and authorize a contingency in the amount of $18,560.
Council Member Tompkins seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 5. APPROVED RESOLUTION NO. 23-1641
Director of Public Works and Engineering Jones presented the item to the City Council
and advised that the proposed resolution is to amend the recommendation of the award
of a contract to Excel 4 Construction, Inc., Post Office Box 4739, Fort Worth, Texas, for
the 48t" Year Community Development Block Grant (CDBG) Project II in the amount of
$277,900 and authorize a contingency in the amount of $13,895. The amended
Resolution will allow for the replacement of an additional 505 linear feet of sanitary sewer
line in order to complete the entire project for the replacement of the sanitary sewer main
along Aransas Drive.
Council Member Tompkins motioned to approve Resolution No. 23-1641, amending
Resolution No. 23-1634, and recommending award of a construction contract for the 48t"
Year CDBG Project II to Excel 4 Construction, Inc. for the replacement of sanitary sewer
main for 1104 to 1304 Aransas Drive in the amount of $277,900 and authorize a
contingency in the amount of $13,895.
Mayor Pro Tern Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 6. APPROVED CITY COUNCIL MINUTES
Council Member Stinneford motioned to approve the City Council minutes of the
precouncil and regular meeting of March 14, 2023.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
