The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, April 25, 2023, in the Precouncil Conference Room at
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Council Member Paudel advised he participated in the 6Stones' Community Powered
Revitalization (CPR) program and recognized Mayor Pro Tern Price for also
participating.
➢ Mayor Pro Tern Price advised that he visited two new Euless restaurants, Salata and
Salads to Go.
➢ Mayor Martin advised that she attended the Youth in Government graduation and
recognized Republic Services for providing scholarships to four of the graduates.
➢ City Manager Loretta Getchell advised of several upcoming events:
® Matt Shelley funeral services, Wednesday, April 26, 2023, Visitation at 6
p.m., Service at 7 p.m., Alpine Funeral Home, 2300 North Sylvania Avenue,
Fort Worth;
® Retirement Reception for GIS Manager David Allen, Thursday, April 27,
2023, 2 p.m. Council Chambers;
® Arbor Daze Festival, Saturday, April 29, 2023, 10 a.m. to 7 p.m., Midway
Park;
® Shred Day hosted by DFW Enrolled Agent Society, Saturday, May 6, 2023,
10 a.m. to Noon, Euless City Hall parking lot;
® Hurst -Euless -Bedford Chamber of Commerce Golf tournament, Thursday,
April 27, 2023, Texas Star Golf Course.
Ms. Getchell advised the City Council that House Bill 2127, affecting enforcement of
local ordinances, has passed the Texas House and is headed to the Senate.
Additionally, she announced that the Leon Hogg Amphitheater monument sign has
been installed.
➢ City Manager Getchell reviewed the regular agenda.
➢ Deputy City Manager Chris Barker introduced John Bennett, Deputy Executive
Manager, Northern Region, Trinity River Authority (TRA).

Mr. Bennett introduced Kim Probasco, Financial Administrator, TRA, and Jeff Gulbas,
Partner, McCall, Parkhurst & Horton L.L.P., and presented the proposed FY 2023
bond sale for system improvements. The proposed projects include improvements to
the raw water system, the water treatment plant, filter rehabilitation and disinfection
improvements, the addition of a fourth ozone generator and transfer pump station
upgrades, and Murphy Drive pump station improvements.
Mr. Bennett responded to questions from the City Council related to the proposed
improvements.
➢ City Manager Getchell introduced Republic Waste Services representative Jeri
Harwell, Municipal Services Manager.
Ms. Harwell introduced Michael Brooks, Operations Manager, and presented the
2022 annual report. She reviewed the contractual services with the City and
presented statistical information related to residential, commercial, and industrial
tonnage and reviewed other services offered to the residents, including curbside
Christmas tree collections, landfill access, and community involvement. Additionally,
Ms. Harwell responded to questions from City Council related to industry changes.
➢ Director of Public Works and Engineering Major Jones advised that the Far North
water well was placed in service today and that the Fuller water well will be placed
into service at a later date.
➢ Assistant City Manager Rhodes presented the Community Powered Revitalization
(CPR) blitz held Friday and Saturday, April 21 and 22, 2023.
➢ Director of Information Services Scott Joyce presented an information services
update, including annual cybersecurity training, staffing, and current projects.
➢ Director of Planning and Economic Development Michael Warrix presented a
development update, including commercial and residential construction.
➢ Director of Finance Janina Jewell presented the financial report for the period ending
March 31, 2023.
The regular meeting of the Euless City Council was called to order by Mayor Martin at
7:00 p.m. for consideration of scheduled items.

Council Member Harry Zimmer gave the Invocation.
Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United
States and Texas.

Mayor Martin announced Dispatcher Beverly Williams as the Employee of the Month for
May 2023. Beverly was not able to attend the meeting.
Mayor Pro Tern Price presented a proclamation proclaiming April as Child Abuse
Prevention Month to Katia Gonzalez, Director of Community Engagement, Alliance for
Children.
Ms. Gonzalez expressed her appreciation to the Mayor and City Council.

Council Member Stinneford presented a proclamation to the Parks and Community
Services Department proclaiming April 29, 2023, as Arbor Day.

Mayor Martin presented a proclamation to GIS Manager David Allen recognizing his
retirement from the City of Euless with 34 years of service. David was accompanied by
members of the Information Services Department.
Director of Information Services Scott Joyce also recognized David for his volunteer work
with 6Stones.
PERIODITEM NO. 5. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR
ENDING MARCH1
Director of Finance Janina Jewel presented the quarterly financial report for the period
ending March 31, 2023.
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 6
through 11.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 6. AUTHORIZED THE PURCHASE OF ASPHALT MILLING
SERVICES
Authorized the purchase of asphalt milling services from TexOp Construction LP, 8525
Thompson Road, Justin, Texas, through an Interlocal Agreement with Tarrant County.
The original contract included the option to renew for two additional 12-month periods.
This request represents the second renewal term beginning April 5, 2023 through April 4,
2024. The estimated expenditure is $125,000.
Approved renewal of Bid No. 007-22 for the annual contract for concrete repairs as
follows:
® Westhill Construction, 402 North Border Street, Cleburne, Texas, as primary for
flat work and secondary for ADA ramps and curb repairs, and
® TJ Concrete, 3325 Panola Avenue, Fort Worth, Texas, as primary for ADA ramps
and curb repairs and secondary for flat work.

The original bid was awarded for an initial term of one year with the option for four
additional one-year renewals. This request represents the first of those renewals. The
estimated expenditure is $500,000.
Approved renewal of a Job Order Contract with Payne Mechanical Services, 4116 South
Carrier Parkway, Suite 280 PMB794, Grand Prairie, Texas, for HVAC system
comprehensive maintenance through The Interlocal Purchasing System (TIPS) Program.
The original TIPS contract was for a two-year term with the option to renew for three
additional years. This renewal will be the first of those renewals. The estimated
expenditure is $80,000.

CONFERENCE CENTRE
Authorized the purchase and installation of audio/visual equipment for the Texas Star
Conference Centre from Lantek Communications, 2780 Great Southwest Parkway,
Grand Prairie, Texas, through The Interlocal Purchasing System Program as approved in
the FY2023 budget. The estimated expenditure is $53,890.
Authorized the purchase of plumbing services from Freer Mechanical Contractors, Inc.,
1908 Samuels Avenue, Fort Worth, Texas, through an Interlocal Agreement with Tarrant
County. The estimated expenditure is $65,000.
Approved the City Council minutes of the precouncil and regular meeting of April 11, 2023.

City Council
Mayor Martin advised of several upcoming events:
• Early Voting for the May 6, 2023 General Election continues through May 2, 2023,
at the Euless Family Life Senior Center. The General Election includes election of
School Board Trustees for the Hurst -Euless -Bedford Independent School District
and the Grapevine-Colleyville Independent School District;
• Arbor Daze Festival, Saturday, April 29, 2023, 10 a.m. to 7 p.m., Midway Park;
• Shred Day event hosted by DFW Enrolled Agent Society, Saturday, May 6, 2023,
10 a.m. to Noon, Euless City Hall parking lot.
Mayor Martin adjourned the meeting at 7:23 p.m.
