EULESS CITY COUNCIL
Tuesday, April 11, 2023
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:33 p.m. on Tuesday, April 11, 2023, in the Precouncil Conference Room at
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Council Member Bynum expressed his appreciation for the prayers for Lisa as she
completes her last cancer treatment and will ring the bell April 12, 2023.
➢ Council Member Paudel expressed his appreciation to Mayor Martin for meeting with
a mayor from a city in Nepal while he was in town. Additionally, he recognized and
expressed his appreciation to City staff members who worked diligently to complete
the building inspections in time to hold a memorial ceremony and open the Nepali
Cultural and Spiritual Center.
➢ Mayor Martin advised that she along with City Manager Loretta Getchell, Fire Chief
Chanc Bennet, and Library Director Sherry Knight were honored to attend a Ramadan
dinner celebration and that the food was wonderful. She stated that she also attended
an annual teacher appreciation dinner hosted by The Church of Jesus Christ of Latter -
Day Saints on April 5, 2023.
➢ City Manager Loretta Getchell provided visitation and service information for Rick
Herold, former Parks and Community Services Director, who passed away April 8,
2023. Additionally, she advised of the passing of Matt Shelley, a 16-year employee
who served as a Crew Leader for the Parks and Community Services Department,
and of the passing of Karen Cargile, wife of retired Trinity High School principal and
current school board member, Andy Cargile.
City Manager Getchell reviewed and shared her concerns related to a few bills that
have been filed and are moving through the Texas Legislature.
➢ City Manager Getchell advised of several upcoming events:
• Euless Fire Department Badge Pinning, Friday, April 14, 2023, 3 p.m., City
Council Chambers;
• Euless Library Foundation Book Sale, Saturday, April 15, 2023, 10 a.m. to 4
p.m., Mary Lib Saleh Euless Public Library;
• Kites Over Euless event, Saturday, April 15, 2023, 10 a.m. to Noon, Villages
of Bear Creek Park;

• Euless Citizens Fire Academy Alumni Association Steak Dinner Fundraiser,

• B&B Wrecker Customer Appreciation BBQ, Friday, April 21, 2023, 11 a.m. to

• 6Stones CPR Blitz, April 21 and 22, 2023.
➢ Council Member Tompkins, as a member of the Hurst -Euless -Bedford ISD Facility
Planning Task Force (Task Force), provided an update related to the evaluation of
the school district facilities and the proposed plan to prioritize improvements and
conduct a Bond Election. He stated that the Task Force has been presented with a
number of cost models to consider.
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Assistant City Manager Wes Rhodes introduced Robert Medigovich, Municipal
Coordinator, Community Waste Disposal (CWD).
Mr. Medigovich presented the CWD annual recycling report, which included statistics
related to residential recycling options as well as customer service inquires and driver
incidents during 2022, and community partnerships. He advised that CWD will
provide a list of acceptable recyclable materials to the City to be shared with the
residents.
➢ Manager of Recreational Services Elizabeth Johnson provided an update on the
Arbor Daze festival scheduled for Saturday, April 29, 2023, at Midway Park, 300 West
Midway Drive. She advised of the scheduled activities that will be offered throughout
the day, including Main Stage performances and many other entertainment activities.
➢ Director of Finance Janina Jewell presented the Financial update and advised that
car rental tax collection was up 18 percent over the same period in the prior year and
is up 11 percent year-to-date.

ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Police Chief Mike Brown introduced Senior Police Officer Timothy Graham. Timothy was
accompanied by members of the Police Department. Mayor Martin presented Timothy
with a service pin commemorating his five years of service with the City.
Fire Chief Chanc Bennett introduced Firefighter-Driver/Paramedic Tony Crabb. Tony was
accompanied by his wife, Dara, daughter, Cora, and members of the Fire Department.
Mayor Martin presented Tony with a service pin commemorating his 10 years of service
with the City.
Fire Chief Bennett introduced Fire Lieutenant/Paramedic Brandon Schroeder. Brandon
was accompanied by members of the Fire Department. Mayor Martin presented Brandon
with a service pin commemorating his 10 years of service with the City.

Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 8.

ITEM NO. 2. AUTHORIZED THE PURCHASE OF LIGHTNING DETECTION
SYSTEM AND WARNING SYSTEM
Authorized the purchase of lightning detection and warning system equipment from Earth
Networks, 12410 Milestone Center Drive, Suite 300, Germantown, Maryland. The
estimated expenditure is $112,656.
ITEM NO. 3. AUTHORIZED THE PURCHASE OF BULLET -RESISTANT
SHIELDS
Authorized the purchase of bullet -resistant shields from ROE Tactical, 1500 Capital
Avenue, Suite 102, Plano, Texas, through the BuyBoard Purchasing Cooperative utilizing
funds from the FY23 Bullet -Resistant Shield Grant Program. This grant has no match
requirement and no cost to the City of Euless. The estimated expenditure is $170,087.64.
ITEM NO. 4. AUTHORIZED THE PURCHASE OF BULK GASOLINE AND
DIESEL FUELS
Authorized the purchase of various types of automotive and equipment fuel from US
Oil/US Venture, Inc. through the Omnia Partners Purchasing Cooperative. The estimated
expenditure is $330,000.
ITEM NO. 5. AUTHORIZED THE PURCHASE OF MICROSOFT SOFTWARE
LICENSES
Authorized the purchase of Microsoft software licenses with the Microsoft Corporation
through SHI Government Solutions, 3828 Pecana Trail, Austin, Texas, through the State
of Texas Department of Information Resources contract as approved in the FY2023
budget. SHI holds the current State of Texas contract for purchasing Microsoft software
(DIR-TSO-4092.) The estimated expenditure is $80,925.66.

ITEM NO. 6. APPROVED AWARD OF BID NO. 011-23
Approved award of Bid No. 011-23 for channel improvements at the Texas Star Golf
Course to R.C. Retaining Walls, Inc., 6970 Farm Road 115, Scroggins, Texas. The
estimated expenditure is $130,751.36 with an owner -controlled contingency of five
percent of the contractual amount.
ITEM NO. 7. APPROVED RESOLUTION NO. 23-1642
Approved Resolution No. 23-1642, agreeing to meet all match contribution requirements
for the expenditures under the Tarrant County Home Investment Partnerships Program
(HOME) for program year 2023. The required match contribution amount will not exceed
$60,000.

ITEM NO. 9 HELD A PUBLIC HEARING AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2341
Mayor Martin opened the public hearing at 7:14 p.m.
Assistant City Manager Wes Rhodes presented the item to the City Council and advised
that the Parks and Community Services Department, the Police Department, and the Fire
Department routinely offer elementary aged day camps for children during the summer.
The Texas Legislature requires that certain municipal programs for elementary aged
children meet day care licensing requirements, or file for an exemption (Section 42.041(b)
(14) of the Human Resources Code). In order to receive exempt status, a municipality
must submit a copy of the program standards, notice of public hearing for the programs,
and the ordinance adopting the standards.
Mayor Martin asked to hear from any proponents followed by opponents of the item.
There being none, Mayor Martin closed the public hearing at 7:15 p.m.
Mayor Pro Tern Price motioned to adopt Ordinance No. 2341, renewing the Youth
Programs Standards of Care for the operation of the youth -based programs.

ITEM NO. 10. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT 23-02-
SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2342
Mayor Martin opened the public hearing at 7:15 p.m.
Director of Planning and Economic Development Michael Warrix presented the case to
the City Council and advised that the applicant, KH Group, Inc., located at 2740 West
Euless Boulevard, is seeking a new Specific Use Permit for a general automotive repair
shop to reflect the change of ownership and business name. The Planning and Zoning
Commission held a public hearing on March 21, 2023, and voted 7-0-0 to recommend
approval of the Specific Use Permit with the following conditions:
1) The Specific Use Permit is tied to the business name, KH Group, Inc. dba Oil &
Auto+;
2) The Specific Use Permit is tied to the business owner, Moe Kisar;
3) There shall be no outdoor service or repair to any vehicle;
4) There shall be no outdoor storage of vehicles, car parts, or merchandise, to include
the fire lane;
5) There shall be no on -site major mechanical or auto body work performed on any
vehicle; and
6) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Moe Kisar, the business owner and applicant, was present to address any questions
regarding the case.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:17 p.m.
Council Member Paudel motioned to approve Ordinance No. 2342, authorizing the
issuance of a Specific Use Permit for a general automotive repair shop to be located at
St. Michael Addition, Block A, Lot 6, 2740 West Euless Boulevard in the Texas Highway
10 Multi -Use (TX-10) zoning district with the conditions presented and recommended by
the Planning and Zoning Commission.
Council Member Tompkins seconded the motion.

City Manaqer
City Manager Loretta Getchell expressed her condolences to the family of former City of
Euless Parks and Community Services Director Rick Herold and stated that his services
will be held Monday, April 17, 2023, at the First Baptist Church in Grand Prairie. She also
acknowledged the impact Mr. Herold had on the development of the Texas Star Golf
Course and the legacy he has left at The Parks at Texas Star.
Ms. Getchell also expressed her condolences to the family of Parks and Community
Services Crew Leader Matt Shelley and requested thoughts and prayers for his family
during this difficult time.
